Bolt-action rifles refer to the action wherein a handle is used to manipulate the internal bolt of the gun. This forward and backward movement chambers a cartridge, putting it in the "ready" position, and also allows for the extraction of a spent casing or to clear the chamber in the event of a misfire or other obstruction. The new rifles will be paired with the XM157 Fire Control system, which will increase accuracy and lethality for the close-combat force. The XM157 integrates, among other things, a variable magnification optic, backup etched reticle, laser range finder, ballistic calculator, atmospheric sensor suite, compass, visible and infrared aiming lasers, and a digital display overlay.

The Ceremonial Rifle Program is conducted by the Army Donations Program Office in the Integrated Logistics Support Center of the U.S. Army Tank-automotive and Armaments Command at Detroit Arsenal, Michigan. The program is conducted in accordance with Title 10 United States Code 7683 as implemented by Army Regulation 700-131.

Organizations are required to perform a 100% inventory of all the United States Army owned ceremonial rifles issued to them every 3 years for as long as they retain them. This reporting requirement has historically been fulfilled through the submission of the Ceremonial Rifle Inventory form, which you may still choose to use. Our office, however, has moved toward an online certification process to fulfill this requirement. 


An email is automatically sent to the email address your organization has on file with our office. It will come to your inbox, but you should also check your spam and junk mail folders as well. This email will include a link to your organization's assets as well as a 'key code' for you to access it. After you access your assets, you will be able to certify each rifle that is on hand. If there are any discrepancies, missing rifles, replacements required, you will be able to state that as well.

Beyond background checks and serial numbers, those heightened requirements include taxation and registration requirements that include background checks for all transfers including private transfers. Often, when pistols are converted to rifles by the use of a stabilizing brace covered by the rule, they have barrels less than 16 inches in length and must comply with the same heightened requirements that apply to short-barreled rifles under the NFA.

The rule goes into effect on the date of publication in the Federal Register. The rule allows for a 120-day period for manufacturers, dealers, and individuals to register tax-free any existing NFA short-barreled rifles covered by the rule. Other options including removing the stabilizing brace to return the firearm to a pistol or surrendering covered short-barreled rifles to ATF.
