On March 17, 2022, the Virginia Board of Education approved and adopted the 2020 Health Education Standards of Learning Curriculum Framework. The 2021 Virginia General Assembly amended the Code of Virginia through Senate Bill 1190 directing the Board to include advanced directive education in its curriculum framework for the Health Education Standards of Learning for high school students. The 2020 Health Education Standards of Learning include standard 10.3e: Determine strategies for improving access to health care and medical services for different stages of life. The 2020 Health Education Standards of Learning Curriculum Framework, a companion document for the 2020 Health Education Standards of Learning, enhances standard 10.3e to include essential understandings, essential knowledge and essential skills for advanced directive education. School health curriculum, instruction, and assessment involve planning, implementing, and evaluating a sequential and developmentally appropriate PreK-12 curriculum that deals with important health and safety issues. Although primarily included in the subject areas of health, physical education, science, family and consumer education, social studies, and driver education and traffic safety, the curriculum transcends all disciplines to be delivered in an integrated, multidisciplinary approach.

The purpose of health education is to positively influence the health behavior of individuals and communities as well as the living and working conditions that influence their health. Health education improves the health status of individuals, families, communities, states and the nation.


Health Standards, Assessments and Graduation Requirements

All school districts in Minnesota are required to identify standards, benchmarks, curriculum and assessments in health education. All students must receive instruction in health education K-8, or by district-determined grade bands. High school students must receive instruction in health education at least once. The amount of credit and graduation requirement is determined at the district level.

The Minnesota Department of Education recommends that districts use the National Health Education Standards (NHES). These standards establish, promote and support health-enhancing behaviors for students in all grade levels, K-12. They provide a framework for teachers, administrators and policymakers in designing and selecting curriculum and instructional resources, and in assessing student achievement. The NHES are behavior based, with health education content integrated across each standard.

CPS provides age-appropriate, medically accurate, and comprehensive sexual health education to students in grades PreK-12. The purpose of this education is to build a foundation of knowledge and skills for all students so that they can make the right choices for themselves now and the future.

The CPS sexual health education curriculum is aligned with the National Sexuality Education Standards. Topics and skills include consent and healthy relationships, anatomy and physiology, puberty and adolescent sexual development, gender identity and expression, sexual orientation and identity, sexual health, and interpersonal violence prevention.

Schools must provide at least three forms of notification to inform parents/guardians of instruction at least two weeks prior to the start of sexual health education, one of these notifications must be in writing. The Scope and Sequence should be included with the notification letter. Parents/guardians may opt their child(ren) out of some or all sexual health education lessons by communicating with the sexual health education instructor.

The Delaware Department of Education (DDOE) supports educating the whole child and advocates for every Delaware student to build positive mental, emotional and physical health skills. DDOE considers health education any combination of learning experiences designed to help students improve their overall health and wellness, such as learning how to:

Health Education provides students with the knowledge and skills they need to be healthy throughout their lifetime. The intent of a comprehensive health education program is to motivate students to maintain and improve their health, prevent disease, and avoid or reduce health related risk behaviors.

School districts are required to use the online Florida Required Instruction Reporting Portal available at By December 1 of each year, each school district must submit a district implementation plan for the three health topics of 1) Resiliency Education: Civic and Character Education and Life Skills Education, 2) Substance Use and Abuse Education and 3) Child Trafficking Prevention Education. Use of the portal does not affect the content districts are required to submit, only the method. Plans are still required to be posted on district webpages.

The standards are structured by Standards and Benchmarks. The Standard is a general statement that identifies what the student is expected to achieve. The Benchmark identifies what the student will know and be able to do by the end of each of the grade.

HealthSmart is a flexible and customizable skills-based health education curriculum, comprised of over 400 lessons, allowing school districts the autonomy for local decision making to ensure all lessons align to state and local policies. Schools can select their lesson plans, opt out of any specific content that does not meet their needs, and feel confident that they are providing high-quality health education to the students in their community.

The 2012 Contemporary Health Education Curriculum is a planned, sequential, K-12 curriculum that addresses the physical, mental, emotional and social dimensions of health. The curriculum is designed to motivate and assist students to maintain and improve their health, prevent disease, and reduce health-related risk behaviors. The Office of Healthy Schools offers Health Literacy Training that highlights the use of books to teach health concepts and skills. Training participants receive resources and training to be able to use books to teach health topics in their classrooms. Resources for Teaching Sex-related Education: 

Code 37-13-171 (Amended 2011) Mississippi requires each local school board to adopt a Sex-Related Education (SRE) Policy to implement either Abstinence Only or Abstinence Plus Education into its local school district curriculum. Contemporary Health for grades 9-12 (2012) addresses prevention of HIV and other sexually transmitted diseases.

Code 37-13-171 states that abstinence education shall be the state standard for any sex-related education taught in the public schools and any course containing sex education offered in the public schools shall include instruction in abstinence education. The sex-related education curriculum offered in schools must be approved by the State Department of Education. The Health Education program is one component of a Coordinated School Health Programs. Health Education programs provide a setting in which teachers, parents, and community members partner to help students focus on health prevention concepts and to practice life skills in a safe and supportive environment.

The National Health Education Standards form the framework for health education curriculum. The National Standards are used by schools to support programs that allow students to become healthy and enable them to succeed academically.

There is a Howard County Essential Curriculum for Health Education for students in pre-Kindergarten to grade 9. The curriculum is sequential and based on the developmental level of the students. At the elementary level, the health education curriculum is implemented by the classroom teacher. At the secondary level, the curriculum is implemented in grades six to nine by a health education teacher.
