CONCEPT NOTE:
In compliance with the Local Government Code of 1991, Department of Budget and Management guidelines, and the Magna Carta of Women, the LGU Sablayan integrates development planning, investment programming, and gender mainstreaming into its governance processes through the preparation of the LDIP, AIP, and GAD Plan and Budget, ensuring that at least five percent (5%) of its total budget is allocated for GAD, in accordance with the PCW–DILG–DBM–NEDA Joint Memorandum Circular 2024-01, which provides updated and harmonized policies on the preparation, submission, implementation, and monitoring of Gender and Development (GAD) Plans and Budgets (GPB) and GAD Accomplishment Reports (GAR).
Adopting a participatory approach, the LGU engages grassroots stakeholders and 5 sectors (social, economic, environmental, infrastructure, and institutional) in planning and budgeting through workshops and capacity-building activities, to ensure the inclusive and effective formulation and finalization of the 2027 GPB and 2027 AIP.
OBJECTIVE OF THE PLANNING WORKSHOP:
To identify gender issues, gaps, and interventions
To ensure that all interventions are gender responsive, inclusive, smart, disaster risk, and climate resilient
To prioritize GAD PPAs for inclusion to AIP 2027
To formulate and finalize 2027 GAD Plan and Budget and 2027 Annual Investment Program.

2027 GAD Plan and Budget
2027 Annual Investment Program with project briefs and logical framework
2027 GAD Proposals with Harmonized Gender and Development Guidelines (HGDG)
METHODOLOGY:
The strategic planning process will be aided by lectures, discussions, and workshops. Presentation of output will be presented and subject to humble inquiry of the body.
