In July 18, 2024, Berkeley police officer did not SEND ticket #72075832 to me. Berkeley police officer did not put ticket #72075832 on my car, because my car 4NFX602 had been towed since July 18, 2024. I did not know the ticket #72075832 until July 24, 2024 in city office.

USING CAR FOR GLOBAL AND LOCAL GL EARTHQUAKE EXPLORATION.
My car 4nfx602 has been parked in our private parking space off street in 1413 Glendale avenue since June 25 2024, My car can not be moved for collect and store earthquake information data, any move will need reset collecting device which will interruper earthquake exploration experiment.
Before 2019, my car 4nfx602 often long time, two weeks more or months no moved parked in our private parking space off street in Glendale 1413 with my disabled parking placard properly displayed, Berkeley police did not issue ticket. Before 2019, when I went out to investigate the earthquake, I parked my car in disabled parking space slot at the Ashby BART station no move for a week or two. I properly displayed my disabled parking placard, berkeley police never issue ticket.
In 2008, Big WenChun earthquake in Sich of China, I went Sich Mountain to investigate and calculate Earthquake. My car 4NFX602 had parked in this my private parking space for 7 months with disabled parking placard properly displayed. In that time, my car no pass smoke check and expire registration. Statement: I am disable, low income senior GLOBAL EARTHQUAKE Scientist, 82 years old, BOD, 07/02/1943, I am drive, My DL and ID and disabled placard are valid on the date the citation was issued. My wife Jianhua Li, stroke and disable senior earthquake scientist, She is passenger, she sit wheelchair. Jianhua Li’s DL and ID and disabled placard are valid on the date the citation was issued. She need stay the parked car to wait Berkeley senior bus to avoid wind, rain, cold and heat. The parked sit is Jianhua Li 1413’s private parking space. Jianhua Li suffered stroke, Blindness, Osteonecrosis, and very high blood pressure, inflammation of caesarean section wound. Jianhua Li's wheelchair's lock and chain was cut from our car by police and tow workman. Because our house is on a high slope, owner Jianhua Li, often is waiting for Berkeley senior bus on the street. She needs to stay in the parked car in her private parking space to avoid wind, rain, cold and heat.

So my car's registration had been expired in september of 2019.
In July 13, 2024, Berkeley police officer did put two tickets 71877865 and 71877866 on my car window. In July 18, 2024, Berkeley police officer did not put ticket #72075832 on my car, because my car 4NFX602 had been towed since July 18, 2024. I did not know the ticket #72075832 until July 24, 2024 in city office. Three tickets are say that my car 4NFX602 with expire registration parked in public parking space block 1411 Glendale? not moved for 72 consec hours? I appeal these tickets by fact . The fact is that my car 4NFX602 was parked in my private parking space off street in 1413 Glendale, evidences are figure 1, figure 2, and figure 3. My car has no been driven from May 2019. My car has been using to collect and store earthquake information data from 2018. I reportd to manager that my car parked in my private parking space and my situation described in the blue word above, I am 82, old earthquake scientist, I will not drive in next my life. The manager waive 7 days storage etc fee. He received my toyota title and asked me to sign in title with toyota vehicle number 1NXBR12E31Z458635
From May 2019 to June 24 2024, my car was parked by the red wall on the hillside of home. My car has been using to to collect and store earthquake information data. My car can not pass smoke inspection and can not renew registration, because any repair will destroy the earthquake information collected and stored. So, my car’s registration was expired in September 2019. On June 17 2024, Berkeley fire police give me wildfire warring for “Defensible space annual inspection” , evidence is figure 4. Follow this notice, on June 25, 24, my car was move down to this my private parking Space , evidences is figure 20 and figures 6-10. In evidence figure 20, the other big truck front of my parked car which parked in my private parking space, it is parking in oppsite direction of the traffic, Its big tires pressed the road on which there are oncoming traffic. The big truck was violation parking. However, Berkeley police did not give it ticket. Berkeley police did not tow it. Because my car Toyota 2001 4nfx602 was too old and broken out and used for collecting and store earthquake information for many years, my car could no longer climb uphill after going downhill, so it could only be parked in my private parking space off street. When I saw the police officer’s warning about expired registration again on July 9, I wanted to drive the car up to the hillside slope to park by the red wall again, but I tried it in the day before yesterday and the wheels slipped and I couldn't drive up again. My wife Jianhua Li is owner of 1413 and director and professor of GL Geophysical Laboratory in 1413 with license BL-034568, I and Jianhua Li are disable and senior earthquake and other scientist, in my private parking space we used the parked car to collect and store earthquake information data in high density. We are volunteer doing discover novel research project "using car for global local earthquake exploration" There are 15 year valuable California earthquake information data are collected and stored in the car 4nfx602. In December 17, 3:40 AM, 2022, we reported the EL Cerrito earthquake using my car collected earthquake electromagnetic seismic acoustic flow temperature information. 1 hour late, USGS reported this earthquake. In 2016, we discovered groundwater on Glendale Avenue, evidence is figure 14. The Chinese News World Daily reported on August 13 2016 that Chinese scientists Ganquan Xie and Jianhua Li on the west side of Berkeley discovered groundwater. The Chinese News World Daily reported on July 14 2016 that Chinese scientists Ganquan Xie doing earthquake exploration research, evidence is figure 15. 82 old, disable, (evidence is figure 5 ) and senior earthquake geophysical scientists Ganquan Xie and Jianhua Li published many papers on earthquake and geophysical and invisible cloak papers, evidence is figure 16.1 and fgure 16.2.

Ten years have passed since then, and the groundwater has surfaced to land. A large area of long-term water flow has formed on the road, causing on dangerous roads, evidences are figure 17 and figure 18. Based our global local earthquake exploration uing my parked car in my 1413 private parking space, we find that in the Glendale Valley, there are earthquake seismic geophysical groundwater problems. These problem are very important for people's safe. Except us, other people never find these risk problems. Therefore Berkeley officials and police officers should protect and support our research works using my car parking in our private parking spaces to collect earthquake seismic electromagnetic undergroud water and temperature data , but should not tow our cars and should not issue ticket.
Therefore, respctfully please keep my car and these valuable earthquake information. Please waive the tikets #71877865 and #71877866 and #72075832.
We are low-income crippled elderly, disable, (evidence is figure 5), volunteer and unpaid global earthquake scientists.
We can't afford the towing company's exorbitant daily charge of $468. I have no way , on July 25th, I donated my car to the towing company and showed the report to the towing company manager. This car is used to collect and store earthquake information data. There are 15 year earthquake information collected in the car. Please keep this car and these valuable earthquake information. Please note that even after repaired, this car can not be driven in the high way, otherwise may cause accident. How to collect earthquake data while driving normally and safely that is next very important research topic.
There is no cap between Earthquake exploration and geophysical exploration. The earthquake wave from source in 10 or 20 km deep propagate to the earth surface, the earthquake wave propagation have to through the geophysical subsurface . The global earthquake around the world will become more large fracture and more frequency in the next decade. Research project of “USING CAR FOR GLOBAL LOCAL GL EARTHQUAKE EXPLORATION” and “SET UP EARTHQUAKE POLICE FOR GLOBAL LOCAL GL EARTHQUAKE EXPLORATION” are very necessary.

2. I am disable, low income senior GLOBAL EARTHQUAKE Scientist, 83 years old, In 2022, 12/17, I and Jianhua Li reported California El Cerreto Earthquake in 3:40 AM that early than USGS. We have no drive this car for 5 years, because I went China, Taiwan, Nepal, Malaysia, Czech Germany, Japan and USA mountain etc to investigate and calculate GLOBAL earthquake. My car 4NFX602 hasn’t been driven in 5 years. My car can not pass smoke inspection, because any repair will damage the earthquake information stored in my car. so, my car registration can not be renew, my car registration has been expired in 2019. From 2018 to June 24 this year, 2024 my car 4NFX602 had been parked beside the red wall of the 1413 in high hill sharp Slope above Glendale avenue.
We have used this car to collect and stored Earthquake exploration data for 15 years.
On 06/17/24, Berkeley Fire department inspection notice put beside 1413 red wall, “Defensible Space annual inspection” in the notice. By the Berkeley Fire department notice, My car 4NFX602 was moved down and was parking in my 1413 private parking space off street beside Glendale avenue, evidence is figure 20. In evidence figure 20, the other big truck front of my parked car is big working truck which parked in my private parking space, it is parking in oppsite direction of the traffic, Its big tires pressed the road on which there are oncoming traffic.
According to the California Vehicle Code, it is not permitted to park a vehicle in the opposite direction of traffic. Both right-side tires of a vehicle must also be within 18 inches of the curb. The big working truck was violation parking. However, Berkeley police did not give it ticket, Berkeley police did not tow it.
Because my car 4NFX602 is very old, when the car was moved down, It can not move up with the wheels slipping download. Therefore, our car can only parking in our 1413’s private supplement parking space off street in Glendale avenue. The Berkeley Fire department inspection notice in 6-17-24 is attached as follows in figure 4

To prevent the car from sliding down, I picked up the handbrake and turn the front wheels inward. In addition, I blocked the front and back wheels of my car with rocks, evience is figure 6, figure7. I use my car 4NFX402 to
collect Earthquake data, I am very firmly parked my car in my private supplement parking space off street in Glendale avenue. There lot network line that in Glendale avenue is great help for my car to collect Earthquake data.

I looked Berkeley police warning on the window of my car. I want and need to move my car to other place for avoiding ticket. I want drive my car up to hill to sharp Slope driveway above Glendale avenue. However, I can not drive up because the car too old and before always wheel slip . If I drive the car, the car will slip down and will cause accident. Therefore, my car 4NFX602 can only parked here in my private parking space off street in Glendale avrnue. I put my disability parking placard, “here is my private parking space” and my phone number paper, and police warning together in front of car by window. Let them to show for police, evidence is figure 8. I addition, On the canvas hood of my car, I wrote that “My car is parking in my private parking space, my phone number 650 517 6468, and my car is used for GLGEO earthquake exploration etc” as follows in figure 8, figure 9 and figure 10.

On 4-24-2024, Jianhua Li’s wheelchair beside Glendale was taken by some one. Berkeley police wrote report as follows in figure 12. North Berkeley senior center did give new one to Jianhua Li. For preventing her wheelchair from being stolen again, Jianhua Li need to tie and lock her wheelchair to our parked car in our private parking space. On July 18, 2024, My earthquake information
