In the hearing meeting at 9:20 AM on 09/25/2024, you ask Jianhua Li and me that “where is your car?”

Our car Toyota 4NFX602 has been towed by Berkeley City Police

Officer on July 18 2024. In same day and same time, the police officer did issue the ticket # 72075832 with Violation: Expired Registration - 4000 (A).

In the Berkeley City parking hearing, The tickets # 72075832,

#71877866 and # 71877865 are dismissed.

Our car Toyota 4NFX602 should be send back to us

Please help to send back our car Toyota 4NFX602 to us.

We have no money to afford the police's and towing company's exorbitant tow car and storage charge, we were forced to have no way , on July 25th, ganquan xie had no choice but to donated our car to the towing company . Jianhua Li is unique owner of our home in 1413 Glendale avenue, Berkeley, Ca 94708. Jianhua Li is one owner of our car. Jianhua Li disagree to donate her car. She did not sign her car title.

We have no money to afford the police's and towing company's exorbitant tow car and storage charge. We were forced to have no way. Evidence figure 1 shows that tow company’s daily charge $468, evidence figure 2 shows that a female manager of the towing company asks us to pay $1048 then sign our title then over. On July 25th, ganquan xie had no choice but to donate our car to the towing company. Xie reported to seniors male manager that "our car parked in our private parking space and our car has been used to collect earthquake data since 2018 and ask him keep our car and keep collected earthquake data, we are 81, old earthquake scientists, Xie will not drive in next life. We have no money to pay tow car fee and storage etc fee, please police officer and manager waive tow fee and storage fee and tow car all fee."

From 1413 owner Jianhua Li' private property parking space, police officer towed away Jianhua Li and Ganquan Xie's car, tow car action towed away Jianhua Li's car room for protection against heat, cold, wind and rain. Tow car action aggravated Jianhua LI's stroke sick. Tow car action did damage Jianhua Li's health. Tow car action did damage our earthquake data stored in our 4nfx602 car. Tow car action interrupted our novel new ongoing research work of collecting earthquake data and using cars for global and local earthquake exploration research.

On 08-19-24, Jianhua Li receive a letter from AIMS. The manager of AIMS wrote that "we acknowledge receipt of your claim against city of Berkeley ." The respect manager 's above “against” writing is wrong or misunderstand. Jianhua Li and Ganquan Xie never against city of Berkeley. City of Berkeley is our home, Berkeley City is our home. Moreover, Senior sick Earthquake scientist Professor Jianhua Li never send claim to AIMS. On July 12 2024 Professor Jianhua Li sent Tow Claims to clerk office of Berkeley city that is the report to leaders of our city from old sick senior earthquake scientist. What relationship between tow claim from earthquake scientist and AIMS insurance? Jianhua Li does not make a car accident claim. Claimant Jianhua Li only ask Berkeley police officer to correct wrongful and mistake tow car action. Claimant Jianhua Li only ask Berkeley police officer to send our car back as soon as possible. Our car had been parked in Jianhua Li's private property to collect Earthquake information data since May of 2019. By using the earthquake information data stored in our car, On 12/17/2022 at 3:40 AM Professor Jianhua Li and Ganquan Xie reported EL Cerrito earthquake that early than USGS, evidence see figure 13 and 23 in https://sites.google.com/view/glgeo-claims . Because any repair will damage the stored earthquake data, we can not repair our car to pass smoke inspection and make registration, so our car’s registration had expired in September 2019. Before June 25 of 2024, Our car parked by red wall of 1413 in sharp slop. Follow city fire department's notice on 6/17/24, envidence see figure 4 in https://sites.google.com/view/glgeo-claims . Our car was moved down hill and parked in Jianhua Li's private supplement parking space off street in 1413 Glendale avenue. The old car can not be driven up back to beside red wall in upper sharp slop again. We have contributed our car 4NFX602 to collect and store earthquake information data 8 years since 2019, but the car never be driven during the 8 years. On July 18, 2024, Ganquan Xie and Jianhua Li's car was towed by Berkeley police officer from our private parking space off street in 1413 Glendale Avenue. Claimant Jianhua Li suffered stroke, Blindness, Osteonecrosis, and very high blood pressure, inflammation of caesarean section wound, evidence in figure 11. Jianhua Li's wheelchair's locked and chain was cut from our car by police officer in towing our car. Because our house is on a high slope, owner Jianhua Li, often is waiting for a handicapped car on the street. She needs to stay in the parked car in her private parking space to avoid wind, rain, cold and heat. Now Jianhua Li's car room, which was her protection from the heat, cold, wind and rain, has been towed away. Disable Sick female scientist Jianhua Li very sad and more sick and more nightmare. She recalling before three months on 04/24/2024, her previous wheelchair in beside Glendale Avenue was taken by some one. Berkeley police wrote report. Tearfully seeing the tow our car and cut off her wheelchair lock, Jianhua Li asking ""why did Berkeley police did tow my car room which was her protection from the heat, cold, wind and rain". Our car was parked in my private parking space off street in 1413 Glendale Avenue. My car 4nfx602 has not been driven since May 2019. We have contributed our parked car been using to collect and store earthquake information for global and local earthquake exploration since 2018. Using these data, in 2022, 12/17, Ganquan Xie and Jianhua Li reported California El Cerrito Earthquake in 3:40 AM that early than USGS. Our car can not repair to pass smoke inspection and can not renew registration, because any repair will damage the important California earthquake information data stored in this car. During tow car time, claimants Jianhua Li and Ganquan Xie ask Berkeley police officer to protect the important earthquake information data stored and collected in our car 4NFX602; Claimants Jianhua Li and Ganquan Xie ask Berkeley police officer to prevent your tow car and car auction to destroy the earthquake information data . In July 24, 11:13 to 11:34 AM, A Berkeley police officer using 307 200-4080 called Ganquan Xie in 6505176468 with Chinese interpret. This officer told ganquan xie that "if there is evidence to prove the park space you parked is your private parking space, we will sent your car back to you, you should call 510 981 5980 to apply a tow hearing, in the hearing, you show evidences to prove you parked site is your private parking space. If hearing accept your evidences, the tow car will be sent back to you”. In July 25, Ganquan Xie called 510 981 5980 to apply a tow hearing, a traffic police officer told Xie that there are two options for you, option 1, pay registration fee $2900, and pay tow car fee, pay release fee, pay tow car storage fee, etc. get your car back. Xie answered that I and owner Jianhua Li are old sick and disable and low income volunteer earthquake scientists, our car was parked in our private parking space, our car has been used to collect earthquake information data, we have no money to pay. The police officer told Xie option 2, waiting police’s investigation to prove your parked site is your private parking space. Xie answered that I will show you 3 evidences to prove the car parked site is our private parking space. The officer did not let xie to see him; the officer did not let xie to show him our evidences. The police officer said that this hearing is finished. Up to now, the police officer did not reply Ganquan Xie. From May 2019 to June 24 2024, our car was parked by the red wall on the hillside of home with registration expired in September 2019. Our parked car has been using to collect and store earthquake information data. Because any repair will destroy the earthquake information. We can not repair our car for pass smoke inspection and renew registration. On June 17 2024, Berkeley fire department gives us wildfire warring for “Defensible space annual inspection”, evidence is in figure 4. Follow this notice, on June 25, 24, our car was move down to this my private parking Space , Because our car Toyota 2001 4nfx602 was too old and broken out and long time parked used for collecting and store earthquake information for many years, after going downhill, our car could no longer climb uphill with wheels slipped. So it could only be parked in our private parking space off street. When ganquan xie saw the police officer’s warning about expired registration on July 9, Ganquan Xie wanted to drive the car up to the hillside slope to park by the red wall again, but Xie couldn't drive up again, because the car wheels slipped down. We were worried that the car would slide downhill and cause an accident, so we blocked the wheels with stones and fixed the car firmly in our private parking space. It is written on our canvas tent that this is our private parking space, and our car is in our private parking space. 1. Respectfully appeal to Berkeley police officer that my car 4NFX602 parked in our private parking space in 1413 Glendale.

We have already used our private supplement parking space for 31 years Since 1993. In 1995, Berkeley city rebuild Glebdale avenue, but no rebuild our private suppliment paking space off street in glendale, because this site is our 1413 private property.

In 2008, Big WenChun earthquake happed in Sich of China, I went Sich Mountain to investigate and calculate Earthquake. My car 4NFX602 had parked in this my private parking space off street in Glendale Avenue for 7 months In that time,our car no pass smoking checking and expire registration. Berkeley police officer protect our car very well and no ticket

2. On 06/17/24, Berkeley Fire department inspection notice put beside 1413 red wall, “Defensible Space annual inspection” in the notice. By the Berkeley Fire department notice, Our car 4NFX602 was moved down and was parking in our 1413 private parking space off street beside Glendale avenue, evidence is figure 20. In evidence figure 20, the other big truck front of our parked car is big working truck which parked in our private parking space, it is parking in oppsite direction of the traffic, Its big tires pressed the road on which there are oncoming traffic. The big working truck was violation parking. but Berkeley police did not tow that violation parking truck; Berkeley police did not give ticket for that violation parking truck.

Because my car 4NFX602 is very old, when the car was moved down, It can not move up with the wheels slipping download. Therefore, our car can only parking in our 1413’s private supplement parking space off street in Glendale avenue. The Berkeley Fire department inspection notice in 6-17-24 is attached as follows in figure 4

To prevent the car from sliding down, I picked up the handbrake and turn the front wheels inward. In addition, I blocked the front and back wheels of our car with rocks, evience is figure 6, figure7. The car 4NFX402 was used to

Xie looked Berkeley police warning on the window of my car. Xie want to move our car to other place for avoiding ticket. Xie want drive our car up to hill to sharp Slope driveway above Glendale avenue. However, Xie can not drive up because the car too old and wheel slip down . If Xie drive the car, the car will slip down and will cause accident. Therefore, our car 4NFX602 can only parked here in our private parking space off street in Glendale avrnue. We put our disability parking placard, notice “here is our private parking space” and our phone number, and police warning together in front of car by window. Let them to show for police, evidence is in figure 8. In addition, On the canvas hood of my car, we wrote that “our car is parking in our private parking space, phone number 650 517 6468, and our car is used for GLGEO earthquake exploration etc” as follows in figure 8, figure 9 and figure 10. On the canvas hood of our car, There is our writing notice that "I am stroke and blind, 1413 owner Jianhua Li (6505375888), I am earthquake scientist, I am 81 years old", evidence is in figure 10

4. 1413 owner Jianhua Li suffered stroke. Blindness, Osteonecrosis, and very high blood pressure, inflammation of caesarean section wound as follows in figure 11

1413 owner woman scientist Jianhua Li is very sick, She need stay the car 4NFX602 to wait Berkeley city disability and senior bus. On 4-24-2024, Jianhua Li’s wheelchair beside Glendale was taken by some one. Berkeley police wrote report as follows in figure 12. North Berkeley senior center did give new one to Jianhua Li. For preventing her wheelchair from being stolen again, Jianhua Li need to tie and lock her wheelchair to our parked car in our private parking space. On July 18, 2024, our earthquake information

5 1413 owner Jianhua Li and Ganquan Xie are Volunteer disability low income no salary Senior Global Earthquake Scientist . Ganquan Xie and Jianhua Li have many papers on Global and Local seismic and electromaganetic and gravity and water flow earthquake exploration, we find water in Glendale in Figure 13. The car is powerful tool for Earthquake exploration. There are 15 California area earthquake data are collected in our car. On 12-17-2024, By earthquake data in the car, we reported about time the earthquake is happed in 12/17/22 in EL CERRITO San Francisco, GLGEO GLGeophysical Laboratory in 1413 released the earthquake is happed at 3: 40 AM of 12/17/2022 in SFO time, but USGS United States Seismological Bureau reported that at 3: 39 AM of 12/17/2022 in SFO time , the difference is only a minute off. In 2016, we discovered groundwater on Glendale Avenue. The Chinese News World Daily reported on August 13 2016 that scientists Ganquan Xie and Li Jianhua Li on the west side of Berkeley discovered groundwater. edidence is figure 14. The Chinese News World Daily reported on July 14 2016 that scientists Ganquan Xie doing earthquake exploration research. edidence is figure 15.

As early as 2014 to 2016, old earthquake and geophysical scientists Xie ganquan and Li Jianhua discovered groundwater 50 meters in front of the 1413 private parking space on the right side of Glendale Avenue on the west side of Berkeley Hill. See evidence 14, The Chinese News World Daily reported on August 13 2016 that scientists Ganquan Xie and Li Jianhua Li on the west side of Berkeley discovered groundwater. Ten years have passed since then, and the groundwater has surfaced to land. A large area of long-term water flow has formed on the road, causing on dangerous roads. evidence is figure 17, figure 18. Based our global local earthquake exploration uing our parked car in our 1413 private parking space, we find that In the Glendale Valley, there are earthquake seismic geophysical groundwater problems. These problem are very important for people's safe. Except us, other people never find these risk problems. Therefore Berkeley officials and police officers should protect our parking car in our private parking spaces to collect earthquake seismic electromagnetic undergroud water and temperature data for research, but should not tow our cars and sould not issue ticketed.

Therefore, respectfuuly please police officer keep this car and these valuable earthquake information data. Please waive the tikets #71877865 and #71877866 and #72075832.
