However, you must be more mindful about what schools you are applying to because it will be harder for you to get financial aid. I suggest you apply primarily to private schools because they cost the same regardless of residency, and they have more freedom in how they can give out money. This means they are more likely to give money to people that are not US citizens.
Additionally you may complete your RDS/Residency to submit applications but you will be determined out-of-state even if it is North Carolina schools.
