Players can be freely traded between teams, claimed from the free-agent pool, and released to the free-agent pool. Any roster changes must be reported to the Commissioner. However, some restrictions apply (See Ground Rules for restrictions). 

All roster changes (drop/add and trades) are reported in a group email to all league members.
