The State University of New York's Arthur O. Eve Educational Opportunity Program provides access, academic support and financial aid to students who show promise for succeeding in college but who may not have otherwise been offered admission. Program participants receive a variety of academic support services and modest financial support to alleviate non-tuition costs (e.g. books, supplies etc.) Available primarily to full-time, matriculated students, the program supports students throughout their college careers within the University.
Who is eligible for EOP?
If you’re facing academic or financial barriers to enrolling in college, EOP may be for you.
To be considered for admission to EOP, students must:
Be a New York State resident for 12 months prior to enrollment
Have earned a high school diploma or its equivalent
Be ineligible for admission under traditional admission standards - students who fall slightly below the criteria for general admission (academic eligibility varies by campus)
Qualify as economically disadvantaged according to income guidelines set by the NYS Education Department (financial eligibility is based on family income from prior-prior year)
Enroll as a full-time student

Gather financial documentation to determine your eligibility. Campuses will require supplemental information to confirm your eligibility.
Complete the regular SUNY Application, Common Application or Campus Application and check “yes” to indicate your interest in applying for the Educational Opportunity Program
