Gayle has a PhD in Global Health from the University of Geneva's Institute of Global Health (2024, Switzerland). She holds an MSc in Asian Studies from RSIS, Nanyang Technological University, Singapore (2012) and a BA in Political Science from the University of the Philippines, Diliman (2007).
She is an active alcohol policy advocate. Since 2019, she has volunteered as the Secretary of the Asia Pacific Alcohol Policy Alliance. Before she became a member of the Advisory Council of the Global Alcohol Policy Alliance in 2024, she served as a Board Member of the Global Alcohol Policy Alliance from 2020 to 2024. She coordinates the activities of the Asia Pacific Alcohol Policy Alliance and manages the Asia Pacific Alcohol Policy Alliance's LinkedIn account and website.
Gayle is currently Senior Adviser at FORUT Norway's Alcohol, Drugs and Development Programme. She is also affiliated as a Non-Resident Research Fellow at the Ateneo de Manila University School of Government (2023-2024). She also serves as a member of the Editorial Board of Globalization and Health, and handles manuscripts on commercial determinants of health.
Gayle was Senior Policy Researcher and Director for Communications at Research For Impact Singapore from October 2020 to March 2023. She was a Research Fellow for the Advancing Tobacco Taxation in Southeast Asia Project of the School of Government of the Ateneo de Manila University (Philippines) from 2019 to 2021. She was a Research Associate at the Lee Kuan Yew School of Public Policy, National University of Singapore, from September 2015 to September 2020. She was part of the consulting team for the ASEAN Secretariat's 2015 report on the ASEAN Socio-Cultural Community Scorecard. She was also a Senior Analyst at the Centre for Non-Traditional Security (NTS) Studies in the S. Rajaratnam School of International Studies (RSIS), Nanyang Technological University (NTU), Singapore, from 2012-2015. She served as a Student Research Analyst in the US Programme of the Institute of Defence and Strategic Studies at RSIS.
Prior to that, she was a Research Officer at the Department of National Defense in the Philippines. She has also taught at the University of Philippines and De La Salle University (Lipa, Batangas Campus); and assisted with the Millennium Development Goals and the Mainstreaming Human Security in ASEAN Integration research projects spearheaded by the Institute of Strategic and Development Studies (ISDS), Philippines.
She is a co-author of several journal articles on tobacco control and alcohol control, health security in ASEAN in the Asia & the Pacific Policy Studies, International Journal of Health Policy and Management, Global Health Governance Journal, the Journal of Studies on Alcohol and Drugs, the International Journal of Public Health, Frontiers in Political Science, Frontiers in Public Health, Asian Economic Policy Review and the International Journal of Alcohol and Drug Research. She has also published commentaries in the Lancet, Lancet Global Health, Lancet Regional Health Western Pacific, Health Research Policy and Systems and Asian Journal of Public Affairs. She is also a collaborator in the Institute of Health Metrics and Evaluation's Global Burden of Disease Study and has co-authored several GBD studies, on alcohol, tobacco and water and sanitation. She has also co-authored several edited book chapters on global health security, systems thinking in global health and global health research.
Gayle is from Batangas City, Batangas, Philippines, and is an alumna of Batangas State University (Integrated School) and St. Bridget College (Batangas).
