ย ย ย ZAMBOANGA CITY โ As part of the ongoing preparations for the formulation of the City Governmentโs Gender and Development (GAD) Agenda for 2026โ2028, the Gender and Development (GAD) Services under the Office of the City Mayor spearheaded the Mid-Year Gender Focal Point System (GFPS) Assembly on July 10, 2025, at Astoria Hotel.
The assembly brought together GAD focal persons from various city departments and offices. It featured an Orientation and Validation Session on the Gender-Responsive Local Government Unit (GERL) Tool, a critical step toward crafting a data-driven and inclusive 3-Year GAD Agenda for Zamboanga City.
City Mayor Khymer Adan T. Olaso, who also serves as the GFPS Chairperson, graced the event and reaffirmed his administrationโs unwavering support for gender equality and womenโs empowerment. Together with Executive Assistant Mr. Rosendo Castillo, he emphasized the importance of inclusive governance that ensures equal access to services and opportunities for all Zamboangueรฑos, regardless of gender.

ย ย The Gender and Development Services through City GAD Focal, Mr.ย Wilfredo Aporongao, provided technical assitance to Department of Agrarian Reform Region IX during their Seminar on Safe Spaces Act or Bawal Bastos Law (RA 11313) and Magna Carta of Women (RA9710) held on March 27, 2025 at Garden Orchid Hotel, Zamboang City, in celebration of the National Women's Month 2025.
ย The seminar aims to raise awareness about sexual harrasment and its implications, thereby fostering a culture of respect and safety in the workplace. The departement wants to create a social shift towards preventing acts of sexual harassment for the overall wellbeing of its employees.
ย We congrualte the Department of Agrarian Reform Region IX for the success conduct of the activity and we commend the initiatives taken in being with us in the advocacy of Gender Equality and Safe Spaces!

The Gender and Development Services through its Communications Officer, Ms. Rizza Joy Albar, took part in the National Women's Month Celebration of Brent Hospital and Colleges Inc. held on March 25, 2025, this city.
They honored women's great contributions through art and literature. Ms. Rizza Joy was tasked to be one of the esteemed judges of the following competitions: Essay Writing Contest, FB Reels Content and, Poster Making Contest. These allowed the students of Brent Hospital and Colleges Inc. to unleash their skills and talents in their respective areas of expertise.

ย The Gender and Development Services has given its support for the Queer Workforces Advance and Resource Training Alliance (QWARTA), a project led by Mindanao Pride in consortium with Mujer LGBT Organization. The project aims to train members of the LGBTQIA+ Community in Zamboanga City to be equipped with skills for professional development that will help them in their job seeking journey. The training was held for two days, March 25 to 26 at Grand Astoria Hotel, this city.

The City Government of Zamboanga, through its Gender and Development (GAD) Services, conducted a Gender and Development Orientation for newly hired and promoted employeesย held March 24, 2025 at Conference Room, City Human Resource Management Office-ZC. This initiative ensures that all personnel are equipped with the knowledge and awareness necessary to foster a gender-sensitive and inclusive workplace.
The orientation covered essential topics, including GAD Basics, which provided an overview of the foundations of GAD. Employees were also briefed on the Safe Spaces Act (Bawal Bastos Law) to reinforce knowledge against gender-based harassment in public spaces and workplaces.
Additionally, the session tackled the Comprehensive Anti-Discrimination Ordinance, emphasizing the cityโs commitment to protecting individuals from discrimination based on gender and other social factors. The discussion on the Use of Gender-Fair Language further encouraged employees to adopt inclusive and non-discriminatory communication in the workplace.
Through this orientation, the City Government underscores its dedication to upholding gender equality and fostering a respectful and empowering work environment. By equipping employees with these essential principles, the city continues to pave the way for an inclusive, safe, and gender-responsive public service.

The Gender and Development Services had a collaboration meeting with USAD-KaZamPen USAD KA-ZAMPEN is a regional coalition affiliated witht he Youth Leadership for Democracy PH and The Asia Foundation, encompassing all youth-led and youth-serving organization in Zamboanga Peninsula.
In celebration of National Women's Month, the organization is set to conduct a fundraising initiative, BAILE: Zumba for a Cause Year 2 on March 23, 2025 from 7AM to 10AM at Baliwasan Central School. The proceeds of the said activity will fund future projects and activities of the organization in empowering the community.

ย "The Command believes that the conduct of these GAD Activities to military personnel and Civilian Human Resources is important as this is a timely and more relevant pursuit associated to preventive education activity. It also aims to raise awareness on the importance of the support towards ending all forms of violence. identified as one of the gender issues in the AFP due to lack of opportunity to understand their roles in ending this social problem."
ย We continue to foster Gender Mainstreaming, especially to the management and front liners of the security sector, to raise awareness and understanding especially as they deal and, have encounters with their respective communities. This will also encourage frontliners to be aware of gender issues when delivering public services, ensuring that both women and men, as well as gender minorities, are treated fairly and equally.

ย As part of the celebration of National Womenโs Month 2025, the Office of the Social Welfare and Development - Population Division, in partnership with the Gender and Development Services (GADS) of the Office of the City Mayor, Local Council of Women (LCW) Zamboanga Chapter, Department of Labor and Employment (DOLE), ZUELLIG Family Foundation-TCI, and Technical Education and Skills Development Authority (TESDA), successfully conducted the Forum on Enhanced Parenting Roles of Working Women.
ย The event brought together working mothers and women from both the informal sector and private agencies, representing various barangays within a 7-km radius of the city.
ย The topics discussed were: The Psychology Behind the Diff Types of Parenting Styles by Dr. Lolina N. Bajin, RpPsy; Coping with Parenting Challenges by Ms Joy Enriquez, Focal for Family Welfare, DOLE; and RPFP And FP Education by Ms. Susan Flores, CSWDO.
ย The forum focused on understanding the challenges working women face in balancing parenting and career demands, especially with current generational trends. It also explored how different parenting styles affect children's development, aiming to empower women with the knowledge and support to excel in both their careers and family life.

It as an overwhelming participation for our Marcha de Las Mujeres: A Puple Walk Campaign for a Cause, in celebration of the 2025 National Women's Month held March 7, 2025 from Brent Hospital to Joaquin F. Enriquez Memorial Sports Complex, Zamboanga City.
The parade was enjoined by the different Women's Organizations in the City, City Government Offices, National Agencies, the Security Forces, Schools, Community-Based Organizations and, Non-Government Agencies.
It concluded with a program at Joaquin F. Enriquez Memorial Sports Complex with the Solidarity Messages of Mayor John Dalipe, Vice Mayor Pin-Pin Pareja, SK National President CJ Dalipe, GAD Vice Chairperson Cons. Al-Jihann Edding, and LCW Zamboanga City Chapter President Lilia Nuรฑo.

ย ย ย ย As part of the Annual Celebration of National Women's Month, the Gender and Development Services in partnership with Sports Development Division headed by Fuerza de Mujeres 2025 Awardee, Dr. Cecile Atilano, conducted Self-Defense Training held March 7, 2025 at Muay Thai Gym, Joaquin F. Enriquez Memorial Sports Complex (Grand Stand), this city.
ย ย This activity is also being conducted by other member agencies of the Regional GAD Council IX. This initiative aims to equip the members of the City Government, especially its female employees, with essential self-defense skills to promote safety and empowerment.
ย ย We congratulate all participating employees for their enthusiasm and commitment during the activity. The Housing and Land Management Division of the City Mayor's Office in partnership with the Department of Trade and Industry conducted a training for Women Organizations from the different selected communities in the city.
The activity aims to enable women by cultivating a growth-oriented mindset and equipping them with the abilities and information required to successfully design, launch, and maintain their own enterprises. The training will run for four days (March 4, 6, 11 and 18, 1 batch per day) accomodating 21 women organizations.

In Section 36 of RA 9710 of the Magna Carta of Women, LGUs are directed to systematically collect and generate sex-disaggregated data and statistics. For further technical guidance, the GFPS Members from the City Government of Zamboanga were invited to participate in Team Excel Innovations training-workshop on "Managing LGU Data through Gender and Development Database held February 19 to 21, 2025 at Pines View Hotel, Legarda Road, Baguio City.
The training-workshop focused on the creation, development and maintenance of GAD Database, providing the participants with the tools and knowledge on creating a database which is salient for tracking progress on gender equality initiatives and a backbone of effective GAD programs and implementationof any LGU. We congratulate all the GFPS Members who successfully participated the aforementioned training, including our GAD Alternate Focal, Mr. Cyril Ganob.

ย Empowering employees through an inclusive perspective on gender, promoting equality and sustainable development in the City Government of Zamboanga
ย ย ย ย ย The City Government of Zamboanga, through its Gender and Development (GAD) Services, conducted a Gender and Development Orientation for newly hired and promoted employees (20 Males, 15 Females) held February 17, 2025 at Conference Room, City Human Resource Management Office-ZC. This initiative ensures that all personnel are equipped with the knowledge and awareness necessary to foster a gender-sensitive and inclusive workplace.
The orientation covered essential topics, including GAD Basics, which provided an overview of the foundations of GAD. Employees were also briefed on the Safe Spaces Act (Bawal Bastos Law) to reinforce knowledge against gender-based harassment in public spaces and workplaces.
Additionally, the session tackled the Comprehensive Anti-Discrimination Ordinance, emphasizing the cityโs commitment to protecting individuals from discrimination based on gender and other social factors. The discussion on the Use of Gender-Fair Language further encouraged employees to adopt inclusive and non-discriminatory communication in the workplace.
Through this orientation, the City Government underscores its dedication to upholding gender equality and fostering a respectful and empowering work environment. By equipping employees with these essential principles, the city continues to pave the way for an inclusive, safe, and gender-responsive public service.

ย ย ย ย The meeting focused on highlighting the accomplishments of the council and its member agencies during the CY 2024 and discussed the Gender Mainstreaming Efforts for the region that is included in the CY 2025 Work Program. Furthermore, in light of the upcoming National Women's Month in March, official guidelines for the celebration that was released by Philippine Commission on Women was presented to the body.

ย ย ย ย ย The City Government of Zamboanga through the Office of the City Plannning and Development Coordinator is set to participate in the 5th Call for Proposal of the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) Republik of Korea (ROK) Cooperation Fund.
ย The Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) Republic of Korea (ROK) Cooperation Fund (BKCF) was established in 2021 by the ROK. It aims to contribute to promoting inclusive and balanced growth in the Southeast Asia region and ASEAN Connectivity by strengthening the partnership between the BIMP-EAGA and the ROK.
ย ย ย Together with other stakeholders, the city is now in the phase of preparation in the abovementioned Funding Program participation. In a meeting held February 6, 2026 at Zamboanga City Disaster Risk Reduction Management Office, a run-through of the application, required documents and important processess were presented to the body. As part of the city's gender mainstreaming efforts, City GAD Focal, Mr. Wilfredo Aporongao is invited to participate, ensuring that the proposals to be presented are gender-responsive.

The Gender and Development Services of the Office of the City Mayor conducted its First GFPS Meeting on Thursday, January 30, 2025, at City Hall Conference Room, this City. The meeting saw the participation of various key officials of the City Government of Zamboanga, including the Department Heads, Division Chiefs, representatives from the different local and national offices and agencies, Barangay Cluster Heads, and the presidents and/or representatives of the different non-government organizations (NGOs) in Zamboanga City.
The agenda of the First GFPS Meeting was to inform and discuss the GFPS membersโ duties and functions as outlined in Executive Order No. JD 2024-002. Additionally, updates were provided on the endorsement status of each Barangayโs Gender and Development (GAD) Plan and Budget. Moreover, the meeting also discussed the preparations for the upcoming city-wide Womenโs Month Celebration, emphasizing the importance of recognizing and empowering women in various sectors and organizations of the city. The meeting was also graced by the presence of Ms. Anang Lia Sahi of the Department of Local and Interior Government, who gave an orientation on the Revised Guidelines on the Localization of Magna Carta of Women (JMC 2024-01), which serves as an important legislative framework aimed at promoting gender equality and empowering women in the Philippines. Moreover, Ms. Judie Ann Ebol from the Public Employment Service Office (PESO) presented to the body the collaborative project of the City Government of Zamboanga and Queer Workforce Advancement and Resource Training Alliance (QWARTA) on establishing a supportive environment for LGBTIQ+ micro and small enterprises, alongside providing career training tailored for LGBTIQ+ individuals facing particularly challenging circumstances.
The First Quarter GFPS Meeting not only provided insights into the achievements and upcoming plans of the Zamboanga City Government but also laid the foundation for having a stronger eagerness to promote inclusive development within the city. The meeting adjourned with a strong sense of collaboration and coordination among its members with the aim of achieving more this year, addressing gender-based issues, and further advancing gender equality and women empowerment in Zamboanga City.

Empowering Youth, Defending Rights: A Future of Equality and Justice - Observance of Human Rights Day 2024

The Gender and Development Services in partnership with the Commission of Human Rights IX, conducted the Observance of Human Rights Day 2024 with the Theme: Empowering Youth, Defending Rights: A Future of Equality and Justice, inviting representatives from the Sangguniang Kabataan of the different barangays in the city, held last December 10, 2024 at Garden Orchid Hotel.
The activity higlighted the crucial role young people play in promoting and defending human rights. This is part of the Human Rights Education and Advocacy Campaign for this years National Human Rights Consciousness Week, anchored in the theme, "Pagtataguyod sa Sangkatauhan, Pagpapanatili ng Dignidad, Pagtatanggol sa Karapatan at Pagsulong sa Kapayapaan.

The Barangay GAD Advocate Alliance convened for their 2nd Semestral Assembly for this year last December 5, 2024 at Grand Astoria Hotel, this city.
Pursuant to Section 24, Article I of the City Ordinance No. 580 or otherwise known as โThe 2022 Revised Gender and Development Code of Zamboanga Cityโ which provides for the creation of the Barangay Gender and Development Advocate Alliance and conduct of General Assembly to monitor and ensure that the city plans and programs for gender and development are harmonized with the 98 barangays.
This mechanism is put in place to effectively carry out the mandate of the provisions of the law and the goals of gender and development at barangay level. Mindanao Week of Peace 2024: Human Rights and Peace

The Mindanao Week of Peace is a significant event aimed at promoting unity, peace, and harmony among the diverse communities in Mindanao. This celebration provides an opportunity for us to come together and demonstrate our collective commitment to peace and understanding within our region.
As part of the celebration's series of activities, the Gender and Development Services, represented by Mr. Wilfredo Aporongao, the City GAD Focal, was invited to serve as a resource person for the Human Rights and Peace session, which was spearheaded by the Anti-VAWC Alliance. Sir Wil emphasized the urgency of addressing violence against women through legal reform, societal education, and enhanced support services for survivors. He issued a call to action, stressing the need for continued advocacy, stronger legal frameworks, and comprehensive support systems for women who have experienced violence. The activity served as a reminder that while progress has been made in addressing gender-based violence, much work remains to be done.

Launching of P.A.C.E. (Project Assisting Caring Engagement) Project of Police Regional Office 9

The PRO 9 P.A.C.E. is a program designed to provide comprehensive support to the Philippine National Police (PNP) Personnel in Zamboanga Peninsula and their dependents who are facing terminal illnesses or critical medical conditions, including those sustained during police operations. This initiative through partnerships, community activities, and inter-agency cooperation.
Gender and Development Services of the Office of the City Mayor's has been invited to be one of its key partners. Mr. Wilfredo Aporongao, City GAD Officer is present during the launch and entered into a Memorandum of Understanding (MOU) with the PRO9. The partnership will enable the project to pool resources, share expertise, and jointly implement initiatives that align with the shared mission to serve those in need.
We thank the PRO9 for inviting us to be part of this project, bringing meaningful relief and hope to our officers and their families during their most trying times.

Walk for a Cause - 18 Day Campaign to End Violence Against Women and Children

In the annual 18 Day Campaign to End Violence Against Women and Children, the City Social Welfare and Development Office - Zamboanga City in partnership with Gender and Development of Zamboanga City spearheaded the WALK FOR A CAUSE AGAINST VAW, held November 30, 2024 from Paseo del Mar to Zamboanga City Central School. The activity was participated by Women Organizations of the different barangays, including Solo Parents and LGBT Sector. It also had participation from National Government Agencies, Security Sector and City Government of Zamboanga.
The nationwide yearly observance of the 18-Day Campaign to End VAW from November 25 to December 12 โ is calling for unity among all genders and sectors of society to finally put an end to violence in all its forms.
With the 2022-2027 recurring campaign theme, โUNiTEd for a VAW-free Philippinesโ and its 2024 sub-theme, โVAW Bigyang Wakas, Ngayon na ang Oras!โ the PCW highlights the urgency of the advocacy in line with the commemoration of the 20th anniversary of the signing of the Anti-VAWC Act of 2004 (RA 9262).
The 2024 campaign remains aligned with the United Nationsโ โUNiTE by 2030 to End VAWโ initiative, of which the Philippines is one of the 51 charter members. UNiTE is a multiyear effort that calls on duty-bearers, civil society and non-governmental organizations, the private sector, media entities, the youth, and UN member states to join forces in addressing the global pandemic of violence against women and girls. The activity concluded with a program at the end point of the walk, Zamboanga Central School, that includes messages of support from City Mayor John M. Dalipe, City Vice Mayor Josephine Pin-pin Pareja, Concilor Al-Jihann Edding, Councilor Vino Guingona, District 2 Representative Cong Mannix Dalipe and LCW President Lilia Nuno.

PANTAY Summit 2024: A Step Towards Equality
The PANTAY Summit 2024, held from November 25 to 29 in Quezon City, marked a significant milestone in the fight for equality in the Philippines. Organized by the Philippine Anti-Discrimination Alliance of Youth Leaders (PANTAY) Inc. and supported by the Federal Foreign Office of Germany, the event focused on the LGUs for Equality project. This initiative aims to empower local government units (LGUs) to ensure the effective implementation of anti-discrimination ordinances (ADOs) while contributing to the national campaign for the Sexual Orientation and Gender Identity and Expression (SOGIE) Equality Bill. By fostering collaboration among LGUs and promoting policies for LGBTQI inclusion, the summit showcased a united effort toward creating a more inclusive society.
One of the highlights of the summit was a workshop titled Crafting Local Equality Campaigns: Messages and Strategies for LGBTQI Inclusion at the Local Level. This session aimed to strengthen the capacity of LGU representatives and LGBTQI organizations in designing impactful equality campaigns. Participants who had been involved in the development of community monitoring toolkits or capstone projects took part in this workshop, where they learned practical strategies to advocate for LGBTQI inclusion in local governance. The focus was on empowering these representatives to develop tailored messages that resonate with their communities and advance the equality agenda.
The Zamboanga City LGU, represented by City Gender and Development (GAD) Officer Wilfredo Aporongao and City Planning and Develoment Officeโs GAD Focal Liezel Tan together with Mujer-LGBT Organizationโs Executive Director Alvin Toni Gee Fernandez, Ivan Ladja and Justin Solis Mejia, actively participated in this initiative. Recognized for its commitment to inclusivity, Zamboanga City demonstrated leadership in addressing the needs of the LGBTQI community through its staunch champions, Mayor John Dalipe, Hon. Jihan Edding and Hon. Lilibeth Macrohon Nuรฑo, the cityโs active involvement exemplified how local governments can play a pivotal role in promoting equality. Through workshops like these, Zamboanga Cityโs representatives gained valuable insights on how to further integrate LGBTQI-focused policies and campaigns into their governance framework.
During the summit, Zamboanga City was honored as one of the LGUs for Equality during the #LGUs4Equality Forum and Recognition Night. This recognition, bestowed by PANTAY and the Federal Foreign Office of Germany, celebrated Zamboangaโs efforts in championing LGBTQI inclusion. It also acknowledged the cityโs achievements in implementing policies for equality, while highlighting the challenges faced in advancing this cause. The recognition served as both a testament to the progress made and a call to action for sustained efforts toward the passage of the SOGIE Equality Bill.
PANTAYโs unwavering commitment to gender equality has significantly impacted not only Zamboanga City but also the nation as a whole. By fostering partnerships with LGUs and providing platforms for dialogue and collaboration, PANTAY continues to lead initiatives that pave the way for inclusive policies. The summit drew participation from GAD Focal Persons and Advocates representing regional line agencies, State Universities and Colleges (SUCs), the Zamboanga City GAD Focal Point System, and barangay-based GAD advocates.
The summit reaffirmed the cityโs commitment to advancing gender equity and fostering inclusive growth. As Zamboanga continues to lead in GAD advocacy, the summit inspires participants to champion initiatives that ensure no one is left behind in the journey towards inclusive progress.
The event concluded with a strong call to action for stakeholders to work together in advancing Zamboanga Cityโs vision of inclusive progress. As the eventโs theme suggests, the city remains committed to โsailing towards inclusive progressโ by fostering gender-responsive governance, promoting equity, and ensuring sustainable development for all.

Training on GESI and Stakeholder Engagement in the Context of LCC

The USAID Climate Resilient Cities (CRC) Project provided technical assistance to LGU-Zamboanga City in crafting and enchancing its LCCAP through a 3-day training session held on November 19-21, 2024. The training is aligned with the Department of the Interior and Local Government guidelines. Recognizing gender-differentiated impacts of climate change and the importance of involving women, girls, and other vulnerable groups in defining climate solutions, the training aims to mainstream gender equality and social inclusion (GESI) concepts and tools that are vital in formulating the LCCAP.
Philippine Local Government Units are mandated to develop a Local Climate Change Action Plan (LCCAP) to address climate change concerns in their localities pursuant to RA 9729 or the Climate Change Act of 2009.
4th Regional Gender and Development Council IX (RGADC) Meeting

The members of the Regional Development Council IX convened for its 4th Quarterly Meeting last November 19, 2024 at Pagadian City for the First Quarter RGADC Meeting. During the meeting, the council presented the certification of Mr. Wilfredo J. Aporongao as a Member of the Regional Pool of Gender and Development Resource Persons (RPGRP)
The certification journey began with the application period from November 7, 2022, to February 6, 2023, which attracted 18 applicants. After a rigorous screening process, 10 were shortlisted, and 7 participated in the GAD leveling session held from October 25-27, 2023, where 6 applicants successfully completed it. The final phase consisted of a three-day demonstration held from July 22-24, 2024, at the 102nd Infantry Brigade Headquarters in Ipil, Zamboanga Sibugay. On August 7, 2024, the Selection Committee convened via Zoom and officially endorsed five applicants for certification, which was later confirmed by RGADC IX.
This milestone underscores the importance of Gender and Development (GAD) in promoting an inclusive society and highlights the vital technical assistance that the certified Regional Pool of GAD Resource Persons can provide to agencies in the Zamboanga Peninsula to ensure the effective implementation of GAD programs and initiatives.
Mr. Aporongao expressed heartfelt gratitude to all who supported him throughout his journey:

The Zamboanga Multi-Sectoral AIDS Council convened its members for a Local AIDS Council Meeting held November 18, 2024 at Seafoods Restaurant, San Roque. Gender and Development Services, as one of the member offices of the council participated through Cyril Ganob, GADS Alternate Focal and Jolina Salazar, GAD Staff.
The meeting focused on the development and implementaion of the council's comprehensive HIV/AIDS prevention, link to care, and treatment. Members had the opportunity to contribute their insights, resources and collaborative efforts ensuring that the strategies effectively reach and serve the diverse population of Zamboanga City.

O2 Youth and Partners Summit: Beyond the Horizon โ Sailing towards Sustainability and Synergy

The summit is set to reflect on the program's journey together with its stakeholders, celebrating success and planning for its sustainability.
The event gave its participants the chance to share stories of challenges and innovations, explore new partnerships, celebrate successes, and commit to sustaining impact. It will also strengthen existing relationships within and among the Youth Development Alliances (YDAs), and expand efforts to enact policies and mplement programs focused on the holistic development of vulnerable OSY.

SAFER WOMEN ZAMBOANGA: Strengthening the Capacities of Barangays in Handling Violence Against Women (VAW) and Gender-Based Violence (GBV) Cases Batch 1- 5

Zamboanga City is one of the target groups, along with other LGUs (Pasay City-Metro Manila, Lapu-Lapu City-Cebu, City of San Jose Del Monte Bulacan, Batangas City, Cordon, and Isabela Province), of this project.

Advancing Gender Equality and Social Inclusion in Local Governance: A Comprehensive Training on Gender Analysis Tools for Gender-Responsive Local Development Planning and Budgeting

USAID's Urban Connect in collaboration with the City Government of Zamboanga's Gender and Development Services of the City Mayor's Office conducted the Advancing Gender Equality and Social Inclusion in Local Governance: A Comprehensive Training on Gender Analysis Tools for Gender-Responsive Local Development Planning and Budgeting aiming to equip local officials and employees with the knowledge and skills needed to systematically incorporate gender perspectives into their development planning and resource allocation, towards enhancing the effectiveness of local interventions aimed at achieving gender equality and women's empowerment. The overall goal is for Zamboanga City tobecome a fully gender-responsive city across relevant indicators, where gender considerations are integrated into all levels of governance.
We thank all our GFPS Members for being with us and participated and also Urban Connect for being our key partner in the crusade on gender equality and social inclusion in Zamboanga City.

We are officially launching our Breast Cancer Awareness Month 2024, Pink October local theme, " Together we are STRONGER when we CARE. Compassion, Advocacy, Recovery, and Empowermentโ.
Pink October or Breast Cancer Awareness Month is annually observed worldwide. In the Philippines, the National Integrated Cancer Control Act (NICCA) (Philippines Republic Act 11215) was signed into law to strengthen cancer control in the country, increase cancer survivorship, and reduce the burden on families and cancer patients in February 2019. The NICCA emphasizes cancer prevention and improvement of cancer survivorship by strengthening essential programs to include breast cancer awareness campaigns across the country.
ย The City Government of Zamboanga observes the International Health Campaign on Breast Cancer Awareness Month or the โPink Octoberโ pursuant to City Ordinance No. 580 โ โThe 2022 Revised GAD Code of the City of Zamboangaโ which provides for the โDay of Action for Breast Cancer Awarenessโ, which aims to raise awareness and reduce the stigma of Breast Cancer through proper education on symptoms and treatment.
In our collective pursuit of maximizing our information and awareness campaign, the Gender and Development Office, City Health Office, Mindanao Breast Cancer Support and Empowerment Association, and our partner hospitals, Cuidaded Medical Zamboanga and West Metro prepared a series of activities in line with the observance.

Training of Trainers on Formulation of Comprehensive Local Juvenile Intervention Program and Child Rights-based Local Ordinances

The Enhancing Local Government Capacities in Delivering Justice Services for Children at Risk (CAR) and Children in Conflict with the Law (CICL) Project by Saligan, held its 3rd Training of Trainers on the Formulation of Comprehensive Local Juvenile Intervention Program and Child Rights-based Local Ordinances last August 26 to September 02, 2024 at Ipil, Zamboanga Sibugay.
Members of the Local Council for the Protection of Children (LCPC) were the participants of the abovementioned training. The aim of the TOT aims to equip the participants with essential skills and knowledge to effectively implement the Pilot Training with select barangays of Zamboanga this October.

1. Proposed Ordinance No. 2024-17 entitled "An Ordinance Implementing and Enforcing the Provisions of Republic Act No. 9208 or 2003, otherwise knows as the Anti-Trafficking in Persons Act of Zamboanga City as Amended by Republic Act No. 10364 or the 'Expanded Anti-Trafficking in Persons Act of 2012' and Further Amended by Republic Act. No. 11862 of the 'Expanded Anti-Trafficking in Persons Act of 2022' and for other related purposes, authored by Hon. Al-Jihann R. Edding and Hon. Jimmy B. Villaflores.
2. Proposed Ordinance No. 2024-40, entitled "An Ordinance Prohibiting Acts of Online Sexual Abuse of Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM) in Zamboanga City Institutionalizing Programs for its Prevention and Eradication and Providing Penalties Therefor, Thereafter Establishing a Supportive Environment for Child Victims and Providing Funds Therefor", authored by Hon. Al-Jihan R. Edding.
Inputs and Feedback from the participating body, from relevant sectors are deemed important in the establishment of the aforementioned proposed ordinances. The Gender and Development Services through Mr. Cyril Ganob participated in the Annual OCAT Assessment led by the Youth Development Alliance and USAID Opportunity 2.0.
The USAID 02 Program has provided YDA with a range of capacity-building activities to enhance our effectiveness. To evaluate the progress, the Organizational Capacity Assessment Tool (OCAT) Assessment, focusing on Governance, Advocacy, and Sustainability is being conducted. This activity focused on Governance, Strategic Direction, Planning and Service Delivery, Resource Mobilization, Networking and Advocacy, and Sustainability. The OCAT will be graced by Senior Staff from the US Embassy and the Office of Education.

SIPTVETS is an ADB-funded project aimed to support the modernization of the Philippinesโ technical and vocational education and training (TVET) system so that it can respond effectively to an increasingly globalized, technology- and knowledge-driven market. TESDA IX -Regional Training Center- Zamboanga is one of the 17 beneficiaries of this program.
One of the needed groundworks for the implementation of key activities is the conduct of Public Consultation aimed to inform the public about this project. This will help TESDA design new training programs demanded by the industry at high-level of national certificate and reskill and upskill TESDA trainers and assessors. The Gender and Development Services was invited to participate in the above-mentioned consultation, to share ideas on identifying possible higher-level qualifications (NC III, NC IV, and Diploma Program) along the identified project by SIPTVETS for RTC-Zamboanga.

In the Republic Act. No. 10121, also known as the Philippine Disaster Risk Reduction and Management Act, the LGU or Local Government Unit must ensure the safety and resilience of the communities against the impacts of climate change and disasters. The US Government through the USAID launched the Climate Resilient Cities (CRC) project that will help Local Government Units in the Philippines (one of the world's disaster prone countries) adapt to, mitigate, and endure the impacts of climate change by increasing their access to climate financing and tools to build resilience.
The Gender and Development Services, through Mr. Wilfredo Aporongao, City GAD Officer, was invited to participate in the Training-Workshop on Science and Climate Change Communication held last July 30-31, 2024 at Palacio del Sur, Marcian Garden Hotel, Zamboanga City. This activity aims to capacitate key officers and development partners of the LGU in understanding Science Communication, communicating climate change, creating communication materials, and developing a communication plan and plan of action.
The Climate Resilient Cities project supports the Philippine governmentโs National Climate Change Action Plan, Nationally Determined Contributions, and National Climate Change and Disaster Risk Management Roadmap, and advances the U.S. governmentโs goal of tackling the climate crisis around the world. As part of the working committee of the SAFER WOMEN Project in Zamboanga City, Mr. Wilfredo Aporongao of the Gender and Development Services of the City Mayor's Office along with the team members from the other offices, gathered for the monitoring session with SALIGAN and DILG National Barangay Operations Office on the project's implementation, plans, concerns and emerging issues related to the roll-out of training. The findings of this session will be reported to the Governance in Justice Program.
The Safer Women Project in Zamboanga City is set to roll out the trainings to the remaining barangays after its pilot training. The series of training aims to accomplish the goal of the Zamboanga City Justice Zone.

The Gender and Development Services of the City Mayor's Office through the City GAD Officer, Mr. Wilfredo Aporongao, participated in the concluding activity of Tell Them: Deldem project, spearheaded by Verdadero Liderato de los Jovenes para Progreso y Desarrollo de la Ciudad de Zamboanga (VERDAD) Organization, supported by the Youth Leadership for Democracy (YouthLed). This project empowers the youth to participate in democratic governance.
Together with other key agencies, the forum highlighted conversations about how the young people of today can be empowered and contribute to the community with their ideas and initiatives, strengthening their capacity to lead and engage with the different sectors that will help them succeed.ย
We thank VERDAD Organization for inviting us, making Gender and Development an important part of these young leaders' journey to progress and development.

Grand Astoria Hotel
The Gender and Developments Focal Point System Technical Working Group convened last July 19, 2024 at Grand Astoria Hotel for the MidYear PAPs and GFPS Functionality Assessment. The GFPS Secretariat, GAD Services of the City Mayor's Office facilitated the activity.
During the morning session, Mr. Wilfredo, City GAD Officer, presented the GAD Highlights and 1st Semester Accomplishment Report, and the 2nd Semester Activities that are to be implemented.
After the presentation, the members were oriented on GFPS Functionality Assessment Tool (GFAST), a tool that is designed to contribute to gender-responsive local governance by ensuring the working mechanism to mainstream GAD.
The afternoon session was dedicated to the Drafting of the GAD Plan and Budget 2025 which is due for submission and approval. This constitutes all the programs and advocacies to be implemented by GAD services including the individual program of the city departments in mainstreaming GAD.

The City Human Resource Management Office in coordination with the Gender and Development Services of the City Mayor's Office is conducting an Orientation on the Use of the Gender-Fair Language and SOGIESC among City Government Employees from July 9 to 11, 2024 at Grand Astoria Hotel, this city. The activity will cater to 210 employees divided into three batches. Our new entrants also participated to learn more about the office.
The activity aims to incorporate gender sensitivity in using gender-fair language in all government documents, communication, and issuances and in their daily activities.
The office invited PCW National Gender Resource Pool Members, Prof Rosalyn R. Echem and Prof Arnold Ferolino to be the Resource Speakers in discussing the following:
1. GAD Basics and Policy Imperatives
2. Understanding SOGIESC
3. Gender-Fair Language.
We congratulate all the participants and the Training Team of CHRMO headed by Ms. Racquel Galdo for the successful conduct of the final batch.

The Gender and Development Services one of the participating offices in this series of activity. On its 5th Leg, the workshop is facilitated by the Resource Person, Evangeline Diche from the Development Academy of the Philippines. After the workshop, our GAD Team Member, Ms. Rizza Joy Albar presented to the body the Crafted Standardized Management Procedures of Gender and Development Programs and Activities.ย
The Workshop Training started July 9 and will run until Friday, July 12, 2024 at Grand Astoria Hotel, Zamboanga City.

The Gender and Development Services is part of the SGLGB Team for the annual performance assessment evaluating the barangays based on various governance areas. The Zamboanga City Team is divided into four clusters, that will simultaneously visit eight scheduled barangays per day.
For today's assessment, the cluster teams visited the following:
C1 - Patalon (AM) / Sinubong (PM)
C2 - Sta. Catalina (AM) / Sta. Barbara (PM)
C3 - Cabaluay (AM) / Cacao (PM)
C4 will resume its schedule of assessment tomorrow, July 12.
The Gender and Development Services is tasked to verify the following documents:
a. GAD Plan 2023
b. Accomplishment Report 2023
C. Executive Order on the Establishment of Barangay GAD Focal Point System
The SGLGB Assessment is a mandate of the Department of the Interior and Local Government in overseeing the performance of the local government units (barangays). Wrapping up the Pride Month with a Celebration recognizing champions in making a change in the society! The Gender and Development Services of the City Mayor's Office in partnership with Mujer LGBT Organization spearheaded a culminating activity, wrapping up the Pride Month Celebration 2024. The event presented an opportunity to recognize Change Makers who have made great efforts to support the advocacy and mission of the LGBTQIA+ community:
1. City Mayor, Hon. John M. Dalipe
2. City Councilor, Hon Al-jihan Edding
3. Chairperson, Hon. Amie Cabato for Barangay Baliwasan
4. GAD Focal, Ramonita Bucog for Barangay Mampang

Adding colors to the night, the event invited performances from renowned Drag Queens in the city.

Sangguniang Panlungsod Session Hall
The Gender and Development Services of the City Mayor's Office was invited by the Sangguniang Kabataan Zamboanga City Federation headed by the SK National President, Youth Commisioner Hon. CJ Dalipe for the PRIDE TALKS: A forum for the LGBTQIA+ Community last June 29, 2024 at Sangguniang Panlungsod of Zamboanga Session Hall.
The forum presented relevant concepts in knowing one's individuality:

2. Express Yourself by Ms. Hershey Wencislao Pablo
3. Know Your Rights by Atty. Mimi Santos
The winners of the Mask Making Contest held last June 27, 2024 during the Pride Congress were also awarded during the forum.

City Fire District to Plaza Pershing
Throughout June, Pride Month not only gives the LGBTQ+ community the opportunity to celebrate, but it also gives them the opportunity to peacefully protest and raise awareness of any of the current issues they face.
As part of showing support and to the goals, including eliminating inequalities and promoting gender equality, the City Government of Zamboanga through the Gender and Development Services of the Office of the City Mayor, in coordination with the Mujer-LGBT Organization and LGBTQ+ Zamboanga Federation will spearheaded the MARCHA DE ORGULLO 2024 the local theme: ORGULLO 2024: โCelebracion de Amor, Amistad y Coloresโ.
The Parade assembled at City Fire District at Mayor Jaldon Street, passing by the Zamboanga City Hall and ended at Plaza Pershing for the program proper. The Program was graced by the presence of the City Mayor and GAD Chairperson, Hon. John Dalipe, City Vice Mayor Pinpin Pareja and Councilor Jihan Edding. Each has showed their support and commitment in their solidarity messages. We were also able to listen to Councilor Lilibeth Macrohon Nuรฑo, in her words of encouragement through a video message.
The activity also recognized individuals from the Senior Citizen Sector and PWD Sector as they share their experience of discrimination and inequality.
As we culminate this beautiful celebration, let us be reminded of Mayor John's message that "Marcha de Orgullo 2024 is not only aย day of celebration, it is also A CALL TO ACTION. We must continue to fight against discrimination and prejudice. We must educate and raise awareness about the challenges faced by the LGBTQ+ community. Each one of us has a role to play in creating a society where everyone is respected and valued. Let us pledge to be allies,ย to support one another, and to speak out against injustice.

The Gender and Development Services of the City Mayor's Office in partnership with Mujer-LGBT Organization held this year's Pride Congress last June 27, 2024 at Grand Astoria Hotel, this city. Participants of the activity are the LGBTQIA+ Organizations organized in the barangays.
This year's congress highlighted the achievements of the members of the community in the industry of Fashion, Design and Make-up Artistry. These distinguished individuals stood as guests in the morning session, sharing their struggles in the industry and how they have overcome it, leaving an inspiration for the participants in their own journey.
The congress also featured the artistic skills of the participants through the Mask Making Contest, sponsored by the Sangguniang Kabataan Zamboanga City Federation, giving them the avenue to unleash their true self represented in their respective masks. Winners of the said contest will be awarded on June 29 at Sangguniang Panlungsod.

The Barangay GAD Advocate Alliance convened for their 1st Semestral Assembly for this year last June 25, 2024 at Grand Astoriaย Hotel, this city.ย
Pursuant to Section 24, Article I of the City Ordinance No. 580 or otherwise known as โThe 2022 Revised Gender and Development Code of Zamboanga Cityโ which provides for the creation of the Barangay Gender and Development Advocate Alliance and conduct of General Assembly to monitor and ensure that the city plans and programs for gender and development are harmonized with the 98 barangays.
This mechanism is put in place to effectively carry out the mandate of the provisions of the law and the goals of gender and development at the barangay level. This initiative is also in consonance with City Ordinance No. 356 otherwise known as โAn Order Creating the Barangay Gender and Development Focal Persons Committee, Prescribing and Defining its Functions and Providing Funds Thereofโ.
The following matters were discussed during the assembly:
a. 2024 Barangay GAD Plans and Budgets Updates
b. Preparation of GAD Plan and Budget 2025 and Accomplishment Report 2023
c. Orientation on the Seal of Good Local Governance for Barangays
d. SAFER Women Project Roll-out
