DECLARATION OF INDEPENDENCE OF THE CONFEDERATION OF SIBERIA

Siberia is the diamond of the world, the great land of liberty, beauty, and wealth - Siberia declares its desire for independence! Siberia is synonymous with liberty - responsible and conscious liberty - and Siberia will be free!

Siberia is its indigenous peoples, the descendants of exiles, descendants of convicts, descendants of settlers, adventurers, and those who fled persecution and repression during the Tsarist, Soviet and current regimes. All these people are united by one great idea - LIBERTY!

Only by being independent will Siberia, its people and nations be able to achieve well-being, a decent standard of living for everyone and respect for human rights for all. If the people and nations of Siberia want to, they can unite in alliances with other nations and states, but this should only happen through free and democratic expression of will.

The main goals that, as citizens of an independent Siberia, its people will be able to achieve are:

1. Full respect for everyone's Human Rights

2. Sovereign, free, creative and responsible use of resources (both natural and human)

3. Equal and open opportunities for all to utilise their creative potential for the benefit of themselves, their families and their state, i.e. an independent Siberia

4. Openness to the world, inviting people from all over the world with ideas and investments, thus increasing the general welfare and peaceful coexistence

According to the Universal Declaration of Human Rights, all human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood. Everyone has the right to life, liberty and security of person.

All the people, all the nations of Siberia are united in a Siberian civil supernation - the Siberian Zemlyachestvo (Commonwealth). We, the nations of the Siberian Zemlyachestvo, do not need the war that the imperial centre has unleashed on the territory of independent Ukraine. This war was also launched at the expense of the minerals produced in the depths of our native Siberia! We, Siberians, do not want the resources of our land to be wasted on war! We, Siberians, want to spend our resources to create, not to destroy and kill. We, Siberians, want our rich and glorious Siberia to bring peace and prosperity to everyone. We want to get rid of the corruption and state banditry with which imperial Moscow has infected our land! We want free elections; we want to learn how to build our own policy, independent from the imperial Moscow, with the progressive countries of the Earth.

Our resources are for peace and for the development of Free Siberia, the Siberian Commonwealth and its nations!

Siberia will always be - FOR YOUR and OUR FREEDOM!

We, the free people of Siberia, who were born here and/or have lived and are living here, but most of all - striving to create an independent and prosperous Siberia, unite in the COMMITTEE OF THE INDEPENDENT CONFEDERATION OF SIBERIA and, based on:

-The aspirations of the nations and people of Siberia for freedom and independence

-Universal Declaration of Human Rights

-The Right of Nations to Self-determination enshrined in the UN Charter

-United Nations Declaration on the Granting of Independence to Colonial Countries and Nations

-United Nations Declaration on the Rights of Indigenous Nations

-Declaration on the Decolonisation of Russia adopted by the Forum of Free Nations of Post-Russia

-Appeal of the Verkhovna Rada of Ukraine to the international community in support of the right of self-determination of the nations of the Russian Federation

-Declaration on State Independence of Siberia, 1918

We accept the responsibility to declare the Committee a working apparatus in the preparation and formation of a free people's government of the Confederation of Siberia. We understand that there is no possibility of a free election for this committee at this time, and we are aware of the risks and dangers that may accompany our decision, and for the sake of the free future of the nations of Siberia we declare:

1. The Siberian Zemlyachestvo and the nations of Siberia, free in essence and spirit, who for centuries fought against conquerors and oppressors, who were enslaved by the Russian Empire, and who are now under the oppression of the illegal state which calls itself the "Russian Federation", as well as all other nations, have the right to self-determination and independence

2. The Siberian Zemlyachestvo and the nations of Siberia have the right to unite in the Confederation of Siberia, which declares itself an association of independent democratic republics

3. Every nation of Siberia has the right to self-determination and independence, both within and outside the Confederation of Siberia, if the nation express such a will

4. The form of state structure of the Confederation of Siberia is a union (confederation) of independent democratic parliamentary republics

5. By „nation“ we mean both the indigenous nations of Siberia and separate regions, if the people of these regions express the will for self-determination and independence

6. We reject in advance any non-democratic form of government, including a presidential republic, and do not agree to sign a treaty accepting such a state into the Confederation of Siberia

7. Any questions of polity, mutual relations within the Confederation of Siberia, as well as relations with states outside the Confederation of Siberia, shall be resolved only by consensus among the subjects of the Confederation of Siberia

8. The sovereign of the Confederation of Siberia is solely that of the nations of Siberia. The sovereignty and authority of both the illegal state calling itself the "Russian Federation" and other states do not apply on the territory of Confederation of Siberia. Accordingly, the laws and any other legal acts of other states do not apply on the territory of Confederation of Siberia, and all organisations, both state and non-state of other states on the territory of Confederation of Siberia are illegal. Only those organisations of other states that operate here at the invitation of the legitimate authorities of the Confederation of Siberia, that adhere to the laws of the Confederation of Siberia and that do not act against the sovereignty and security of the Confederation of Siberia may be legal

We call to join the Confederation of Siberia the regions now called:

Krasnoyarsk Krai

Tyumen Oblast

Yamalo-Nenets Autonomous Okrug

Khanty-Mansi Autonomous Okrug - Ugra

Novosibirsk Oblast

Kemerovo Oblast

Irkutsk Oblast

Altai Krai

Omsk Oblast

Tomsk Oblast

Republic of Khakassia

Republic of Tuva

Republic of Altai. 

All the aforementioned regions have the right to self-determination and to the declaration of independent states. The Confederation of Siberia is open to the signing of treaties for the incorporation into the Confederation of other territories not mentioned above, if the peoples of those territories express their will to do so. Each of the aforementioned regions also has the right not to be part of the Confederation of Siberia, if it expresses such a will.

We, the Committee of the Independent Confederation of Siberia, after democratic elections to the parliaments of the republics of the Confederation of Siberia, will immediately resign and declare that we are no longer active. We appeal to the governments of UN member states to recognise that until then the Committee of the Independent Confederation of Siberia is temporarily the only legitimate representation, acting as a transitional government, of the Confederation of Siberia.

We, the Committee of the Independent Confederation of Siberia, call upon the Siberian Zemlyachestvo and the nations of Siberia:

1. When the opportunity for free elections arises, to express the will for self-determination and independence. We call upon the Siberian Zemlyachestvo and the peoples of Siberia to unite in a democratic Confederation of Siberia. If any nation do not wish to unite in the Confederation of Siberia, we will understand and respect such nation's decision and offer friendly neighbourly relations

2. to establish independent democratic parliamentary republics. We do not accept the form of government "presidential republic", as bitter historical experience has shown that a presidential republic, especially without a long experience of democracy, even if it initially adheres to the principles of democracy, later on almost inevitably devolves into a more or less authoritarian form of government, which for the Confederation of Siberia is totally unacceptable

3. Refuse to obey the laws and demands of the illegal authority of the illegal state which calls itself the "Russian Federation".

We, the Committee of the Independent Confederation of Siberia, recognise international law, the Universal Declaration of Human Rights and other international laws that respect the principles of democracy.

We, the Committee of the Independent Confederation of Siberia, appeal to the nations and governments of the UN member states to recognise the Independent Confederation of Siberia and to support and assist us in realising our aspirations in accordance with the UN Declarations. We also appeal to the entire world community for assistance in our efforts to streamline the currently uncontrolled process of nuclear state disintegration.

We believe in a democratic, peaceful and prosperous near future for Siberia, the Siberian Zemlyachestvo and its people, and we believe that this democracy, peace and prosperity for the Siberian Zemlyachestvo, the nations and people of Siberia will be eternal. But this depends only on the citizens of the Confederation of Siberia, on their desire to defend democracy and their lands.

This Declaration of Independence of the Confederation of Siberia will enter into force as soon as it has been signed by the members of the Committee of the Independent Confederation of Siberia.
