The ads that come first on google search are called absolute top page. And the next 2 top rank pages. That is, if you want to come to the first page, to come to the absolute / top rank page, the quality score of your Google account must be good. Google will show the page that has good quality score first.

CTR is the number of clicks that your ad receives divided by the number of times your ad is shown: clicks ÷ impressions = CTR. 6.Historical performance : Google score will be given to you depending on how you are giving ads in the past, how you are getting clicks and how you are selling. It is a historical performance.
That means the page rank will depend on Quality score and CPC. The one whose CPC and quality score will be higher will be placed on Google Absolute top page.
In other words, to go to the top rank page, the quality score and CPC must be good. So we have to pay attention to quality score and cPc while giving google ads. Those whose quality score and CPc results will be higher will be placed on the absolute top page by Google.
