RM: Basically it goes around the safeguards. It invalidates the safeguards.

IO: ...This has been through the proper channels. This comes from the C.D.A. The [???] weren't pushing for this but by now there's, they've adopted the protocol.

RM: Right. It's these outliers that are the concern.

IO: How would you proceed with bringing them in line?

RM: What I, once there's a list of, you know, callsigns, we can pull the records of their equipment and see who's the furthest behind on this. (U) And I'm willing to bet they're not in service anymore, or licenses have lapsed and so forth. So it's likely only a handful of operators."
