Forest View Special Road District holds monthly public meetings to conduct business of the road district which includes:
maintenance, repairs, and improvements to existing roads and right-of-ways in the district;
submission of bids and maintaining contracts for road maintenance and snow removal;
and managing tax funds for these purposes.
Because the county provided little to no road maintenance & snow removal services to Forest View in the past (before the road district was formed), a road district was formed with the decision to manage our own maintenance.
The existence of the road district takes away any responsibility from the county, and the road district is therefore responsible for all road maintenance and snow removal.
The road district collects a small percentage of additional property taxes for the purpose of maintaining our roads.
This money doesn’t go into the Deschutes County general fund and then get passed on or allocated to the road district. Instead, the tax rate for the road district generates funds that go directly to Forest View.
The tax rate for Forest View was determined when the road district was formed, and can only be adjusted by a vote of district members during elections when the district puts forth a ballot measure, which rarely occurs.

You are a Member of Forest View Road District if you are a resident who owns property within the established boundaries of Forest View Road District. See the map below for road district boundaries.
The powers of a special road district are vested in a district board of commissioners consisting of three commissioners appointed by the county court. Each commissioner shall be an elector of the district.
The three commissioners who serve on the board are volunteers who are members of Forest View Special Road District. Candidates are nominated by other district members and/or the current commissioners, and appointed by Deschutes County officials.
Commissioner positions include a chair, secretary, and treasurer. These three commissioners are the only road district members who make decisions and vote on road district business. Other road district members don't have voting power. Members may attend meetings , make a public comment, or write to the board regarding road district business.
