Services for Independent Living (SIL) is a non-profit Center for Independent Living that promotes independence for persons with disabilities, seniors, and veterans by following the Independent Living Philosophy. We provide five core services: Advocacy, Independent Living Skills, Information & Referral, Peer Support, and Transition.
Our services include: Assistive devices/technology information, demonstration, and technical assistance, a hands-on demonstration center, equipment loans, and ramp installation. Our reutilization program accepts donations of gently used fully functional durable medical equipment.
Educational Sessions offers information on healthy relationships, cooking and nutrition, self-determination, financial literacy, workplace readiness, fraud and scams, emergency preparedness, setting boundaries, and disability awareness training
Personal Care Services include Consumer-Directed Service: the consumer chooses, hires, and directs their attendant, In-Home Service: the attendant is employed by SIL but the consumer directs their activities. Applications for aides and attendants are continuously accepted.
Youth Transition Services Help youth ages 13 to 32 transition into adulthood. Strengths-based services are provided in individualized and group settings. Aging in Place assists income eligible individuals age 55+ to remain active in the community, reduce isolation, and maximize their independence. Case management, food pantry delivery, friendly visiting, grocery shopping, property tax credit filing (circuit breaker), snow shoveling, and yard maintenance.
Transportation SIL provides door-to-door service Monday through Friday 8 AM to 4:30 PM for a small fee. Rides are scheduled on a first-come, first-serve basis. An intake process must be completed prior to receiving a ride, but can be initiated over the phone. Call 573-874-1646 to request a ride!

If you live or work in Boone County and are in need of food assistance, you are welcome to visit Central Pantry. Our intake process is entirely self-declared, so no paperwork is required, just bring yourself to enroll at Central Pantry. Everyone in your household does not need to be present during the initial intake. A form of ID helps intake move quicker and the names and birthdates of other households written on a piece of paper help, but none are necessary. Central Pantry respects your privacy and personal information will never be sold or shared.
Senior Boxes- If you are age 60 and older and have limited income, then the Commodity Supplemental Food Program (CSFP), also known as Senior Boxes, may be for you. Central Pantry is piloting a delivery program with the help of DoorDash. Neighbors age 60+ who live within a 10-mile radius of Central Pantry may be eligible to get food delivered to their door through the program.
The program provides deliveries to the first 50 eligible neighbors who call to schedule the service each month. To schedule: Call (573) 874-7848 between 10 a.m.-2 p.m. on the Tuesday or Wednesday of the delivery week. Slots are first come, first served

Items are pre-selected and include a Mixed Produce Box and perishable and non-perishable items with quantities based on household size.
Neighbors must be present to accept the delivery, so we can make sure no perishable foods go to waste.
Central Pantry is accepting new neighbors through this delivery process, so even if you’ve never visited, feel free to complete intake over the phone and schedule a delivery.

VIP Veteran Packs
VIP Veteran Packs are available to veterans or people who have served in the military. To receive a VIP Veteran Pack, a form of documentation must be shown as proof of service such as a VA ID card, or discharge papers. Veteran status will be documented in Central Pantry’s intake system. Proof of veteran status will not be required to be verified again. Boxes are available on a first-come, first-served basis starting on the 5th* of every month. These boxes are built by The Food Bank. The variety and quantity of the box contents will vary from month to month. The VIP Veteran Pack may be picked up separately from a visit/shop within Central Pantry.
A proxy may pick up the VIP Veteran pack on behalf of a friend, family member, or neighbor. Central Pantry staff and volunteers will document the proxy’s full name in the description of the assistance documented that day. *The availability of the boxes starting on the 5 th of every month may vary depending on the day of the week the 5th of the month lands. Central Pantry may be closed on the 5th and we may not have received the shipment of VIP Packs by the 5th to begin distribution.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs. Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers.
Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh Start can also accommodate Home Plans for those being released by the Dept. of Corrections.

In2Action is a Missouri Department of Mental Health certified outpatient treatment program. We offer recovery support services in a transitional housing setting for those who are justice-involved. We are also faith-based which affords residents the opportunity to develop their relationship with God.
Transitional Housing - in2Action residents are provided not just a house but a home. Safe, affordable, and drug-free housing is considered an important predictor for success among the released offender population. In addition, in2Action provides a living environment that more closely resembles a home than a house or transitional housing program. Residents share a bedroom with one other person, cook and clean for themselves, and have access to phone, cable, and internet.

DMH only accepts RAP applications from behavioral health support service agencies. Applications coming directly from persons needing the assistance cannot be processed, and we do not send applications directly to persons needing assistance.
RAP one-time assistance (OTA) is provided to (1) prevent eviction and re-establish housing stability; and/or (2) assist households to move into safe and affordable rental housing. This assistance is intended to help households who have adequate resources to rent on their own once they have been assisted. Therefore, assisted households must, in practice, have stable income where rent and utilities do not exceed 50% of their income, and/or a permanent housing voucher such as a Section 8 Housing Choice Voucher.

Harambee House Residential Care Facility- a 15-bed facility licensed by the Missouri Department of Mental Health and the Missouri Department of Health and Senior Services located at 703 North Eighth Street; Columbia, MO. Rooms are single-occupancy.
Harambee House residents are provided with room, board, routine care, twenty-four hour per day staff supervision, and full Community Psychiatric Rehabilitation Program services.
McKee Street Apartments- a 12 apartment facility located at 1517 McKee Street, Columbia, MO. The residents lease their own apartments and have twenty-four hour per day staff supervision and full Community Psychiatric Rehabilitation Program services.
The programmatic goals of the facilities include the following: assisting the resident to become more functionally independent, teaching daily living skills, shaping more appropriate behaviors, improving interpersonal relationships, stabilizing psychiatric symptoms and utilizing community resources. Aging in Place assists income eligible individuals age 55+ to remain active in the community, reduce isolation, and maximize their independence. Transportation SIL provides door-to-door service Monday through Friday 8 AM to 4:30 PM for a small fee. Rides are scheduled on a first-come, first-serve basis. An intake process must be completed prior to receiving a ride, but can be initiated over the phone. Call 573-874-1646 to request a ride!

We are also faith-based which affords residents the opportunity to develop their relationship with God.
Transitional Housing - in2Action residents are provided not just a house but a home. Safe, affordable, and drug-free housing is considered an important predictor for success among the released offender population. In addition, in2Action provides a living environment that more closely resembles a home than a house or transitional housing program. Residents share a bedroom with one other person, cook and clean for themselves, and have access to phone, cable, and internet.

Re-Entry Opportunity Center - The ROC

The ROC is a one-stop-shop for people recently released from jail or prison, and those under supervision in the criminal justice system. The ROC is modeled in part after Recovery Community Centers we see elsewhere in the state. When fully operational the ROC will have video games, a basketball net, couches, coffee snacks, and a TV. It will be a safe place that people wanting to do the right thing can hang out with others wanting to do the right thing.
The ROC will additionally provide meaningful and tangible resources and supports that can address the immediate basic and criminogenic needs of those we serve. Governmental and non-governmental agencies will truly collaborate and partner in an ongoing process of both identifying and meeting these needs. The ROC will serve as a central location where the people we serve can receive everything for STD testing, to bus passes, to job readiness training. All the services in Columbia that can reduce the likelihood people will reoffend and return to prison can now be found in one place.
Please note, The ROC will be staffed mostly, if not exclusively by Certified Peer Specialists. These are people with “lived experience”, those who have been there and done that, and who have completed a Department of Mental Health training to learn how to use their experience to help others. People receiving services at The ROC will be greeted by someone who has walked a mile in their shoes.

Students at the University of Missouri School of Law Veterans Clinic help veterans and their families secure disability benefits. Student work is done at the Regional Office and the Board of Veterans’ Appeals levels, as well as before the Court of Appeals for Veterans’ Claims. Students are supervised by an experienced attorney at each step and have the opportunity to work in a law firm atmosphere within the law school serving real client needs.
Under this program, the Clinic is partnering with the University of Missouri Extension to have students and supervising attorneys visit extension offices throughout the State to educate veterans about available resources, as well as to assist them with disability claims and appeals and discharge upgrades. Clinic personnel will also train attorneys on veterans’ law to increase the number of attorneys qualified to help veterans in Missouri’s rural areas.

Sober living is a type of group housing. All tenants are involved in substance abuse recovery programs. Tenants are provided an alcohol, drug, and violence-free environment to aid in their path to restoration. All properties are located on bus routes and with-in walking/biking distance from downtown district, treatment centers, business districts, 12-step meetings, employment placement agencies, and social service centers.
Bedrooms include bed, dresser, WiFi, TV with cable, desk and chair, nightstand, bed linens, bath towels and a box fan. Fresh Start can also accommodate Home Plans for those being released by the Dept. of Corrections.

New Horizons owns and operates the following Residential Facilities in Boone County:
Harambee House Residential Care Facility- a 15-bed facility licensed by the Missouri Department of Mental Health and the Missouri Department of Health and Senior Services located at 703 North Eighth Street; Columbia, MO. Rooms are single-occupancy.
Harambee House residents are provided with room, board, routine care, twenty-four hour per day staff supervision, and full Community Psychiatric Rehabilitation Program services.
McKee Street Apartments- a 12 apartment facility located at 1517 McKee Street, Columbia, MO. The residents lease their own apartments and have twenty-four hour per day staff supervision and full Community Psychiatric Rehabilitation Program services.
The programmatic goals of the facilities include the following: assisting the resident to become more functionally independent, teaching daily living skills, shaping more appropriate behaviors, improving interpersonal relationships, stabilizing psychiatric symptoms and utilizing community resources. When residents have developed the skills necessary to live more independently, New Horizons assists them in moving to a new environment.
Lois Bryant Women’s House
The Lois Bryant House opens the same hours as the St. Francis House and offers all of the same services except a meal. We care for 3 long-term guests at a time and keep one couch open for emergencies as it is common for women to need to escape abusive or dangerous situations.
When women experience homelessness, they face additional traumas and danger men do not. So to make this house a safe space for women, no male guests are allowed on the property.

A warm and safe place to sleep during the winter months. Room At The Inn is a winter warming shelter operated as a collaboration between the local congregations of Columbia. We are a dedicated group of volunteers who care deeply for the people in this community, especially those in need. When the cold winter months come, the various partner congregations come together and ensure that the local homeless population has a warm, safe, and comfortable place to stay. The On-Site Managers are responsible for overseeing evening and overnight operations at the host site including supervision of both guests and volunteer staff.

Harbor House programs help residents cultivate vital life skills through life skills classes for a successful and stable position in society.

Non-Emergency Medical Transportation, or NEMT, can be used when you do not have a way to get to your healthcare appointment without charge. We may use public transportation or bus tokens, vans, taxi, or even an ambulance, if necessary to get you to your healthcare appointment. Home State will give you a ride that meets your needs. You do not get to choose what kind of car or van or the company that will give you the ride. You may be able to get help with gas costs if you have a friend or a neighbor who can take you. This must be approved before your appointment.
Who can get NEMT services? You must be on MO HealthNet or MO HealthNet Managed Care on the day of your appointment. People in a MO HealthNet Managed Care Health Plan get their NEMT services from the health plan. Some people on MO HealthNet or MO HealthNet Managed Care do not get NEMT services as part of their benefits. The NEMT program will let you know if your benefits do not cover NEMT.
Children who are under age 17 must have an adult ride with them.
We will only pay for one child and one parent/guardian and/or an attendant if your child is under age 21 and needs to be away from home overnight or needs someone to be with him/her. We will not pay for other children or adults.

Services for Independent Living (SIL) is a non-profit Center for Independent Living that promotes independence for persons with disabilities, seniors, and veterans by following the Independent Living Philosophy. We provide five core services: Advocacy, Independent Living Skills, Information & Referral, Peer Support, and Transition.
Our services include: Assistive devices/technology information, demonstration, and technical assistance, a hands-on demonstration center, equipment loans, and ramp installation. Our reutilization program accepts donations of gently used fully functional durable medical equipment.
Educational Sessions offers information on healthy relationships, cooking and nutrition, self-determination, financial literacy, workplace readiness, fraud and scams, emergency preparedness, setting boundaries, and disability awareness training
Personal Care Services include Consumer-Directed Service: the consumer chooses, hires, and directs their attendant, In-Home Service: the attendant is employed by SIL but the consumer directs their activities. Applications for aides and attendants are continuously accepted.
Youth Transition Services Help youth ages 13 to 32 transition into adulthood. Strengths-based services are provided in individualized and group settings. Peer support groups, self-advocacy training, mentor training, pre-employment services, social skill building, interactive activities, summer seminars
Aging in Place assists income eligible individuals age 55+ to remain active in the community, reduce isolation, and maximize their independence. Case management, food pantry delivery, friendly visiting, grocery shopping, property tax credit filing (circuit breaker), snow shoveling, and yard maintenance.
Transportation SIL provides door-to-door service Monday through Friday 8 AM to 4:30 PM for a small fee. Rides are scheduled on a first-come, first-serve basis. An intake process must be completed prior to receiving a ride, but can be initiated over the phone. Call 573-874-1646 to request a ride!

Students at the University of Missouri School of Law Veterans Clinic help veterans and their families secure disability benefits. Student work is done at the Regional Office and the Board of Veterans’ Appeals levels, as well as before the Court of Appeals for Veterans’ Claims. Students are supervised by an experienced attorney at each step and have the opportunity to work in a law firm atmosphere within the law school serving real client needs.
Under this program, the Clinic is partnering with the University of Missouri Extension to have students and supervising attorneys visit extension offices throughout the State to educate veterans about available resources, as well as to assist them with disability claims and appeals and discharge upgrades. Clinic personnel will also train attorneys on veterans’ law to increase the number of attorneys qualified to help veterans in Missouri’s rural areas.
