Constant relapses and close calls with death had our family so disheartened as to wondering if our daughter would ever recover. Until we found 1st Step. Not only is she thriving now, but our entire family was educated on the whole disease process of addiction and how important it is to give the right kind of support.

For years, Congress had attempted to pass criminal justice reform legislation, such as the Sentencing Reform and Corrections Act (SRCA) introduced in 2015 by Senators Chuck Grassley (R-Iowa) and Dick Durbin (D-Ill.). But the SRCA failed to pass in 2016 despite overwhelming bipartisan support, thanks to opposition from Sen. Tom Cotton (R-Ark.) and then-Senator Jeff Sessions (R-Ala.).

The FIRST STEP Act initially stalled in the Senate amid opposition from a right-wing minority faction led again by Cotton. And, critically, time was running out in the legislative session, making Republican leaders balk at spending precious floor time on the bill. But another series of compromises quieted opposition from Sen. Ted Cruz (R-Texas) and garnered support for the bill from Sen. John Cornyn (R-Texas), the majority whip, clearing the path for an easy floor vote. After that change and continued pressure from Trump, Grassley, the Koch Brothers, and constituents in Kentucky, Senate Majority Leader Mitch McConnell announced in mid-December that he would bring up the bill for a vote before the end of the year, during the lame-duck Congress.

Longtime opponents of reform like Cotton still had a chance to block the bill: They could run out the clock. But a series of procedural shortcuts allowed McConnell to bring the bill to the floor by essentially slotting the text of the bill into another piece of legislation that was already eligible for Senate consideration. And so another hurdle was cleared.

The FIRST STEP Act is consequential because it includes provisions for meaningful sentencing reform, which would reduce the number and amount of people in prison and is part of the starting point of any serious legislation for criminal justice reform. Sentencing laws played a central role in the rise of mass incarceration in recent decades. The federal prison population, in particular, has risen by more than 700 percent since 1980, and federal prison spending has increased by nearly 600 percent. That growth has disproportionally affected Black, Latino, and Native Americans.

Federal mandatory minimum sentences were a catalyst for the recent surge of unnecessarily harsh prison sentences. More than two-thirds of federal prisoners serving a life sentence or a virtual life sentence have been convicted of non-violent crimes.

But research continues to show that long prison sentences are often ineffective. One Brennan Center study found that overly harsh sentences have done little to reduce crime. In fact, in some cases, longer prison stays can actually increase the likelihood of people returning to criminal activity. These sentences disproportionately impact people of color and low-income communities.

Ultimately, the FIRST STEP Act is one step in the right direction for reducing mass incarceration in the United States. It has elevated criminal justice reform as a rare space for bipartisan consensus and cooperation in a fractured national political environment. With an awareness of that consensus, we should push for the bigger next steps that will move us toward ending mass incarceration.

The Office of the State Superintendent of Education (OSSE), Division of Early Learning (DEL), in collaboration with the Division of Postsecondary and Career Education (PCE), successfully launched the First Step Child Development Associate (CDA) credential program in 2016. First Step students earn the nationally recognized CDA while simultaneously completing their high school diploma. The First Step pilot program was implemented in 2016 in response to the increased need for qualified early learning professionals in the District of Columbia. OSSE recognized the CDA credential as an attainable, stackable credential that serves as a gateway to higher education and employment in the field of early childhood education. The program name reflects the truism that attaining a CDA is the best first step that a student can take on the early childhood education career pathway.

To ensure students are well-prepared to work in early childhood education programs, the First Step program provides students with a highly-qualified instructor, school-based support, more than the required 120 classroom hours, funding for all transportation costs for travel to and from practicum sites, and hourly compensation for the summer as they work to complete the 480 practicum hours needed to obtain the CDA credential. While working in DC child development centers, students have the opportunity to experience professional responsibilities, connect classroom concepts with work experience, and receive valuable feedback from instructors, teachers, and administrative staff during their practicum experience.

In addition, CDA students enjoy opportunities to attend early childhood education conferences to learn from experts in the field, and engage in a host of relevant enrichment and training opportunities to further their professional development.

First Step students commit to participation over two school years in order to obtain the CDA credential. OSSE recommends that high school sophomores and juniors participate in the program, allowing sufficient time to complete all coursework, engage in two full summer practicum opportunities, and participate in supplemental work experiences throughout the years.

Come to a short, 30-minute gathering where you will have the opportunity to meet your campus team and learn more about who we are as a church. You will walk away from this gathering with a tangible first step, whether that is getting plugged into a group or one of our serve teams. First Step occurs twice a month at each of our campuses.

Events for orientation will be a full day, on campus, on the date that you select. Each date will include presentations about campus programs and services, advising, and enrollment in your first semester of college coursework at SEMO. You will leave with your Summer and/or Fall 2024 schedule of classes in hand! Full-day attendance is required to enroll.
