Structural Collapse Rescue is one of the most demanding and resource-intensive disciplines in technical rescue. It involves the search, stabilization, and extrication of victims trapped within partially or completely collapsed buildings or structures. These incidents can result from explosions, construction failures, terrorist attacks, vehicle impacts, or natural disasters such as hurricanes and tornadoes.
OCFRD Squad Companies are highly trained and equipped to respond to these dynamic and often chaotic events. Structural Collapse Rescue represents the intersection of engineering, search tactics, heavy rescue operations, and emergency medical care—all under life-threatening conditions.
Structural Collapse
Structural Collapse Rescue is a specialized type of technical rescue focused on locating, accessing, stabilizing and extricating victims trapped in collapsed structures. It is a critical service OCFRD Squad companies provide during disasters such as explosions, terrorist attacks, and severe weather events.
The major components of Structural collapse rescue are searching for victims, shoring and stabilizing structures, breaching and breaking concrete, and providing medical care to victims
Search Operations
Victim location is the first priority. Squad Techs are trained in multiple methods to locate victims trapped in debris:
Visual and audible hailing (mark and move)
Fiber optic and thermal imaging cameras
Search canines (when available through TF-4)
Acoustic/seismic listening devices
Breach point soundings and recon holes
Search operations are coordinated using standardized FEMA marking systems to ensure accountability and avoid duplication of efforts.
NFPA 1670
All OCFRD squad techs meet NFPA 1670 (standard for operations and training for technical search and rescue) and use the FEMA nationally standardized curriculum. OCFRD Squad techs thrive in Structural collapse rescue because of its overlap with the other disciples of confined space, trench, and rope rescue.
Medical Care in Collapse Enviroments
Structural collapse victims often suffer from:
Crush injuries
Compartment syndrome
Prolonged extrication trauma
Hypovolemia and entrapment shock
OCFRD Squad Techs are also paramedics trained in austere rescue medicine, including:
Field tourniquets and hemorrhage control
Analgesia administration in confined spaces
Monitoring for crush syndrome and hyperkalemia
IV/IO access and sodium bicarbonate administration (when indicated)
Some members also train with Florida Task Force 4’s medical specialists in extended care scenarios.
Bringing Out the Big Guns
OCFRD’s Ops 13 and the Technical Rescue Trailer will respond to support our Squad companies during a structural collapse event. To support collapse operations, OCFRD deploys:
OPS 13: A staffed tractor capable of transporting specialized rescue trailers
Technical Rescue Trailer: Equipped with lumber, saws, pneumatic tools, heavy shoring materials, cribbing, torches, and lighting
This mobile cache enhances Squad capabilities and allows for extended operations and resource rotation during complex rescues.
Merging Experience with Skill
Many OCFRD Squad Techs are dual members of Florida Task Force 4 (FL-TF4), a FEMA Urban Search & Rescue team. Notable deployments include:
