Transfers and Rollover: Two Margins of Flexibility
When unused budgets expire, units may spend resources on low-value projects while valuable opportunities elsewhere remain underfunded. A laboratory experiment complemented by a survey and descriptive evidence from three Swiss cantons studies whether voluntary transfers across units can reduce this misallocation and complement rollover rathen than just imperfectly substitute.
