Felipe Livert Aquino is a Senior Scientist at the Department of Geography and Regional Studies, University of Vienna (Austria). He holds a PhD in Development Studies (University of the Basque Country, Spain), an MPA from the London School of Economics (UK), a Master in Applied Economics (ILADES/Georgetown University, USA), and a degree in Geography (Universidad de Playa Ancha, Chile).
His academic career has developed across four countries. Following his PhD, he held postdoctoral positions at the European University Institute (Florence, Italy) and the Politecnico di Milano (Italy), before taking up his current position in Vienna. He has also served as Assistant Professor at Universidad Alberto Hurtado (Chile) and Executive Secretary at the Ministry of Public Works of Chile.
With over 18 years of experience spanning academic research, international consultancy, and public policy, his work sits at the intersection of impact evaluation, local development, and political economy in Latin America and Europe. He is certified by J-PALÂ in experimental and quasi-experimental methods and actively teaches impact evaluation at the University of Vienna and Universidad Alberto Hurtado (Chile).
His research examines spatial inequality, electoral accountability, distributive politics, and the effects of climate-related shocks on local governments and labour markets. Recent work has been published in World Development, Regional Studies, Electoral Studies, Cambridge Journal of Regions, Economy and Society, and Applied Economics Letters, with research output from institutions in Chile, Italy, and Austria.
He has served as consultant for UN-ECLAC, the International Labour Organization (ILO), the Open Contracting Partnership (OCP), and GIZ, working across Chile, Peru, Colombia, Mexico, Ecuador, and the Dominican Republic on issues of labour markets, housing, infrastructure, and local governance.
