Gentlemen:
This is in relation to the issuance of manually processed and issued BIR Form No. 1918 [Authority to Release Imported Goods (ATRIG)] covering your importation of Sweetened Beverage Products which are manually forwarded to the Bureau of Customs for your payment of the corresponding duties and taxes.
Please be informed that as of date, this Office is experiencing shortage of said BIR Form No. 1918 (ATRIG) due to unavailability of designated approving officers at the National Printing Office. To remedy the situation, a workaround procedure is being undertaken and the Bureau of Customs has approved the use the Other Special Law and International Agreement (OSLA) field of the Philippine National Single Window (PNSW) system which has become idle due to non-applicants, to be used for application for ATRIGs covering imported Sweetened Beverage products. This is to be used for the meantime until further notice of any development.
In view thereof, beginning September 15, 2022, all application for ATRIG covering importations of Sweetened Beverage products shall be lodged via the PNSW (https://nsw.gov.ph) using the OSLA field. The same documentary requirements as required in previous manual applications, like Notarized Application, Bill of Lading, Commercial Invoice, Packing List, SAD/IEIRD, Commercial Label and FDA Certification on Codes Classification (for exempted products, shall all be uploaded in the said system. The printed hard copy of the ATRIG application shall be duly notarized and together with all the aforementioned documentary requirements, be submitted to the Excise LT Regulatory Division (ELTRD, room 102, BIR National Office Bldg., Diliman Quezon City, for evaluation, processing and issuance of an electronic copy of the ATRIG and automatic transmission thereof to the BOC. It is informed that the electronic copy of the issued ATRIG can be accessed through the system by your authorized user only.
