For Town Moderator, 1 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I have over 45 years experience moderating meetings and serving as a parliamentarian. I try to attend as many Select Board and School Board meetings as I can so that I know what is actually going on and how it may affect the Town/School meetings.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
Although I have moderated some rather heated Town/School Meetings, I think I have managed to keep most participants respectful of each other. I try to attend the annual Town Meeting Tuneup, sponsored by the Vermont League of Cities and Towns, to update my knowledge and skills. It is important that any Moderator have this knowledge and these skills and I don't see anyone else in Fairfax willing to take the time to learn them so I am running again.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I have done a lot of school, church and community volunteer work.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
Patience.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
To assure that every registered voter who attends the Town/School Meeting has an opportunity to speak if they so wish, as long as they abide by the rules of the meeting, and that they be treated with respect by the rest of the attendees.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
The Moderator doesn't really do this although I post reminders on Front Page Forum about the Town/School meeting.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I am very comfortable with being moderator. Roberts Rules of Order and knowing Vermont Statutes that might affect what goes on in the meeting, are important to me.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
The Moderator must remain impartial at all times while running the meetings.
Other information: What else would you like Fairfax voters to know about you?
Although I have lived in Fairfax only 12 years, my great-great-great grandmother grew up in Fairfax in the early 1800's.
For Delinquent Tax Collector
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
Hello citizens and taxpayers of Fairfax. I have been serving our town as Delinquent Tax Collector for 38 years. I was approached in 1985 to run for this position as we were six years delinquent at the time. Within the first year I brought all delinquencies 99% current. My record has remained as such every year since.
For those who do not know me, I was born and bought up in Fairfax and have lived here all but one year of my life. I am a graduate of BFA Fairfax class of 1974 and got married to my best friend that fall Jeff Blake.
I started my banking experience in Anchorage, AK. I continued in banking upon returning to Fairfax in 1975 to 1982. I gained experience in loan operations and collections. I was responsible for reconciliation of the bank loan portfolio. I was promoted to the Office of Assistant Treasurer of the bank in 1981. In 1982 I left banking to become a full time mom and work daily with my husband & son on our fourth generation farm. Jumping ahead to the present our son Josh, his wife Erin & 5 children operate the Blake Family Dairy. Some of you might have stopped at the Dairy Stop where their milk is sold along with other products.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
Through out the past 38 years I have been able to help a lot of people with whatever assistance I can to help the delinquent taxpayer overcome what seems to be an impossible situation to them. I feel that the delinquent taxpayer is not delinquent by choice , but by the uncontrollable circumstances that have happened in their lives. Any one of us could be a victim. I do this while accomplishing the difficult task of collecting past due taxes. I make myself available 24/7. I have created many friendships throughout the years! I do this job because I truly enjoy working with the people!
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
I believe my honesty, fairness, firmness, compassion and understanding are my character traits that I am known for. Sometimes it is not well received but for the most part is. I have and always will treat everyone equally. As hard as it is at times I never waver from one person to the next . Everyone has a reason for why but I never put one reason above the other.
One of my past endorsements said : "My husband and I would like to take the time to give Johanna a big, big thanks for sticking by us through the tough times and showing us that sticking to things really works. Johanna, if it weren’t for you we don’t know where we would be at. Thanks for your help and time. Johanna there’s no one that could do this job like you have. Thanks again."
It is a response like this that keeps me wanting to continue to dedicate my time in this position!
Other information: What else would you like Fairfax voters to know about you?
I am asking you the voters to consider my experience and record as Delinquent Tax Collector and would appreciate your continued support. Thank you very much!

For Selectperson, 3 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I am 37 years old, and have lived in Fairfax since August of 2016. My move here in 2016 stemmed from my friends and family in the town saying how great it was and all the town had to offer. Since then I met my wife and have two young children ages 2.5 and 9 months, they are my world. I enjoy being outside whether that is in the woods, on a body of water, or simply in the yard with the family. I work for the Burlington Fire Department, in my 17th year, and hold the position of Lieutenant.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I have not held any elected office positions before, however I have been on committees/boards dealing with purchasing fire trucks and equipment, negotiating contracts, and organizing large events to raise funds for sick or in need individuals. I am interested in running for this position of Select-board because the town needs a change. I feel we cannot continue on the path forward from what the last few years have been, there has been to much over spending and turmoil amongst people of the town, both residences and employees. We have a divide we shouldn't have in such a small close knit community. Our biggest issues are affordability and sustainability. We have had budgetary issues with overspending, employee issues with recruitment and retention, personnel satisfaction, maintenance of roads and utilities, etc. Those are just a few that seem to be the hot topics for discussion. We need to get back on track to sustain moving forward.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I would not classify them as other skills however more of what I am about. I will talk to anyone and listen to them. Day in and day out at my employment being the crew leader, I deal with the public and be the problem solver for them. Some are critical and some are not, I always deliver a result with the best interest of the people being dealt with. I pride myself on getting results and standing up for what is right. I will be the voice of reason or advocate for the towns people and provide pushback/questioning; something that doesn’t happen now with our current board. I am not afraid to ask the hard questions.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
Personal values that will help me along the way in this new role are honesty, transparency, integrity. I hold myself to a high standard to do what’s right. The board must do a better job being transparent and holding people accountable; this includes everyone from the top down. After all, the board works for the people of the town.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
I would say first and foremost making sure the budget each year is fair, balanced, and adhered to so we don’t have overspending like in years past. We have a big issue in the town with affordability, just as I heard from many of you last year when I ran. We must keep things in check. Secondly, I want to make sure our town employees have the support and equipment they need to get the job done, whatever that job may be. Supporting the folks who do the daily grind day in and day out fosters a positive and more productive workforce, something I have seen first hand in my career. I have always said and am a firm believer, leadership starts at the top and a good leader will have a trickle down effect to the men and women of the workforce. Other things to focus on throughout my term would be our contracted services and purchasing policies, i.e. public safety services, trash or solid waste district services etc. Even though some of these were just revisited there's always room for improvement.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
If elected I will utilize platforms necessary to share or transmit information. There are many ways to get information out to the public; to name a few social media, front porch forum, newsletters. For the folks that do not have access to said platforms hopefully they will be able to attend meetings to be informed. If elected I will provide my contact information. Folks should be able to contact their elected officials to express concerns/frustrations, questions, or ideas; after all elected officials work for the people.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I feel comfortable enough to run for the position, are there things I will need to learn along the way, absolutely just like any new endeavor someone takes. I may not have answers to everything, however will take whatever avenue needed to find the answer. Any area I am not familiar with will take a little time to adjust to. I am open to listening and learning the areas of the position I am not familiar with. If elected hopefully some of the tenured board members and employees can provide some light and education on items. If elected or even before the elections I would like to hear what some of our long standing community members have to say. I am always open to learning and bettering a situation, sometimes it may not always be a favorite stance to take. With this said we can't forget what our tenured town folks have built before us.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
I would say we in Fairfax are not alone with the trend of affordability. It is getting very expensive both locally and on the state level to just meet the basic needs of daily living. Peoples paychecks are not increasing at the alarming rate inflation is. With the state wanting to increase property taxes across the board I feel we as a town need to talk with our legislators and have them oppose the idea. We can’t keep taxing the citizens, this will have a direct impact with our town. I heard from many of you last time that you are already having a difficult time meeting your payments, we in the town must do everything we can to keep our cost as low as possible.
Other information: What else would you like Fairfax voters to know about you?
I want to see Fairfax move forward but stay the small town tight knit community it was when I moved here. With that said we need to move forward with items to be able to sustain what we have and what we will get in the future. My hope is with some new forward thinking, a fresh perspective on the board, the board can get back to focusing on keeping this town a place we all want to be.
I could go on and on, however you have already read enough from the answers above. Please reach out to me if you would like to talk, I am open to discussion and would love to hear from you the people to answer any questions you may have.

Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I'm an athletic trainer and professor of public health at the University of Vermont. I am a coach and have volunteered countless hours engaging with our community's children in youth and high school athletic programs. I've lived in Fairfax most of my adult life. It's the place where my wife Christy and I chose to start our family. Fairfax has provided us with a supportive community full of friends we consider family. I grew up in a small town where my family instilled the value of community service. It's been my pleasure to serve this community in many ways over the decades. I'm hopeful to continue to serve as I run for re-election for the Town of Fairfax Select Board.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I'm very proud that as serving as Select Board Chairperson this past year, we delivered the first balanced budget since I've been on the board. We have made strategic investments in our people and departments, many of which also include cost savings. For example, I worked with the employees and the town manager to create a benefits package which allowed us to increase benefits such as life and disability insurances while also saving the town money. We have created reserve funds for capital purchases as well. This allows us to basically have a savings account to draw from when we need something such as a fire engine, rather than going to the taxpayers for a bond and incurring the additional costs of borrowing that money. We have revamped town policies to be consistent with best practices in ways that better support the town and it's employees while also putting the town at less risk. We have had retirements that have allowed us to rethink the structure of the organization and have diligently positioned our employees to have better work-life balance and thrive. I've learned so much about the way municipalities function and through these experiences, I also realize I can continue to learn, apply what I've learned, and in turn serve my community better. At the end of the day, that is all I want to do and would love the opportunity to continue doing it with the amazing team we have.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I have held many leadership positions at the University of Vermont and navigating the very challenging political climate of a university has prepared me very well for public service. I serve on local youth athletic boards for basketball and lacrosse and have coached those sports at the youth and high school level for over 20 years. With my 3 years on the select board, this last year being voted in as chairperson by the other board members, I feel I have demonstrated the kind of thoughtful leadership this town needs.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
I am a great listener. I always try to understand issues from as many perspectives as possible. I ask questions before forming an opinion, knowing that informed decisions are always best. We have 2 ears and 1 mouth for a reason. I'm not afraid to make difficult decisions, even when they might be unpopular. I'm honest, even if the truth hurts. I trust others to do their job and have found that giving people that freedom allows them to do their best work.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
I would like to finish what we've started with the American Rescue Plan Act (ARPA) monies. We have followed through on bringing our technology into the 21st century with digitized documents, a new website, online fee payment, and a safer network. We have located additional water sources to ensure we have adequate water resources for the potential growth of our town. We need to complete that project in the coming year. Garland Park is such an amazing gift to the community. I'd like to see continued development and increased use of that beautiful space. With the restructuring that has occurred, I'd like to also be around to continue to assess what is working and what could be better for our employees. They are the backbone of this town and it has been an honor to work with them.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
Our new website is a great tool to share information. Within the site, our newsletter and alert systems have proved to be invaluable to get info out to townspeople. Our Town Manager shares feedback from residents that the office receives. People also feel comfortable reaching out to me directly. Regarding representing all residents, much of my professional work is in the area of inclusion. All voices are valued, even when I might disagree with someone. That is why I like the open meeting rules of VT. People have the right to come to any meeting and share in public comment. Our job as a Select Board is to respectfully listen and I have demonstrated that as a Select Board member and chairperson.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I am extremely comfortable in the role of Select Board member and chairperson. It can be very challenging but also very rewarding. Although I feel prepared to take on whatever comes our way, I am always eager to learn.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
I have seen the divisive nature of our national politics seep down into our beloved state and local communities. It saddens me to see people within our own town be so at odds with each other when, in fact, we have way more in common than we don't. I will continue to seek common ground amongst us and common goals to work together on. Fairfax can keep its rural identity while also carefully planning for the future. Let's do that together...

Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I want to represent our community and to help make a difference in it. I believe the best way to do that is to listen to community members wants, needs, their opinions and to do what those in this community feel is needed. I do have my own thoughts and opinions, and they are centralized around helping this town and those that live, work and go to school here to thrive. I will always promise if elected, that you are the voters who elected me and therefore it is your thoughts, wants and needs that matter just as much if not more than my own.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
This is my first time running for an elected position. I have been a Office Manager, Phlebotomist and I currently work in accounting. I understand the business aspects of that come with running a community but I also understand that in order for a community to thrive it needs to be a place where people can thrive and be proud to live. A place where the people that live there feel herd, valued and that those who help facilitate the town's need's have their best interests at heart, for without them there is no town, there is no community and there is no one to help build a better tomorrow for.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I am an open minded person who is willing to listen. I am willing to make compromises, negotiate, and work hard for what people believe is important in this community. Most of all I am willing to listen to what the people of this town feel is needed, what they want for their community and I am willing to do everything in my abilities to help their wants and needs become reality.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
I am that person you can always count on to listen. I am the one people know is always willing to help to the best of my abilities. I strive to be a good person but I also know that I am not perfect. I am willing to admit when I am wrong, and I believe that this is a trait not many possess for it means be willing to admit imperfection, but mostly because I believe people think they are admitting weakness when they admit when they are wrong but I believe it is the opposite. I believe in honesty, transparency, doing the right thing even when it is the hardest thing to do, and always trying to be better than I was yesterday.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
My priority would be to listen to what the residents of Fairfax want, what they feel they need and to try to put that into action. My priority would be to help this town be the best that it can be. Our world is not an easy one, it has changed and life has what sometimes feel to be insurmountable challenges, but I am a solutions person. I think the only problem that cannot be solved is the one that you do not even attempt to try. I am one person but my priority above all else is to help this town and the people who live, work and go to school here. We should all be able to feel proud to be a part of this community.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
I would share information through different sources as we have a variety of ages in this town and I know not everyone prefers social media and modern day information needs. This being the case I think it would be important to utilize the newsletter that is currently offered but offer to mail it to those who do not have internet. I still would like to utilize social media to share information. I would also like to set up a email for myself if elected that is just for this position and those that wish to reach out and share their thoughts or concerns. If someone prefers to talk, I am open to that as well.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I am very comfortable with the roles and responsibility of the position. I believe that knowledge is power and I do a lot of research and information gathering in order to be able to make informed decisions. I believe with the town it is best to look into all facets of its operation and see what the constituents and the people who currently fill roles in those areas feel is important and needed. I believe there is always opportunity for growth and to learn. I am well equipped to handle various circumstances. I worked in ecommerce, sales and solutions as well as customer service for The Walt Disney Co., and this gave me experience in stressful situations, delegation, handling sensitive information, and working well with those in other roles to solve the needs of those we took care of.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
With a presidential election approaching we see many political campaign ads everywhere. It often, if not always, involves the candidate tearing down their opponents, blaming others for what is wrong, and they make promises to do A, B or C if elected. I find this so very disheartening. I do not want to hear them attack or belittle someone else just to make themselves look better, this does the opposite in my opinion. You can be an effective elected official without the mud slinging. I also feel that blaming other elected officials for what they believe is wrong in our world is pointless too. I also know how our government works, it's fundamentals at least, and because of this I know, that you cannot make promises that you will lower taxes, you will take away certain debts, or the like because our government is not set up that way. We are not a dictatorship, we are a system of checks and balances. I would want a candidate who is going to listen, who asks their constituents what they want, what they need because they are the people you are asking to represent, and they matter.

Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
My name is Tim Germaine. I have been a Fairfax resident along with my wife, Carrie, for the past several years when I took a position with the Fairfax Highway Department 9 years ago, but have since left the position in May 2023. We have two grown adult son's along with their beautiful wives, 2 grandchildren, and our spoiled adopted dog, Cole. Integrity, transparency, and hard work has brought me trust and respect within the Fairfax community, and surrounding towns. Your concerns will not fall on deaf ears and will not go unanswered. I'm here for you and what you bring to the table.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I have not held an elected position in the past.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
The years I had worked for Fairfax town in the capacity of road foremen, tree warden, on the Northwest Regional Planning Commission, cemetery committee along with the relationships I have built gives me a wealth of knowledge, comprehension of the working methods, protocols, most importantly the connection to the community.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
Character traits that I'm known is thinking of new ways to approach things, embracing challenges, finishing projects once started, treating people with respect, teamwork and transparency. Some personal values I have are family, generosity, respect, accountability, dependability, improvement and achievement.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
Some of my focus will be around the capital plan, infrastructure and the needs of the community. A few things I would like to change in the role is the lack of transparency not only between the Selectboard and the community but also with the Town Manager and Selectboard. This is needed in making informed decisions, enables open communication and feedback. It brings together a well netted community. I'm uncertain what I would keep the same within the role at this time. I would need to be voted in and understand the internal workings to make a informed comment.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
If elected, I would like to hear from the residents on how they would like information shared and feedback received. There are many mechanisms in place today and I'm sure we can do better. To approach the position in a way that represents all of Fairfax requires collaboration, interaction, and engagement.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I have some knowledge of the roles and responsibilities of the position. I bring valued experience to the table and I'm opened to learning all facets of the role and the roles of my peers. My approach to learn new elements of the role is to review tools at my disposal, request and study resources, ask questions and ask more questions, listen and take notes.

Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I am Owen Dale Senesac. I am 22 years old and have lived in Fairfax all my life. I am proud BFA Fairfax alumni, class of 2020. I am an Eagle Scout from Troop 853 also out of Fairfax. I am a graduate of Castleton University class of 2023, graduated summa cum laude with an Associate’s of Science in Business Administration.
I am returning home to Fairfax post college to learn my father’s trade, become a local business owner and make my life and home here.
I have spent my life playing, learning and volunteering in Fairfax, which has given me much time and thought to formulate my opinions on town life and how we should develop and steer ourselves going forward.
I have had a passion for government and civil service that was nurtured and developed in my teen and adult years. Running for selectboard is an avenue that I see as a great way to give back to the community and serve its interests, and what I think some those interests should be.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I have not held any other elected positions.
I have 2 experiences that inform how I would approach this position.
The first is in 2019-2020 when I interned under Brad Docheff, Fairfax’s first town manger. During our months together we sat down and discussed all manner of town related topics, everything from development of the town water/septic system to grant writing was discussed and gave me a good chance to see what the selectboard had in-trusted the town manger to oversee. I have a high opinion of him and think he was a good example of governing done right.
The second is my prior experiences observing the selectboard and its functioning. I have observed prior selectboards and have seen the kind of work they do. Hearing bids from contractors, grievances from townsfolk on issues regarding construction and generally business needed to run a town. I’ve observed many of these meetings in my years prior to college as certain merit badge requirements for Boy Scouts required me to do so. As well as more modern day meetings, specifically around the Runamok Maple water/septic line extension and the cell tower construction near Goodman rd, off of Fletcher road.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I have taken on leadership roles before, both in school and community clubs/activities that I believe have given me the skills necessary to manage conflict and make good decisions. The best lesson I can take away from all of those experiences is this, decisions and their consequences are real and make an impact. More so in the context of government than perhaps any other setting. This I understand and will always work to keep in mind.
I would probably say my closest experience to anything like this run for selectboard would be my experience in my AP-U.S government class I took right here at BFA. I was fielded as a candidate for a mock election involving the entire high school as the electorate. There were debates, campaign ads, policy positions, all of which I and my fellow students on my campaign had to manage.
In the end I lost (badly) but I took the lessons I learned then, policy making, politics, guiding ethics and principles and I look to apply them here in our town government’s highest office.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
I feel like I am most known for my compassion. I love working with grade schoolers and my community, I actively try to make a positive difference to both.
I would say my biggest value effecting my role as selectman is egalitarianism. Everyone deserves equal rights, and in my mind the logical extension of that idea is equal consideration. The decisions I have to make will make me reflect on how this will on a human level affect this person. It’s all to easy in government to just shift some numbers and call it a day. No, the due thought is required for every decision, every angle and effected party. no matter how small.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
I will break up my goals and visions into 3 positions that I hold and would want to focus on should I be elected. In order of importance they are…
1. Work to lower the overall tax burden of Fairfax households.
2. Work to restore a sense of confidence between the town government and its constituents
3. Seek to extend and build new public paths on both town land and facilitate possible use onto private land. NOT just in the village area.

It is my opinion is that we (The town of Fairfax) are fast becoming a gentrified bedroom community that will just end up being an overpriced rural suburb for our larger economic area. Pushing out many locals and keeping the financially uncompetitive, young people like myself among many other groups, individuals and families far away from here, and it is this vision I want to fight against.
The selectboard does not have the power to fix the housing/affordability crisis, all they can do is minimize its effects. It’s more than fair to point the finger at Montpelier and Washington for the situation we are in right now. We must make do for the time being.
As far as I’m concerned the town government, as an entity, needs to fiscally count its acorns and tamp down our fiscal wishlist. As I’ve mentioned there are vulnerable groups who can’t foot a bigger bill, many more being pushed away by ever increasing household expenditures. Until macro economic factors cool and policy makers tame the problem economy, the town needs to pump the breaks in regards to the taxpayers bill as much as possible.
Let me be clear, I’m not against growth in Fairfax, if anything I’d love to see a more developed local economy, but that vision cannot be undertaken by the town government at this time, and thus the taxpayer.
On a related note, if that last paragraph intrigued you it is also a goal of mine (independent of my run for selectboard) to explore creating a Community Land Trust for the town of Fairfax for the purpose of development in town. This would be an entity not funded by the tax base and a organization that I believe is worth the discussion around. However that is a talk for another time.

When I say broken sense of confidence in the town government some people will say that that’s more than true, and some others will say they have no idea what I’m talking about, let me explain.
I’ve had private conversations, heard from people who signed my candidate form and have just generally been listening to discussions going on in our community. There is a lot of concern and doubt regarding our current town manger. Specifically the management of her roles and the conduct she’s handled them in.
I do NOT KNOW the full truth of this. In fairness all I have heard on this issue has been 2nd hand and 3rd hand accounting and have not been near enough to primary events to draw any definitive conclusions for myself.
If in fact the concerns are true then the issue of her employment should be dealt with accordingly.
However what I DO KNOW to be true, through my aforementioned conversations and discussions is the wavering confidence that we need a town manger at all, rather replaced with a more direct form of selectboard management, among other alternatives.
Before deciding to run I talked with several former selectboard members and they have described how governing was before the town manager position was created.
It was like working 2, full time jobs, one of which you don’t get payed for, which to me sounds unrealistic.
The issue of confidence in the position of town manger is what I want to directly address as selectman.
Some people feel that too much autonomy and power resides in the position, adding to the perception that the position is a waste. To these people I would say let’s find a middle path to accommodate a selectboard that already donates much of their time.
Let’s create a series of so called “checks and balances” to weigh out some of that authority. This could be a review needed by the selectman chair before any “major” decisions are made. It could be a series of smaller changes to what can happen without the full board’s approval. It could also be greater transparency on management decisions.
My point with this is to build a system that works for everyone. So when people have issues with the current management of Fairfax those issues can be mitigated or otherwise corrected without stopping what the position was created to do.
Our first town manger, Brad Docheff, in my opinion was a great example of how the town manger can be an asset to the community. Some people very much believe our current manger is not.
Let’s be realistic, there will be plenty of “good” and “bad” mangers. Let’s improve and make the systems that can work and deal with both, this being one of my goals as selectman.

Expansion of current recreational paths and the building of new ones is a quality of life improvement above all else.
I have many fond memories of our public park paths near the school and frankly I’m just applying the concept to a large scale.
I would not exclusively like to see high impact paths (paved, graveled etc…) rather many smaller scale paths and projects that connect small sections of the town together. Each path individually connecting maybe 2 or 3 developments and homes but overall building a massive web of paths we could all collectively use for our outdoor activities, biking, skiing, snowmobiling etc… From north Fairfax all the way to village and everywhere else we can go.
It would be an entirely voluntary process and I would use my position as selectman to meditate and negotiate these public access paths into existence, as well as come up with a plan to maintain and manage them.
While taxes and governance take priority, it’s also just as important to consider our quality of life here, and what makes Fairfax special, and I would answer the outdoors.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
If I were elected selectman I would be entirely open to receiving feedback via my personal email, which I check often. Otherwise coming to any of the selectboard meetings is encouraged and you could speak to me prior to the meeting or after. The public comment period at the beginning of meetings could be used as well I just know that’s fairly limiting (3 minutes per speaker).
I will approach this position like it’s my greatest honor. Fairfax is my hometown, I grew up here, its success is apart of me.
There are many different walks of life in Fairfax, some being drastically different than the next. But what matters to me is that we can have a place where people can live in peace and prosperity.
Even if you’ve never been our school system or never stepped foot outside the village, or in it. If you’re in Fairfax you’re committed to living in peace with each other and prosperity for the town. That’s the mission that I want to uphold and that’s how I’ll represent all of Fairfax.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I would say I feel comfortable with the roles and responsibilities of a selectman. I have great problem solving skills and experience working with interpersonal conflicts, I would say I have what it takes.
There will be a learning curve for me. There will be many situations I have no experience in. I have never been in municipal government before.
But everyone starts somewhere, and thankfully I have members of the board who have been there for many years. They will be an invaluable resource and teacher for me. I’m a fast learner but in some sense, I need to experience it to learn it.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
Being young is something I am not centering my candidacy on, yet is probably the first thing you noted about me. You don’t see 20 something year olds running for municipal government in small town Vermont, yet here I am.
Young people are not a well represented demographic in this State government, or nationally in our federal government.
In my opinion this is a crisis, our society functions because of the next generation, and unfortunately many young people don’t have their ideas, values and aspirations realized on the policy level. This is something I want to change.
There’s a lot in Vermont worth fighting for, the creed of our culture, our land, our history and we need the next generation to carry that torch more than ever in Vermont.
If I can set an example for my fellow young Vermonters on how we can make a difference and help our state I will do it.
Which is why running is so important to me.

For Community Library Trustee, 3 year term (one of two)
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I have lived in Fairfax for 40 years and served our community on several boards and in many positions, including as a clerk in our Post Office. My parents instilled a love for and appreciation of public libraries in me, which I passed on to my children. They are now sharing it with theirs. Fairfax is unique in our shared town/school library and I look forward to supporting the other trustees and bringing the community voice to the Joint board.

Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
During a few of my years as legislator I spent an hour Monday mornings shelving books in the library. This gave me the opportunity to experience the use and value of the library in our community beyond my own as a frequent patron.

Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I have lived in Fairfax for almost 40 years. During that time I volunteered on the Rescue Squad (EMT-INT) for over 5 years until my second child was born. I served for 2 terms (10 years) as a BFA Trustee. I was the Girl Scout leader of the troop that met at the Baptist Building (now the community center). I supervised a scout for her GS Silver Project which was an extensive collection of large print books that were donated to Care Partners Adult Day are Center in St. Albans. I organized all of the Easter egg hunts on the lawn of the Baptist building while it was still the home of the Masons and Eastern Star.
Other skills / experiences: Besides what you mentioned above, are there other skills or experiences that you have that qualify you for this position?
I am a self-described author fan girl and even travel overseas to attend events with my favorite authors. In my travels I often pick up signed books and ephemera to donate to the library. Currently I am on the board of the Jane Austen Society of Vermont. Nine years ago I retired as a CPA from the State of Vermont.

For School Director, 2 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
Hi, my name is Emily Aiken, and I am running for the 2-year school director position. I am a preschool educator at a local Forest School working on my master’s in clinical mental health counseling. I am a mother to two school-aged children and enjoy gardening, mountain biking, and yoga in my free time. I am finishing my first 2–year term as school director and have learned a lot over the last two years.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I take pride in contributing to securing the bond and being part of a board that successfully secured crucial funding for new educators and special classes, directly benefiting our students. This experience taught me the significance of collaboration and strategic planning in achieving tangible outcomes for our educational community.
Moving forward, I have learned to approach projects with a more holistic perspective, considering not only immediate goals but also their long-term impact on the education environment. This experience emphasized the importance of adaptability and innovative thinking to address evolving challenges in the field of education.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
I possess several character traits that qualify me as a suitable candidate for the position of school director. I am an attentive listener, a good communicator, and committed to advocating for our students' needs. In addition, some of my personal values include honesty, integrity, and compassion.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
If I am elected to this position, my top priorities will be to provide ongoing support to the construction project, collaborate with the administrators to enhance the growth and development of our educational programs, and focus on addressing the social and emotional needs of our students.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
The school board recently reviewed its information-sharing practices and made some changes. I think these changes have allowed more individuals to engage with the board, and if elected, I will continue to support this renewed focus on transparency with the public.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
Looking back on the past two years, I feel confident in my understanding of the roles and responsibilities of the position. However, I know there is always room for growth and learning, and I am committed to continuing to work hard and diligently if I am re-elected.

For School Director, 3 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
My family and I have lived in Fairfax for 16 years. I have 3 sons - 2 of whom are BFA Fairfax graduates (2019 & 2022) and a current 8th grader. If you've ever trick-or-treated in Fairfax Village, you might know us as the family with the creepy clown decorations and Haunted Garage. I promise - we are actually very normal. On a serious note, I have been an educator for 31 years. I currently work for Colchester School District but spent 18 years working as a first & second grade teacher in the elementary school at BFA Fairfax.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
Although I have never held an elected position, I have had the opportunity to work closely with administrators on budget discussions while serving on a leadership team at BFA Fairfax. I also worked with school board members as part of two teacher contract negotiation cycles.
I am interested in running for the school board because I believe students deserve a quality public education. I want to ensure that students in Fairfax continue to receive opportunities on par with those of neighboring school districts while at the same time being fiscally responsible with the school budget. I hope to offer the board a perspective of what it is like to work in a school in 2024 and an understanding of the challenges that educators face.
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
Character traits I possess that lend themselves nicely to being part of a board include being a good listener, an effective communicator, and a willingness to collaborate. I am also extremely organized, patient, and dependable.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
If I am elected to serve on the school board, my main goal will be to listen and support. I will listen to the students and find out how they are feeling about their school and education. I will listen to the administrators and teachers in order to find out what they need to be successful. I will listen to the taxpayers of Fairfax when they share concerns about the budget and other school-related issues. Honestly, I have no set agenda as a possible board member. I think we have an amazing school and my hope is by listening to what the stakeholders need, we can continue to improve upon things to make it even better.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
I think the school board has been doing an excellent job of sharing information. They share board notes in the weekly letter from school administration, updates are given on Front Porch Forum and their minutes are posted online. I would love to brainstorm a way for the general public (not just parents of students) to receive more information about what is happening in our school and with the decisions made by the board.
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I feel extremely comfortable with taking on the roles and responsibilities of a school board member. Over my 31 years as an educator, I have sat in hundreds of school meetings. I am very familiar with how decisions are made, the policies that are in place (and why they are put there) and the impact that a board can have on school-based decisions.
Political positions: Are there state or national political trends or topics which you see impacting your work in this role? How would you address them through your sought position?
Currently, Act 127 brought about by the Vermont state legislature is wreaking some havoc on school budgets. I think the public needs to be brought up to speed on what is happening with this Act and the impact it has on their local school budget as well as their own taxes.
Other information: What else would you like Fairfax voters to know about you?
Our town is so lucky to have this wonderful school. We have fantastic teachers and students who work hard and make this community proud. It would be an honor to work on the board to support BFA Fairfax.

For School Director, 3 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
My name is Samantha Slingerland, I moved to Fairfax in 2022 with my husband and three kids. I have spent years admiring the community ran system Fairfax modeled and was thrilled to have found a home for my family here. I would love to see this model remain in place for my children and many generations there after.
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
Although I have no electoral experience I do have experience in several fields that I believe make me a great candidate. I have experience in: business management, human resources, coaching youth programs, and customer service. I love spending time getting to know families and this community has been so warm and welcoming. I take time to hear their concerns about the community and school. I have spent the last year and a half catching up on Schoolboard topics and Selectboard issues. I plan to take my ability to listen, speak up and educate to the position if elected. I am interested in running for schoolboard because I have kids in the district myself and would love to see sustainability for future generations, maybe even my grandkids!
Personality and Character: What are the character traits that you feel you are most known for? What personal values do you think will influence how you operate as an elected official?
Anyone who has taken the time to get to know me knows I am an empath. I have a strong ability to put myself in "someone else's shoes" and have the patience to reflect on this before speaking. I am a strong advocate for all human beings and truly want to see a brighter future. I pride myself in being humble, never afraid to admit when I am wrong and I am always passionate about learning more. All traits I believe are important when in an elected position as you should be able to function for the community and not just for yourself.
Goals if you are elected: What are your priorities if you are elected to this position? What would you change about how this role is done? What would you keep the same?
If elected I will help on all fronts, promising to make informed decisions for the greater good. I promise to listen to every single concern. I personally am passionate about: repairing the MS gym floor, cafeteria food, behavior control, test scores, removing outside controversy from curriculum and ground maintenance including (but not limited to): water fountains, parking, pavement and security.
Representing Fairfax Voters: If you are elected, how do you plan to share information / receive feedback from residents? How will you approach this position in a way that represents all of Fairfax?
As it is currently I have opened up my phone line, social media and email to anyone who has concerns they want heard because most people do not feel comfortable coming forth and advocating. I will continue to leave all communication lines open. Having the ability to be open minded I will be able to take community feedback and be the voice for the community. I would love to see more surveys sent out to the community regarding ongoing concerns the school board is facing as attendance at these meetings is poor. Which brings me to my next point, I would love to bring attention to the board meetings and get more people there! Presence is so powerful!
Performing the role: How comfortable are you with the roles and responsibilities of the position? What are aspects of the position you feel equipped to take on with your current skill set, and what are aspects of the role for which you will need training and practice? How will you approach learning the new elements of your role?
I am fairly comfortable as I am not afraid to learn, especially from those that have been around longer than I have. I have lots of motivation to research, ask questions and inform others. The legalities of being on a board are something I am not familiar with because I have never held an elected position but I pride myself in being a quick and humble learner, if elected I look forward to expanding my knowledge!
Other information: What else would you like Fairfax voters to know about you?
I know I am new to your community and do not have a "name" here (yet). I would be honored to show you how I can help. Even if not elected please reach out to me with your concerns and comments, I will continue to be a strong advocate to help maintain this amazing community.

For BFA Trustee, 5 year term
Introduction: Please provide a brief introduction of yourself. What is most important for Fairfax votes to know about you?
I’ve been a lifelong Fairfax resident of 43 years. Graduated from BFA Fairfax in 1999 and now run Minor’s Country Store, a Fairfax Business since 1977!
Incumbent/New candidates: Share about your past roles in this / other positions, and why you are interested in continuing or beginning to hold this role now?
I originally came into being a trustee by fulfilling the last two years of my grandfather Lee Minor’s five year term on this board. I have enjoyed working with the other trustees and now have become the treasurer of the board.
Other information: What else would you like Fairfax voters to know about you?
I enjoy being on the board and it gives us all great pleasure to donate and support school functions and causes.
