Here is a checklist of must have things you will need to transfer a vehicle into your name:
262 Odometer Statement (If vehicle is 10 years old or newer.)
Bill of Sale
Title (May not be required please call if you don’t have the title.)
The last issued out-of-state title.
The last issued out-of-state registration certificate or current year renewal notice.
Smog
You will need the new owner’s name and address.
Have the license plate number and last five digits of the vehicle identification number (VIN) handy.
Have the vehicle odometer reading as of the sale or transfer date.

In certain situations, the decedent’s heir may transfer title of a vehicle/vessel without going through probate. Requirements are:
A Completed REG 5 form.
The value of the decedent’s property in California does not exceed $150,000.
Does not include vehicles, vessels, commercial coaches, or manufactured, mobile, or floating homes. To calculate the property value, see California Probate Code §13050.
The vehicle/vessel is titled in California. Vehicles/vessels titled in another state must be transferred in that state (requirements may differ from California).
40 days have lapsed since the registered or legal owner’s date of death.
An original or certified copy of each owner’s death certificate and, if owned jointly by two or more decedent’s, a REG 5 for the most recent decedent
If owned jointly by two or more persons and one is deceased, a REG 5 cannot be used to circumvent the surviving owner’s interest. However, the surviving owner (if an heir) may complete a REG 5 to release the decedent’s interest. The title must be signed twice, once by the surviving owner and once on behalf of the decedent.

If you use your commercial vehicle in two or more jurisdictions (states), you can save money on registration fees with the IRP.
The IRP is an option for registering commercial vehicles that allows for multi-jurisdiction (interstate) operation under a single registration plate and registration certificate (cab card) issued by your “base” jurisdiction. When you register a commercial vehicle in the IRP, you pay pro-rated (apportioned) fees based on the percentage of highway mileage traveled in each jurisdiction.

A Declaration of Gross Vehicle Weight (GVW)/Combined Gross Vehicle Weight (CGW) (REG 4008) form.
A Permanent Trailer Identification (PTI) Application and Certification (REG 4017) form.
A Verification of Vehicle (REG 31) form.
