You don't need formal assessment qualifications to be a Care Certificate assessor. Assessment can be part of your people management role and form part of the responsibilities you have for ensuring that staff are competent in their job role.
In order to assess you do need a thorough understanding and direct experience of the standards that you are assessing and why you are assessing them. Both yourself and your employer must be confident that you are competent to assess others.
At times you may seek the views of work colleagues, patients or service users when making the judgement on the worker’s performance. However, as the assessor, the final decision lies with you on whether the worker has met the outcome required.

As an assessor, you should be able to:
understand the worker's role, experience and knowledge
understand what you are assessing and why
be competent in the standard you're assessing
have the right values to be an assessor (for example, remain fair and objective without letting personal feelings affect your assessment)
put individuals at ease, give clear instructions and answer questions
give good, clear and encouraging feedback to workers
be organised and good at keeping records
be ethical – won't cover up mistakes, will maintain confidentiality where appropriate
communicate effectively – for example, can explain to the worker clearly what is expected
be friendly and approachable – able to put individuals at ease
look at a situation and quickly grasp what is going on
able to make safe, appropriate and timely decisions
observe team members without disrupting or affecting their work
