This training aims to provide you with an understanding of Prevent. The Prevent strategy forms part of the Government’s wider counter-terrorism strategy, known as (CONTEST). Prevent aims to safeguard vulnerable people from being radicalised to supporting terrorism, or becoming terrorists themselves. It also works to tackle the causes of radicalisation and respond to the ideological challenge of terrorism, and enable those who have already engaged in terrorism to disengage and rehabilitate. Prevent is a key part of safeguarding and all health workers have a duty and responsibility to safeguard vulnerable individuals.
Radicalisation is comparable to other forms of exploitation, for example, child sexual exploitation or young people being drawn into gang or knife crime. As such is a safeguarding issue relevant to staff working in the health sector, who are well placed to identify individuals who may be groomed into criminal and terrorist activity. Staff must therefore be able to recognise possible signs of radicalisation and be confident in referring individuals who can then receive support before they have become involved in criminal activity.
This session provides training on Prevent and radicalisation for clinical and non-clinical staff who are required to have accessed WRAP (Workshop to Raise Awareness of Prevent) as outlined in the NHS England Prevent Training Framework.
We meet an awful lot of people in healthcare. Almost everyone in Britain who has got involved with terrorism will have met healthcare workers at some point. So, we may have opportunities to identify people who are at risk.
Occasionally, healthcare workers have themselves become radicalised or drawn into terrorism. It could affect one of our colleagues.
Recognise the Signs
Radicalisation is the process that incites a person to legitimise violence in support of extremist groups…and it’s where terrorism begins. Healthcare staff must be able to recognise signs of radicalisation and be confident in referring individuals who can then receive support before they can cause harm to themselves or others
The Aims of Prevent in the Healthcare Sector
Prevent is: Trying to stop individuals being drawn into terrorist-related activity. It safeguards against ALL forms of radicalisation including Islamist inspired terrorism and the threat posed by Right-Wing terrorism.

Terrorist acts
People who commit terrorist acts don’t start off as terrorists. They often start off as vulnerable people who are exploited by terrorist groups or influenced by terrorist propaganda.
Identifying people who are vulnerable
Prevent is about identifying people who are vulnerable to being exploited or ‘groomed’ or ‘radicalised’ by a terrorist organisation or its propaganda, but BEFORE they get actually involved in such organisations or commit any terrorist act.
Safeguarding
Prevent takes a ‘Safeguarding’ approach to such people, and tries to help them to choose a different path, offering them a holistic support package tailored to an individual's personal needs.
Why is Prevent Important to XL Staff?
Prevent does not require you to do anything in addition to your normal duties.
As part of your safeguarding responsibilities, if you are concerned that a patient or colleague is being exploited or influenced by a group that supports terrorism, you are expected to raise this concern in accordance with our policies and procedures.
