A well-functioning science system is an important base for economic development. The Ukrainian science system has gone through fundamental reform processes since the early 1990s but several weaknesses remain. An important step forward in further reforms will be to evaluate science organisations in Ukraine on a systematic basis. This is where the project will contribute to. It will focus on the evaluation of the Institutes of National Academy of Sciences of Ukraine (NASU).
The goal will be to further develop the recently created evaluation scheme of the NASU (pilot evaluation in summer 2016), which adopts principles and techniques of the German Leibniz Association. The experiences of this pilot evaluation will be evaluated and mirrored against the German experience. Better instruments of evaluation will be established through mutual exchange between German and Ukrainian experts. The German experience shows that the establishment of a well-functioning evaluation scheme takes years and is subject to continuous further development. For Ukraine, it will be an important goal to develop a suitable evaluation scheme that will in the future be applied systematically to all institutes of the NASU. It will foster scientific quality standards of the Ukrainian science system. This in turn is an important requirement to engage in international scientific and industrial partnerships, such as bi-lateral projects, EU Horizon 2020 program etc. Summing up, the project seeks to contribute to an improved high quality scientific infrastructure in Ukraine. Proposed principles, approaches and some indicators could be also used in a broader context of evaluation in the Ukrainian science and technology system.
