A potentiometer is a control nob that changes resistance and acts as a "voltage divider" that the Arduino can recodnize and create a certain output. This is used for many things like volume in speakers, speed of a fan, light brightness, and more. Circuit 02 uses it as a way to change the blink rate of the light as shown here.
