The JSC is led by the Chairs of the Strategic Management (ABC10) and Environmental Justice (ADD50) Standing TRB Committees.
Andrea d’Amato, AICP, currently serves as Assistant Secretary for Operational Excellence at MassDOT, primarily focused on improving operational performance among and between the Highway, Transit and Registry departments for the Commonwealth. Notable projects include: streamlining design procurement at the MBTA; creating an integrated construction coordination program “Plan Ahead’ to effectively plan, manage and mitigate multi-agency construction to minimize disruptions to the traveling public; streamlining the suspension hearing process at the Registry; and most recently, developing and implementing a coordinated notification program for the Chelsea Street Bridge for maritime and roadway users. She currently serves on behalf of the National Academies of Science – Transportation Research Board (TRB) as Chair of Strategic Management, the Executive Committee member for Transportation Issues in Major Cities and co-chairs TRB’s Equity in Transportation Joint Subcommittee. Prior to MassDOT, Andrea held executive positions as Chief Planner and Project Manager for HNTB’s multimodal projects, and Vice President and Northeast Transportation Manager for Kleinfelder. She also served as Chief of Environmental Services and Commissioner of Transportation for the City of Boston. While Commissioner, Andrea served as the former President of NACTO and co-chair for the European affiliate IMPACTS focused at the executive levels of municipal government on exchanging data, technology and operational best practices among large cities.
Gloria J. Jeff, AICP is an experienced transportation professional and urban planner. She is currently serving as Project Director – Rethinking I-94 for the Minnesota Department of Transportation. She has also served as: Principal Planner at the Wichita Area Metropolitan Planning Organization (WAMPO); Deputy Administrator and Associate Administrator for Policy - Federal Highway Administration; Department Director and Deputy Director for Planning - Michigan Department of Transportation; General Manager of the Los Angeles Department of Transportation; and Vice President and District Transportation Planning Manager – Parsons Brinkerhoff. Gloria has represented and lead United States Government delegations in international settings on transportation bottlenecks, transportation issues in the Asian Pacific region and the International Association of Road Congresses. She has served as the Program Manager for the James E Clyburn University Transportation Center Summer Transportation Institute. Ms. Jeff holds a BSE and MSE in Civil Engineering and a Master of Urban Planning from the University of Michigan. She also has an honorary doctorate from Bennett College. She is an active member of the American Institute of Certified Planners, American Planning Association, and several community organizations. Ms. Jeff is chair of the TRB Committee on Environmental Justice Issues in Transportation and serves as a Co-chair for the Joint Sub Committee for Transportation Equity. She is also an active member of the Transportation Research Board standing committees on Transportation History and Women’s Transportation Issues.
