For question 1, create an initial network of sanctuaries using only the provided map layers (without using the SeaSketch assessment tools to consider impacts on fishing, size, etc.).  You can use the provided map layers to see where habitats are located, but for this question just use your best judgement to reach the 10% goals for each habitat type. If you don’t meet those goals here you won’t be penalized!  This will be the starting point for the rest of your updates and related discussion (questions 2-4).
