🌟 Article I — Purpose & Principles
The Ensio Nations Cup (ENC) is a competitive and roleplay-friendly international football tournament conducted within the NationStates online game.
The tournament is founded on the principles of:
Fair play
Equal opportunity
Transparency
Activity over raw power
All participating nations compete as individual teams, regardless of region, size, or influence.
🤝 Article II — Team Structure
Each nation represents a single team.
No team may consist of more than one nation.
Nations may not merge, split, or substitute during the tournament.
Each player may enter only one nation in the competition.
📋 Article III — Eligibility Requirements
Section 1 — General Eligibility.
To be eligible, a nation must:
Be at least 7 days old at the time of registration
Not be a known puppet used to bypass tournament rules
Not be under moderation, ban, or warning by NationStates moderators
Agree to abide by all tournament rules and administrative decisions
Section 2 — Regional Eligibility.
Home Region Nations:
Nations located within the host region are automatically eligible
Section 3 — Foreign Eligibility.
Foreign Nations:
Nations outside the host region are permitted to participate, subject to additional requirements:
The nation must temporarily relocate to the host region for the duration of the tournament OR
Be officially endorsed or approved by tournament administration.
Foreign nations must not represent or claim affiliation with more than one region during the tournament.
Section 3 — World Assemble.
WA Status:
WA membership is allowed but not required
WA endorsements provide no competitive advantage unless explicitly stated by tournament rules
📝 Article IV — Registration Process
Nations must register during the official registration period.
Registration requires:
Nation name
Region of residence
Confirmation of rule acceptance
Late entries are not permitted once the tournament has begun.
🎲 Article V — Match Implementation and Simulation
Section 1 — Match Simulation
Matches are simulated, not played directly.
Outcomes are determined using a balanced system combining:
Issue activity
Basic Performance Score (BPS)
Superiority/Underdog Modifiers
No points format alone will dictate wins or losses in this Cup
Section 2 — Equal Play Formula
Each match includes:
Activity Score (issue answers during match week)
Randomized Factor (ensures unpredictability via BPS)
Modifier (prevents dominance by large or wealthy nations)
This ensures:
Small nations can defeat large ones
Activity is rewarded
(Exact formulas will be publicly posted before tournament start.)
🕹️ Article VI — Match Schedule & Structure
Tournament format may include:
Group stages
Knockout rounds
Final and third-place matches
Match schedules will be posted in advance.
Failure to meet activity requirements may result in:
Automatic loss
Goal penalties
Disqualification (admin discretion)
📜 Article VII — Fair Play & Conduct
Cheating, stat manipulation, or rule evasion is strictly forbidden.
The following are prohibited:
Using puppet nations
Coordinated region hopping
Harassment or intimidation
Admin-baiting or rule lawyering
Sportsmanship is expected at all times.
⚖️ Article VIII — Penalties & Enforcement
Tournament administrators have final authority.
Possible penalties include:
Match forfeiture
Point deductions
Suspension or removal
Appeals may be submitted but do not halt tournament progression.
👤 Article IX — Administration
Tournament administrators are to remain neutral if they are to compete in competition, tampering of any kind will result in immediate ejection and banning from future games.
Rule changes may only occur:
Before the tournament officially begins.
With ample notice to all players publicly.
All administrative decisions are final.
🏆 Article X — Awards & Recognition
The champion nation shall receive:
Official tournament recognition
Permanent listing in the ENC Hall of Champions
Additional awards may include:
Fair Play Award (Award given via public poll in Ensio)
Golden Boot (top scorer in points based on simulation)
Most Active Nation (Nation with the most answered issues)

Participation constitutes full acceptance of these rules.
The tournament exists for fun, competition, and community building.

No single stat guarantees an automatic win.
Small nations can win consistently if active.
Big nations gain slight advantages — not dominance.
Results feel realistic (2–1, 1–0, 3–2).

This is where deserved advantage comes in.

4–5 issues: +6
6–7 issues: +9
Optional: WA Activity Bonus
WA member & voted: +2
Max Activity Bonus: +11
This rewards playing the game, not raw stats.
3️⃣ STEP 3 — Development Modifier (Soft Cap System)
This reflects resources—but heavily capped.
Choose ONE of the following stats (admin decides beforehand):

Income per Capita
Human Development Index (roleplay-friendly)
Tier System (Not linear!)

This ensures:
No runaway dominance
Realistic but modest advantage
4️⃣ STEP 4 — Underdog Balance Modifier (Critical)
This is what keeps things fair.
If the difference in Development Modifier is:
2 points → Underdog gets +1
4 points → Underdog gets +3
This mirrors real football psychology:
Smaller teams play tighter
Favorites feel pressure
