Enhanced Summer Provision Fund

Overview

South Lanarkshire Council have been presented with a limited funding opportunity that could allow third sector organisations to provide activities and food for children (from 5yrs) and young people from low-income families during the school summer holiday period.

The funding can be accessed through the Enhanced Summer Programme Fund to provide additional summer activities that encourage play, socialising, getting active and other activities that broaden experiences, supplement learning, and deliver positive outcomes.

We recognise that the timeframes for this fund are once again extremely ambitious now that summer holidays have started, however, based on the incredible work achieved by the third sector and wider communities across South Lanarkshire last year we hope that some organisations would have the capacity to create more opportunities for children and young people.

The available budget is £40,000, which is significantly less than prior years and will mean a cap of £1000 per organisation to be used before the end of the summer school holidays. Full criteria for the fund can be found below.

If you are considering this opportunity, please be aware that if successful payment would be made retrospectively, therefore, your organisation would need to be able to pay for the activity beforehand as funding will take up to 3 weeks to arrive in your bank.

In addition, the application closing date is Fri 14th July 1pm. We know this is also an extremely tight timescale and would like to offer any help we can to support smaller organisations complete their applications.

On receiving successful applicants’ grant acceptance form funding should arrive in bank accounts Thurs 10th Aug.

Funding Criteria

Third Sector Organisations & Charities
Constituted Youth & Community Groups
Activity-Based Clubs providing activities in the school holidays.
Uniformed Groups
Faith-based Groups
Out of School care providers

Priority will be given to not-for-profit organisations and partnership bids are encouraged where possible, with the lead applicant being one of the groups above.

FUND CRITERIA

ESP Fund 2023 will help organisations and partnerships to provide food and summer activities (i.e. sport, music & art, outdoor learning, trips & visits, family fun days, health & nutrition and adventures) for children, young people and families during the summer school holidays up until 16th August 2023 only. The maximum award will be £1,000 per programme. Please note: If you recieved funding from us last year and did not complete and return your evaluation and monitring forms you will not be considered for this round of funding.

FUND OBJECTIVES

The fund will be used to provide targeted children, young people and families with activities during the summer school holidays. Programmes should provide:

Opportunities to connect with friends, peers, wider community and the outdoors, and trusted adults.
Opportunities to play, be active and enjoy themselves. Such activities will provide key learning and help support children and young people return to school in the autumn by boosting wellbeing and confidence.
Opportunities to access equitable activities to targeted families removing barriers to participation i.e. transport and entry fees.
Consideration to wider needs, which may include the integration of food, childcare, transport, financial inclusion, family support and referral on to wider services where needed.

TARGET GROUPS

The funding is aimed at school age children aged 5yrs plus from low-income households. Around 9 in 10 children living in poverty are from households with one or more of the priority family characteristics identified in the Tackling Child Poverty Delivery Plan, therefore 85% of this funding is intended to be targeted at children and young people from the priority family groups below:

Children from lone parent families
Children from ethnic minority families
Children from families with a disabled adult or child
Children from families with a young mother (under 25)
Children from families with a child under 1 year old
Children from larger families (3+ children)

15% of the funding can be used flexibly to reach other children who would benefit from access to free holiday childcare, food and activities and will be determined at local level. Local discretion could include, but is not limited to:

- Care experienced children and young people
- Children from other low-income families
- Young carers
- Children in need of protection
- Children supported by a child’s plan
- Children with ASN
- Children who have undergone significant transitions, for example, starting in ELC, primary or secondary school

Activities that fall out with the timescales of the Fund

Membership of private clubs
Excessive Management costs and core recovery
Proposals that do not present good value for money

Application Process

STEP 1

ONLINE APPLICATION FORM - Unfortunately our online Funding Application Form does not save progress as you go. We strongly recommend that you complete your application questions in an offline format i.e. Word document (a template of some applications questions can be found within the documents link below). When you start the online application form it must be completed and submitted in the one session. After submitting your application you will receive and automated confirmation receipt and a request to email a bank statement from the last three months. We must receive your organisation's bank statement no later than the 1pm 14th July 2023 .

STEP 2

Funding Panel Decision – Assessment Panels will meet on the 18th July and applicants informed by email on the 19th July 2023.

If successful, you will receive a Conditions of Grant and Acceptance Document to be signed and returned before funds can be released to your organisations bank account. Please note that it can take up to 14 working days for funds to reach your bank.

STEP 3

Successful applicants will also receive the following Evaluation & Monitoring Forms that must be completed no later than 8th Sept 2023

ESP Programme Evaluation Form (ESP 02)
Expenditure Report Form (ESP 03) - on completion of your project you are required to provide evidence of the funds spent.
Unspent Funds Form (ESP 04) – if you have not used all your funding you will also have to use this form to return any unspent money.

We want to know how this funding will enhance existing planned activity, widen reach and create additional opportunities for children, young people and families.

Tell us exactly the service/activities you will provide with the funds. Be specific on what you will do and how you will do it. You should set out a clear programme plan.

We are keen to capture the number of different new sessions of activity that will be on offer through your programme for children, young people and families.

Activities can be delivered anytime up to 16 August 2023 covering the summer school holiday period in South Lanarkshire.

Q30 Describe how the views of children, young people and/or families have contributed to the planning or influenced how you will deliver the proposed service?

It is important that we listen to the needs of the target group and get them involved in service design and delivery where possible. Share details of how you may have managed to achieve this with the target groups.
