Industrial & Enviromental Risk Engineering Consultant
Overview
BS Mechanical Engineer (Hon.) with more than 35 years of experience in engineering and management roles, shared between Power Generation and Risk Engineering - Process Safety (OSHA-PSM) and Occupational Safety. I have developed numerous risk assessment surveys, mainly but not limited to, Power Generation sector (both thermal and renewable energy source) and other studies, aimed to industrial loss prevention in manufacturing plants, such as pulp and paper plants, cement, steel mills, food and beverages, etc.; including machinery break-down studies. I have also developed studies on infrastructure losses on highway-roads and railways, including Property Damage (PD) and Business Interruption (BI). Each report meets the market standards and specific customer requirements, providing a quality product within the lead time established in the contract.
Among the activities that I have developed in the area of risk engineering, are the following:
• Technical-commercial offers for risk studies.
• Coordination, planning, scheduling and scope of the risk study.
• Interface with the client regarding the information required for the development of the study.
• “On-site” inspection of the facilities subject to the study. Critical equipment, Production and Storage Areas, Fire Protection Systems and Property Security. In-house & field coaching to risk engineers.
• Review, interpretation and analysis of the information provided by the client, and its complying in accordance with national and international standards and, good engineering practices (RAGAGED).
• Development of specific studies associated with risk analysis, such as: LOPA, BOW-TIE, PrHA, PHA, FHA, ATEX, HAZOP, FMEA, FTA, among others.
• Calculation of Probable Maximum Loss (PML), Foreseeable Maximum Loss (FML), Normal Loss Estimated (NLE), and others; as requested, for different scenarios.
• Risk Assessment (Risk Rating) of the inspected facility based on the criteria.
• Issuance of the study, including photographic reports, conclusions and recommendations.
• Incorporation of customer’s comments for final issuance.
• Implementation of quality controls (checklists, customer surveys, etc.).

Managing and coordination of activities and innovative services to customers provided by PYSIR, like the called "Deskboard Risk Assessment" survey in some highway assessments, successfully implemented due to restrictions to perform a site visit because the Covid pandemia or, aerial inspections to highway and roofing in industrial sheds, when requested, with infrared (IR) feature drone. Parallely, as needed, as field risk engineer in industrial facilities, whether in Industrial Parks or individual industrial facilities, whether its size and complexity, in the Mexican territory, including renewable energy plants (photovoltaic & wind turbine). Lastly, as a new business area, site visit and risk assessment to many highways and other civil structures, alongside the Mexican territory to verify their integrity, safety condition and well operation.

As Property All Risk and Machinery Breakdown Consultant in dozens of industrial plants, mainly but not limited to, power generation facilities within the Venezuelan territory (as Cushing Associates) and, out of Venezuela (as IRES, LTD.), in countries like: Brazil, Ecuador, Peru, Colombia, and Puerto Rico.
Education & Training:
Graduated as BSc. Mech. Engineer, 1987 (Hon.) at Universidad Central de Venezuela, in Caracas, plus an International Master Diploma in Environmental & Ecology Studies, in 2015 (Madrid, Spain). About +20 certificates or diplomas of training courses or related seminars to Risk Engineering, Loss Control and Process Safety Management (PSM) and, on this last, with active participation and Achivement Certificate granted by the Institut Des Sciences Appliqués (INSA) - Toulouse, France (February, 2024). Also, as Certified Vibration Analyst I, and well knowledgement on thermography and tribology, and other preventive maintenance techniques closely linked to mechanical integrity of machineries.
Fully familiarized with NFPA, FM, IEEE, ASME, NEMA, API and other international codes and standards for Loss Prevention and OSHA Process Safety Management (PSM), including guidelines, good engineering practices and controls for industrial applications.
