I oppose RIMPAC because of the violence it imposes against the land. The military is worsening the state of already vulnerable marine and terrestrial ecosystems. Many of Hawai‘i’s marine animals are dying off, despite laws and protections, due to climate change or human impact. The military is just continuing to decrease their populations. Loud noises and new boats can confuse and stress marine mammals by causing them to beach or separate from pods. Moreover, RIMPAC doesn’t acknowledge Hawai‘i’s illegal occupation and continues to misuse the land. Hawai‘i is proving that it is a sovereign nation through its people and agriculture. Many local farms are able to grow thousands of pounds of healthy produce for their communities. Other local ranchers also contribute to the meat production. The military and RIMPAC continue to take this land that could be used for conservation, agriculture, or housing for Native Hawaiians and their communities.

This means children, men, women and māhū (transgender people) are being used for sex every RIMPAC season by some of the 25,000+ troops participating in RIMPAC, whose sexual appetite is so notorious that strip clubs hang “Welcome RIMPAC” banners outside their doors during the exercises. U.S. Servicemen are known internationally for violence toward māhū and women. Racist violence, such as the killing of Kollin Elderts by a drunken federal agent during APEC in 2011, is always a risk in Hawaiˈi and has historically been protected by both the State and the United States government. In addition, RIMPAC is a mental health hazard. Increased fear, anger, disempowerment and trauma resulting from the continued invasion of Hawaiˈi and destruction of its lands harm its people, and RIMPAC displaces local families from beaches, trails and other areas in which families might find respite. RIMPAC makes Hawaiˈi a real potential target for attack, including nuclear annihilation, due to the combined aggression of its participants worldwide. // Harm to Marine Animals: RIMPAC is devastating to our ocean. A “take” (kill, harm or disrupt) permit is granted for over a million marine animals per cycle. Auditory monitoring and “visual inspection” of the ocean surface before explosions take place do not prevent the actual deaths of dolphins, whales and other marine life. Sinkex (the bombing of retired ships) and other polluting practices contaminate fish and other ocean creatures with toxins such as PCBs, PBDEs, tributyltin, PFAS/PFOA, asbestos, TNT, RDX, and a plethora of heavy metals. Turtle nesting areas are severely harmed by by amphibious landings. Sonar, which is used extensively for four RIMPAC weeks, harms cetaceans such as dolphins and whales, sometimes resulting in death. Propellants and heavy metal leachates cause reef death by disrupting zooxanthella and increasing thermal sensitivity that leads to bleaching, which is devastating to many fragile species and entire ecosystems that rely on coral. Many other harms exist as well. // Harm to Climate: Climate change is one of the greatest security threats to the people worldwide. Climate change is responsible for increased international tension, and disasters such as the Lahaina fires in 2023, and storms that cause refugee crises. The United States military is the institution responsible for the world’s largest climate impact, and the atmospheric harm of RIMPAC dwarfs every other activity or industry in Hawai’i, or the output of many nations. Each RIMPAC produces an estimate (the military is problematically exempted from actual reporting at all, which needs to change) of 693,366 metric tons of CO2, and RIMPAC 2026 may easily exceed 700,000 metric tons, due to the increased scale and number of participants. This is far more than the total output of many nations, such as the Marshall Islands and Tuvalu, which are directly threatened by carbon-driven sea level rise and may be forced to flee to Hawaiˈi or other higher ground if inundated. Greenwashing, such as the diversion of biofuels from civilian use to artificially inflate the Navy’s mitigation appearances, increases harm rather than reducing it. NO2, SO2 and other toxins from approximately 40 surface ships, five submarines, and 140 aircraft drive ocean acidification and temperature rise, which contributes to coral bleaching and planetary warming. // Harm to Hawaiˈi’s Sovereignty: Hawaiˈi is a peaceful, neutral country under a prolonged occupation that its people have consistently, civilly asked the United States to undo and repair since 1893. This lack of restoration has led to mass displacement, systemic racism, and mass killing of the Indigenous people through oppression-linked chronic diseases, along with threats to the entire population from potential targeting by nuclear powers antagonized by the United States. It is a grievous harm to a country dedicated to peace to be utilized as bombing practice for atrocities globally. Inviting notorious human rights violators such as the U.S., Israel, Indonesia and the Philippines who are actively, presently involved in genocide and other crimes against humanity, to join in this assault of Hawai’i’s sacred lands and waters is a horrific wrong, to which Hawaiˈi cannot be complicit. // Cumulative Harm: RIMPAC is considered the “Superbowl” of military exercises in the Pacific. Many of the 31 countries sending their militaries to RIMPAC are also hosting U.S. war games in their territories, despite the intensive protests of their people. The harms caused by RIMPAC in Hawai’i are also experienced by people in countries subjected to U.S. war games around the world, sometimes to an extreme degree. Hundreds of multilateral war drills are taking place across Asia and the Pacific from April to September, including large scale multilateral drills in Japan (Resolute Dragon), Guam (Valiant Shield and REFORPAC), the Philippines (Balikatan and Salaknib), Australia (Pitch Black and Talisman Sabre), Indonesia (Super Garuda Shield), and Korea (Ulichi Freedom Shield), which cumulatively bring over 220,859 troops into these countries, in some cases up to 45,000 troops at a time. This is in addition to the thousands of U.S. troops already deployed in these countries, against the people’s expressed protest. These war games bring increased human rights violations, violent assaults, murders and other crimes, often with no consequences. Bombings, war drills, and military presence disrupt the livelihood of fisherfolks and farmers, and their land is often stolen. Communities become magnets of large scale warfare and conflict, putting them at risk of invasion and annihilation.

As a OB-GYN, the effects of the military’s use of bombs, weapons, biochemical warfare is directly counter to reproductive justice to the people of the pacific and beyond. The radiation exposure, sound pollution, chemical contamination of water air and land increases the morbidity and mortality of pregnant people, their families, their babies. We know from reports from Guam, Marshall Islands, Hawaii that people who are exposed to military practice zones are at increased risk of all types of cancer and have documented reports of pregnancies that end in spontaneous miscarriage or deliveries with severe deformities such as omphalcele (where intestines are outside of the body wall). These health complications keep families in cycles of spiritual pain and poverty given the high levels of specialized medical care needed to attend to the complications. Furthermore, this overburdens the health system, where specialized care is already at a shortage, and outer and neighbor islands in pacific do not have easy access to physicians, surgeons, and centers of excellence that can address complex health needs.

They invite destruction to our sacred land and waters, contributing to climate change that constitutes to result in the recent extreme weather events people around the world have suffered through (typhoons/storms and floods, droughts and wildfires) - all of which have been the most topical concerns for Hawaii since the beginning of RIMPAC with the shelling and bombing of our lands to the recent Lahaina fires and Kona low storms. We know these extreme weather impacts are not limited to Hawai’i but also our sisters and brothers across the world. These war games put our women and children in danger as sex trafficking and assault are highly linked to military members. The Missing and Murdered Native Hawaiian Women and Girls Task Force Report (2022) found that the majority of sex trafficking cases are Kānaka Maoli girls, and 38% of those arrested for soliciting sex from a 13-year old in Operation Keiki Shield are active-duty military personnel. These war games continue to make us implicit in the violence enacted on human rights advocates, sacred land defenders, and more when personnel leave RIMPAC and inflict harm on peoples through wars of aggression abroad and in their home country.

The amount of longstanding damage to the environment caused by repetitive, excessive abuse is disgusting. The indigenous peoples of the Pacific (nor anywhere else) should not have to suffer the indignity of having aggressive acts performed in the seas where our ancestors voyaged. The further disregard in the calls to end RIMPAC increase the distrust between the Pacific communities and the military branch that lets the abuse happen in earnest. The military should be held responsible for the cleaning and decontamination efforts of past exercises and the representatives of Hawai'i should endeavor to put an immediate stop to the RIMPAC. Delaying the stop only leads to further distrust from the peoples of Moana Nui who suffer from the war activities that plague our home.

I oppose RIMPAC as a descendant of U.S. imperialism, a daughter of Lao and Cambodian refugees who people and country were displaced by American military intervention. The consequences of that intervention did not end with the war. Unexploded ordnance (UXO) remains embedded in our ancestral lands to this day, destroying livelihoods and blocking access to the food sustainability and education our communities depend on. Children are still being killed and maimed by these bombs, bombs that were dropped decades ago and never cleaned up. I oppose RIMPAC because it uses Hawaiʻi, a neutral, sovereign nation, as a staging ground for U.S. military exercises, cloaked in the language of benevolence. this is not generosity. As someone who spends most of my time on the water, I have seen the harms of human impact on our ocean, and have witnessed whales be beached by being disoriented by sonar. The military has historically and infamously destroyed land and sea, and not just in Hawaii. The negative environmental results of military training/testing/exercises is undoubtedly and disproportionately felt more by the islands and the animals who live on and in the surrounding ocean. I’m really not good with words and how to express them verbally, but reading about RIMPAC and what it does (and going to do) with our islands, it infuriates me. Those other people never care that the local people living in that land, their culture and customs, and how they live off of their environment. Our pacific islands are small, and we live in the largest and deepest body of salt water on Earth. We won’t have anywhere else to go if our islands get destroyed, and I’m pretty sure the people who caused this mess would not welcome us. If the U.S wants to practice their military, why not do it in their own lands. Well it’s not like it was ever theirs though. Anyways, just the thought of seeing the islands that I love, with it’s beautiful landscapes, nature, and culture of their own, being destroyed due to RIMPAC and militarization, really saddens and angers me. The devastating wake of RIMPAC are irreversible destruction to our waters and marine life that is the permanent problem for all of Hawai’i. “National security” and “readiness” are the go-to rhetoric the military uses to indemnify themselves from state and federal laws that safeguard this fragile ecosystem. Kia’i Kanaloa has been witness to the detrimental effect of RIMPAC on our whales & dolphins, the affect that leads to death. Do not be swayed by the narrative that they proactively avoid marine mammals. Ship based surface observation leaves you blind to where our Kanaloa spend most of their time - well below the surface. The continuous onslaught of foreign sound from the many vessels are compounded by ordinance blasts and sonar. The cumulative impact of these acts of harassment are immeasurable.

I have listened to the bombs and machine guns echoing off the sacred mountains on Oahu at all hours of the night, witnessed the blatant disrespect to the people and land from soldiers living and visiting these islands and while I was not born in Hawaii or the USA, feel only a small fraction of the sadness of the people whom have had their land taken from them and sold to greedy people whom have done nothing but desecrate it and use it to spread more hate in the world. AF3IRM is a transnational feminist organization where Native, Black, and Immigrant women unite to organize against imperialism and colonization because of the violent impacts these systems have on the land, women, and girls of the global majority. The women of the AF3IRM Hawaiʻi Chapter reject RIMPAC and the death and destruction inflicted by the U.S. military here and everywhere! War games and legacy of “rest and restoration” of soldiers in occupied Hawaiʻi. The main perpetrators of sex buying/trafficking are men perpetuating male entitlement and systems of tourism, militarism, and policing reinforce one another. The violation and commodification of ʻāina and women are interconnected issues. Places with a large military presence often see higher rates of domestic violence, intimate partner violence, and sexual exploitation against women as a result of a larger process of normalized violence. To end RIMPAC is to restore the safety and care for women, girls, and māhū in Hawai‘i and every land. Native Hawaiian women, girls, and māhū, those closest in an embodiment to mother earth, have endured the brunt of the physical abuse from the military. From part 1 of the Missing and Murdered Native Hawaiian Women Girls and Māhū (MMNHWGM) report(https://www.oha.org/wp-content/uploads/MMNHWG-Report-Web.pdf), 38% of those arrested for soliciting sex from a thirteen-year-old online through Operation Keiki Shield are active-duty military personnel. Because for Indigenous women, girls, māhū, two-spirit folks and our families, these are more than statistics but a shared reality empowered by colonization, upheld by the military and the rape culture it glorifies, an example of this is the surge of sex trafficking and exploitation in Hawai‘i during RIMPAC. With the presence of military personnel from other nations, there is a spike of violence and coerced rape. We believe that dismantling patriarchy must be at the heart of this struggle if we are to ever truly address these issues. Because we know all too well that where the land is plundered, resources extracted, and poisoned, the women and feminine relatives are decimated as well. We demand an end to the extraction and exploitation of land, water, oceans and kānaka. We demand the protection of our land and our bodies!

Harm to the Public, especially Women, Children and Māhū: Sex trafficking increases dramatically during RIMPAC. This means children, men, women and māhū (transgender people) are being used for sex every RIMPAC season by some of the 25,000+ troops participating in RIMPAC, whose sexual appetite is so notorious that strip clubs hang “Welcome RIMPAC” banners outside their doors during the exercises. U.S. Servicemen are known internationally for violence toward māhū and women. Racist violence, such as the killing of Kollin Elderts by a drunken federal agent during APEC in 2011, is always a risk in Hawaiˈi and has historically been protected by both the State and the United States government. In addition, RIMPAC is a mental health hazard. Increased fear, anger, disempowerment and trauma resulting from the continued invasion of Hawaiˈi and destruction of its lands harm its people, and RIMPAC displaces local families from beaches, trails and other areas in which families might find respite. RIMPAC makes Hawaiˈi a real potential target for attack, including nuclear annihilation, due to the combined aggression of its participants worldwide. Harm to Marine Animals: RIMPAC is devastating to our ocean. A “take” (kill, harm or disrupt) permit is granted for over a million marine animals per cycle. Auditory monitoring and “visual inspection” of the ocean surface before explosions take place do not prevent the actual deaths of dolphins, whales and other marine life. Sinkex (the bombing of retired ships) and other polluting practices contaminate fish and other ocean creatures with toxins such as PCBs, PBDEs, tributyltin, PFAS/PFOA, asbestos, TNT, RDX, and a plethora of heavy metals. Turtle nesting areas are severely harmed by by amphibious landings. Sonar, which is used extensively for four RIMPAC weeks, harms cetaceans such as dolphins and whales, sometimes resulting in death. Propellants and heavy metal leachates cause reef death by disrupting zooxanthella and increasing thermal sensitivity that leads to bleaching, which is devastating to many fragile species and entire ecosystems that rely on coral. Many other harms exist as well. Harm to Climate: Climate change is one of the greatest security threats to the people worldwide. Climate change is responsible for increased international tension, and disasters such as the Lahaina fires in 2023, and storms that cause refugee crises. The United States military is the institution responsible for the world’s largest climate impact, and the atmospheric harm of RIMPAC dwarfs every other activity or industry in Hawai’i, or the output of many nations. Each RIMPAC produces an estimate (the military is problematically exempted from actual reporting at all, which needs to change) of 693,366 metric tons of CO2, and RIMPAC 2026 may easily exceed 700,000 metric tons, due to the increased scale and number of participants. This is far more than the total output of many nations, such as the Marshall Islands and Tuvalu, which are directly threatened by carbon-driven sea level rise and may be forced to flee to Hawaiˈi or other higher ground if inundated. Greenwashing, such as the diversion of biofuels from civilian use to artificially inflate the Navy’s mitigation appearances, increases harm rather than reducing it. NO2, SO2 and other toxins from approximately 40 surface ships, five submarines, and 140 aircraft drive ocean acidification and temperature rise, which contributes to coral bleaching and planetary warming. Harm to Hawaiˈi’s Sovereignty: Hawaiˈi is a peaceful, neutral country under a prolonged occupation that its people have consistently, civilly asked the United States to undo and repair since 1893. This lack of restoration has led to mass displacement, systemic racism, and mass killing of the Indigenous people through oppression-linked chronic diseases, along with threats to the entire population from potential targeting by nuclear powers antagonized by the United States. It is a grievous harm to a country dedicated to peace to be utilized as bombing practice for atrocities globally. Inviting notorious human rights violators such as the U.S., Israel, Indonesia and the Philippines who are actively, presently involved in genocide and other crimes against humanity, to join in this assault of Hawai’i’s sacred lands and waters is a horrific wrong, to which Hawaiˈi cannot be complicit. Cumulative Harm: RIMPAC is considered the “Superbowl” of military exercises in the Pacific. Many of the 31 countries sending their militaries to RIMPAC are also hosting U.S. war games in their territories, despite the intensive protests of their people. The harms caused by RIMPAC in Hawai’i are also experienced by people in countries subjected to U.S. war games around the world, sometimes to an extreme degree. Hundreds of multilateral war drills are taking place across Asia and the Pacific from April to September, including large scale multilateral drills in Japan (Resolute Dragon), Guam (Valiant Shield and REFORPAC), the Philippines (Balikatan and Salaknib), Australia (Pitch Black and Talisman Sabre), Indonesia (Super Garuda Shield), and Korea (Ulichi Freedom Shield), which cumulatively bring over 220,859 troops into these countries, in some cases up to 45,000 troops at a time. This is in addition to the thousands of U.S. troops already deployed in these countries, against the people’s expressed protest. These war games bring increased human rights violations, violent assaults, murders and other crimes, often with no consequences. Bombings, war drills, and military presence disrupt the livelihood of fisherfolks and farmers, and their land is often stolen. Communities become magnets of large scale warfare and conflict, putting them at risk of invasion and annihilation.
