Class Overview
The Missouri EMS Administrator Course is a comprehensive training program designed to equip current and aspiring administrators with the essential skills to manage operations effectively, offered both in an online and in-person format, to accommodate working EMS professionals. The course combines lectures, case studies, and practical exercises to address the specific operational challenges of Missouri ambulance districts. It fulfills the new state requirements of Section 190.122 RSMo, and is offered together with the Missouri Ambulance Association.
The curriculum prioritizes servant leadership while covering critical technical areas including financial management, quality assurance, and human resources. Extensive focus is placed on regulatory compliance, specifically Missouri Revised Statutes Chapter 190, the Sunshine Law, and federal mandates like HIPAA and EMTALA. Participants will also develop strategies for grant writing, community engagement, and ethical decision-making. The program culminates in a capstone project, ensuring graduates are prepared to lead with integrity and fiscal responsibility.

EMS Legal Services
EMS Legal Services was established in 1977 by Frank E. Foster to serve emergency ambulance districts throughout the State of Missouri. Drawing from his experience working with the Missouri Department of Health & Human Services, Frank Foster developed a practice focused on meeting the needs of ambulance districts and boards that help administer EMS services. Over the years, the practice broadened to include fire protection districts and emerging 911 districts.
Today, EMS Legal Services works with more than one hundred thirty emergency service districts throughout Missouri, providing each district with the legal expertise needed to address issues ranging from federal laws involving Medicare collections, state laws under the Missouri Sunshine Law, and local regulations enacted by other governmental agencies.
