Elsie Josephine Johnson,16, went missing from her family's home at 600 Coleraine Road in Catonsville on May 3, 1969.Ms. Johnson's nephew, Edward Johnson, told the police that he had received a telephone call on May 8 from an anonymous person who said she was staying in the 4900 block of Dunmore Street. However, the family had been told Ms. Johnson had left the Dunmore Street address.
Ms. Johnson had been found near the 3900 block of Chesholm Road, she had been shot four times at close range with a 38 caliber pistol. There was a man's name found on a book club application in her pocket. The police were looking to speak with a 22 year old East Baltimore city employee who was thought to have been an acquaintance of the Ms. Johnson.
Ms. Johnson had been working as a nurse's aid and also had been a resident of the Montrose School for Girls.
On June 6, 1969 four men including Andre Van Lear Foster of the 900 block of Mt. Holly St. , William "Fat Billy" Henry Frazier, 24, of the 800 block of Lyndhurst Street, Charles "Chop Chop" , Edward Harrison, 32, of the 1600 block of North Bethel Street and Herbert Simms, 22, of the 700 block of Allendale Street were arrested for the death of Elsie Josephine Johnson. Police raided Mr. Frazier's home and confiscated a 38 caliber revolver. They also identifed an auto believed to have been used in transporting the victim to the park. Ms. Johnson was last seen alive leaving a 2-day party in the 1600 block of of Bethel Street at 2AM on the day of her death. All four of the accused were charged with conspiracy to commit murder. and 3 of them were charged with being accessories before and after the killing.
According to the November 12, 1971 edition of the Baltimore Sun, Mr. Foster testified that he had dated Ms. Johnson and that he was angry at her for "putting the police on his trail". Foster contended that he had 2 accomplices Vernice J. Smoot and Herbert Simms. Andre V. L. Foster had been given a life term for the murder. Foster had tried to get his conviction over turned because of an improper remark to the jury. The Court of Appeals denied the request.
This blogger cannot find an Andre VL Foster using the Maryland Inmate Locator in 2010, nor does he have a record with the Maryland Judiciary Case Search. He either was paroled or died while in prison.
