Clear Cambodia has been piloting the plastic filter since 2022, steadily increasing production each year. For 3 years they have not had a central document with installation and maintenance details that are specific to plastic filters. As a result, there are differences in techniques and quality control between provinces.
Through interviews with staff and users and academic research, I decided on the best, and most reproducible, installation procedure for plastic filters. I noted changes to the procedure clearly for managers to review their internal processes.
I followed a similar style to CAWST, the central organization for BSF's. I had to write with clear, concise wording, as the majority of my audience has English as a second language. Donors will also access this document to review Clear's processes.
With Clear shifting to plastic filters, I included an analysis between plastic and concrete filters. This can be used as a decision-making tool for production. The analysis included thoughts from staff (headquarters and provincial), users, and technical details.
Clear has faced issues with lifespan, spout placement, and feelings of ownership by users.
Approximately 2-5% of plastic filters released to users have broken before reaching the 10-year lifespan goal, primarily due to being knocked over by children or animals, especially on hard surfaces. To address this, I proposed a range of strategies that progress from low-cost, low-effort solutions to more resource-intensive interventions.
This began with adding new survey questions to monitoring forms to identify the conditions leading to breakage. I proposed solutions ranging from preventative footers and mounting to ribbing at stress points and copolymerization/impact modifiers. The goal was to develop a well-structured decision-making framework.
I also explored research on placing the spout inside the filter, which can create a pathogen short circuit. Additionally, I examined issues related to ownership as Clear transitions to providing filters for free.
