Regional Learning and
Doctrine Development Division
The Regional Learning and Doctrine Development Division of Police Regional Office 10 is responsible for the performance of the following functions:
- Assist and advise the RD, PRO in the conduct of trainings which are directed towards law enforcement, internal security operations, and delivery of appropriate and adequate police services;
- Review course content to include correct attitude and values commitment to the police service and modern techniques necessary in the performance of police functions;
- Implement rules and regulations on promotions relative to appropriate training;
- Formulate, supervise, execute, and monitor all trainings being implemented by NHQ;
- Facilitate the processing of all trainings and seminars and ensure compliances with the prescribed program of instruction and curriculum of such trainings and seminars;
- Supervise and facilitate the conduct of prescribed Physical Fitness and Sports Development Program;
- Provide and maintain a database for training programs as well as training lineal lists and the updated library collection of this PRO; and
- Disseminate Administrative and Operational PNP Doctrines.
SECTIONS
Implement doctrines pertaining to the organization, administration and operations of Police Regional Office 10 in coordination with the concerned Division Staff;
Execute directives and policies from the National Headquarters for the enhancement of doctrines;
Collate, study, and research operational and administrative reports of field officers and students for doctrine adoption;
Implement current training doctrines for the enhancement of individual and unit training in foreign and local trainings;
Administer plans and policies regarding the acquisition and development of general doctrines to serve as guidance to all PNP personnel in the performance of their duties; and
Implement education and training institutions on the professional development of the PNP personnel.
Handle applications on mandatory training, in-service training and specialized course of all uniformed personnel based on the Training Lineal List (TLL);
Handle applications pertaining to local, foreign training and scholarship programs for PNP personnel;
Monitor the conduct of the Field Training Programs (FTPs) for Patrolman and NAPCOs;
Maintain the Training Lineal List of uniformed personnel; and
Implement in-service trainings based on the approved MTAP and other unprogrammed trainings.
Implement the directives, plans, programs and policies pertaining to physical fitness and sports development program for the NHQ;
Coordinate with other government trends for the development of physical fitness and sports development program of the PNP;
Prepare and submit monthly physical fitness and sports development program accomplishment reports; and
Supervise and facilitate the conduct of physical fitness and sports development program.
