Our heartfelt welcome to all the valued partners and visitors of our Electronic Local Governance Resource Center (eLGRC).
Embodied in this facility is our zealous determination to promote knowledge-sharing among the stakeholders of the advancing field of local governance.
Our belief in the essence of “collaboration” pushes our team to innovate. Our manifold experiences at the onset of the global pandemic made us embrace that technological advancement is an indispensable channel of ensuring the integrity of a continuous public service
With its mandate to supervise local government units, the Department of the Interior and Local Government (DILG) recognizes that it alone cannot monopolize knowledge and information. Hence, the collaborative efforts of other governments agencies and private organizations are imperative -- be it to strengthen knowledge management, share Best Practices, or Capacity Development (CapDev) interventions for LGUs, and thus sustain continuous improvement on the current and future demands in the CapDev market.
As our country has managed to transition, reshape and adapt to the changes brought about by the Covid-19 pandemic, our realizations during its height will remain as one of our launch pads for innovations. With this eLGRC facility, it is our greatest hope that more and more stakeholders will take part in our efforts of bringing excellent and innovative public service to our locals.

The facility of the LGRC aims to deliver quality, strategic and responsive capacity development for promoting and undertaking replication of exemplary practices to provide support to local development planning, content development, and technical assistance.
Serves as a broker link between LGUs and other local governance stakeholders and programs and provides access to a network of coaches, experts, and local resource institutions. Its activities include brokering, expert directory locator Help desk, and Information Referral Service.
A facility that serves as the repository and channel of communication and information sharing of books, publications, exemplary and replicable practices, audio-video materials, and other knowledge products. Provides access to LGRC Website, Integrated Library Management System, Local Governance Performance Management System (LGPMS).
A facility that aids programs that promote good local governance practices and innovations, knowledge sharing, knowledge exchange programs through conferences, round table discussions, and forums on exemplary practices, tools and processes, cases, policy issues, and governance trends. This facility also caters to information dissemination and Partnerships with media for public education.
"Sikad" is a Filipino word which means to stride forward and to take a leap. This is a program which will serve as a guide to lead the way of all the modern heroes and government officials of the Province of Tarlac. It shall also be a reminder for the public servants to take a leap up on their journey towards good local governance.
