CSS Minimun Package-2016
The Ministry of Education has developed the comprehensive School Safety Master Plan in November 2018 based on the three pillars of the global Comprehensive School Safety Framework provides a roadmap for ensuring that all students in Nepal can be educated in safe schools. A key part of the Master Plan is a minimum package of measures that need to be implemented for schools to be classified as safe learning environments
CSS Implementation Guideline
The Ministry of Education has developed a guideline to guide the operationalization of the CSS Minimum Package in a systematic and strategic way, including by specifying the roles and responsibilities of stakeholders to promote the minimum level of school safety at all levels of public and private schools including early childhood development centers

CSS Implementation Guideline for Local Government
Local government plays an important role in ensuring that every child has access to quality education. According to the current federal structure, the local government can take the lead in preparing local education policies, rules, and guidelines to promote school safety, so the role of the local government has increased.This manual provides a comprehensive outline of the role of local government officials in schools for comprehensive school safety and disaster risk reduction. However, for detailed information, the Comprehensive School Safety Implementation Guideline will guide. The said schedules are all mentioned in the same guideline.
CSS Implementation Guideline for Schools
The school should create an appropriate environment for the School Safety Liaison Teacher to prepare, annually update and implement the school wide school safety plan.The plans so prepared shall form an integral part of the School Improvement Plan and updated within two months of the commencement of the new academic session every year.Key activities of the comprehensive school safety plan should be included in the school's annual calendar.There will be nine school level activities related to comprehensive school safety
