I am a Professor in the School of Education at the University of California-Davis and co-editor of Education Finance and Policy. I evaluate the effects of school, state and national education programs, policies, and practices on overall student achievement, and on the equity of student outcomes.
My work has focused on online education in both K-12 schools and community colleges, school choice programs, school accountability policies, and effects on students of exposure to demographically similar teachers. Among other projects, I am currently working on a study funded by the Spencer Foundation looking at responses to COVID-19 in California community colleges, a study funded by the Institute of Education Sciences looking at the effects of instructor professional development on online students' outcomes, and a study funded by the Smith-Richardson foundation on the effects of charter school competition on traditional public school students' outcomes.
