About the EAUSD

Role of the Authority on Unexplained Scientific Discoveries

The EAUSD, commonly referred to as USD or Occult Authority, is a specialized body of the European Union, which has three primary functions related to the occult or folklore:

  • study and preserve occult life,

  • maintain security and peace between human and arcane life,

  • advise the Union and private parties on best practices on the subject of arcane life.

In addition, the Occult Authority provides guidance for psychological welfare where human and arcane life intercede.

EAUSD History

First founded in 1360, following the Black Plague that ravaged the European continent, the organization passed through many names and leadership. Initially, it was established as a religious order to combat occult phenomena and events, but grew as Europe did, eventually being formalized in 1815 during the Congress of Vienna. As the European Union dream became more and more vivid in the 20th century, the then-named European Organization for the Arcane Studies grew more powerful and more recognized, eventually being informally absorbed within the competences of the Union. In 1997, the EAUSD was officially formed.

The EAUSD's nature requires prompt, immediate action on an almost daily basis. As such, the Authority is vested with special powers under EU secondary law to act with certain benefits, including partial independence, yearly reviews, heightened financial inputs. Such powers are wielded by a trio of bodies, headed by a representative of the Parliament or Commission voted by the members.

Director

The Director acts as the head of the EAUSD, managing its operational and administrative work and chairing meetings of the Authority Board. They are additionally tasked with ensuring that the Authority follow the guidelines and provisions it was founded on, primarily the Amsterdam Treaty of 1997. The current Director is Friederich Mongenast.

Decision Board

The Authority Board is the EAUSD's decision-making body, and is tasked with directing the activities of the body, setting the budget and is summoned for emergency meetings if a particular event occurs, which affects a majority of Member States represented. The Board is composed by representatives of each Member State's relevant ministry (Ministry for the Occult, Arcane Ministry, Mystery Ministry).

Executive Officer

The Executive Officer is appointed by the Director, and is in charge of the daily activities of the EAUSD, appointed firstly as an interim measure, then established as a permanent position to ensure the smooth functioning of the Authority. The current Executive Officer is Lucrezia Sforza.

EAUSD Divisions

The Authority has, since 2007, been structured into a number of Divisions to more efficiently manage the different challenges that the EAUSD must face, and the tasks it must undertake:

Research and Investigation Division

The primary step in the cataloguing of an arcane phenomenon or being is managed by the Research and Investigation Division. The primary tasks of this body are: to investigate folklore or urban legends, and to establish their verity; to research the noted events or beings and to establish their nature, locales, habits and means of containment if necessary. The R&I Division retains a sizeable presence online via personnel tasked with browsing online forums and social media for possible occult or arcane phenomena or events. 

Security and Containment Division

If an arcane phenomenon or being poses a threat or danger to the population, containment or dissuasion measures are put in place. Given the nature of most hostile arcane phenomena, these are rarely permanent, and are instead solutions that typically impair or temporarily ward off a hostile being. Permanent measures can usually be taken for environmental or large-scale arcane events, such as the Black Plague or the current AI Metavirus Containment project. It must be noted that containment measures are typically not violent in nature, though a small military force is assigned to EAUSD missions given the possibility of hostile outbursts or situations.

Outreach and Ambassadorship Division

While most arcane beings are non-sentient or animalistic in nature, following basic instincts or routines, some are fully sapient. Such beings, who can communicate and understand humans, interact with this Division to acquire enhanced protections, be informed on their rights, or even join the EAUSD. Additionally, the O&A Division interfaces with private parties, governments and citizens to answer questions and provide guidance on the subject of arcane life.
