THE SECRET PACT

The pact began in the wake of one of the League’s ugliest and most personal crises—an attack by the villain Arthur Light. Arthur Light, a persistent harasser and stalker, broke into the Hall of Justice and assaulted Sue Dibny, secretary of the Justice League and wife of the superhero Ralph Dibny (the Elongated Man). Though other heroes intervened before Light could go further, the event shook many members deeply.

At that time, several League members—including Zatanna, Hawkgirl, Green Lantern, Flash, Vixen, and the Martian Manhunter—were feeling worn down by the endless cycle of villainy. They faced adversaries who not only committed mass destruction but also tormented victims on a deeply personal level, often without facing proportional consequences. Some, like Light, had no plans for grand-scale destruction but specialized in psychological and physical terror.

Frustrated and feeling that normal justice failed to protect the innocent, this faction of the League proposed a radical idea: for the most extreme and irredeemable cases, they would remove the capacity for evil from offenders. The method? Zatanna’s magic, specifically altering a person’s mind to erase violent tendencies and dangerous impulses.

When Batman stumbled upon Zatanna performing a mindwipe on Arthur Light, the conspirators erased his memory of the event, preventing him from interfering and ensuring the pact remained a secret.

The pact was controversial from the start. But some future members, like Black Lightning, voted against it when find about it, and then resigned from the League in protest. Notably, Batman, Superman, and Wonder Woman—the League’s “Trinity”—were never informed. 

THE METHOD

 The process, led by Zatanna, was framed as “not lobotomization” but a magical purging of malice, leaving the subject unable to repeat their crimes. The Martian Manhunter avoided doing it himself, warning that his telepathy could cause irreversible damage to the human brain if he attempted such selective extraction.

 Over the years, this method was applied to multiple villains, including:

  • Arthur Light, Dr. Destiny, Brainwave, Black Mass, Dr. Spectro, Dummy, Evil Star, Lady Lunar, Sonar, Rampage, Major Disaster, Puzzler, Monocle, Neutron …and more, some of whom were minor threats, others major figures in the supervillain world.

  • William Zard (Wizard), Jason Woodrue (Floronic Man), Deborah Darnell (Star Sapphire), Mark Desmond (Blockbuster), Hunter Zolomon (Zoom), Aviva Metula (Shadow Thief), members ot the Secret Society, who discovered Justice League's secret identities and had to be mindwiped as well.

CONSEQUENCES

 Initially, the results appeared successful—global crime rates dropped, and several dangerous individuals vanished from the public eye. Some members saw this as proof the pact worked. But the reality was more complicated.

  • Degradation of Victims – Over the years, the magically altered villains became apathetic, confused, and unable to function normally.

  • Some forgot loved ones, basic skills, and personal history.

  • A few wandered into homelessness or were institutionalized.

  • Those who had built new lives slowly lost them to mental decline.

  • Erosion of Trust – The mindwipe of Batman had lasting consequences. Though he did not consciously remember, the erasure created a deep subconscious mistrust of his teammates. This paranoia led him to secretly design the Plans of Contingency to neutralize every member of the League—plans later tied to ARGUS and the U.S. government.

  • Resignations – Heroes like Black Lightning left in protest after the pact was enacted, unable to reconcile it with their values.

EXPOSURE

The truth began to unravel after Sue Dibny’s death years later. Ralph Dibny discovered a letter she had written revealing the pact and her support for it—though she had refused to have her own mind altered. She also exposed Batman’s memory erasure. When the Trinity learned the truth, the moral rift within the League became impossible to ignore.

In an effort to investigate the scope of the pact, Doctor Fate was enlisted to trace the magical links to all affected villains. In doing so, he reversed the spells, restoring the memories of every mindwiped supervillain across the globe.

The fallout was immediate and dangerous:

Villains regained knowledge of past grudges and the League’s true identities.

The Secret Society, led by Vandal Savage, obtained and weaponized this information.

Savage allied with the League of Shadows, and the threat expanded to include the friends and families of League members.

The exposure of the pact forced the League to confront the damage they had caused—both to their enemies and to themselves. The Trinity demanded an end to all secrecy, the creation of emergency contact systems to protect loved ones, and a unified effort to contain Savage and the restored villains.
