• Review and revision of Governing Documents: The Board has reviewed and revised our Governing Documents to eliminate outdated and irrelevant content. The next step in this process, is to have the Association Attorney review these changes, make additional revisions and apply all changes to HOA laws including the The Washington Common Interest Ownership Act (WUCIOA). When these revised Documents are available, they will be posted on this site allowing for community comment on the revisions that have been made and, suggest additional changes and revisions. This is your opportunity to form the rules by which this community is governed. Our goal is to have rules and regulations that reflect the interests of those who are subject to them.

For those who have a "Consent to Electronic Notification" on file with the Association, you will have the opportunity to review and comment online, Article by Article, showing the original content and, all revisions that have been made. You will be able to comment on each Article and, submit your suggestions for revision. For those who have declined consent to electronic notification, a copy of the original and finalized revision will be mailed, and you will have the opportunity to make suggested revisions via return mail. All suggested revisions, including those submitted by mail, will be included in the online vote. This online vote is not a vote to approve the documents (that must be done at a meeting called for that purpose). The online vote is designed to give everyone in the community the opportunity to show support for changes suggested by everyone in the community and, to give the Board a clear picture of what revisions have strong community support. Any revisions that reflect a simple majority in the affirmative, unless prohibited by applicable law, will be included in the final Document.

When the window closes for community input, an online vote for all suggested changes will be posted on this site. The Board will apply the changes and submit the finalized copy to our Attorney for review. A meeting of the membership will be called on June 27th at 6 pm (tentative), for a vote to approve the new Documents (and enjoy delicious barbecue). If approved, the Board will record the new Documents with the County. Once recorded, compliance and enforcement will commence. Our community rules and regulations will be formed by these revised documents, and will be enforced as defined in a "Rules & Regulations" page on this site. For those who have not provided Consent to Electronic Notification, a copy will me mailed to the address on file with the Association.

It is our goal to eliminate the pattern of non-compliance and lack of enforcement. The rules we create, are for the purpose of enhancing and protecting the value, desirability and attractiveness of Eaglecrest for the benefit of all.

• Reserve Study: We have submitted Requests for Proposals to obtain a Reserve Study. This study will guide us through the current and future financial needs of the community. Any future changes to Association Dues will be based on this study.

• Website Development: The new Eaglecrest website is being designed to focus more on the community, and to provide more feedback from the Association. It has been mentioned at numerous meetings, that there is a desire to have a private discussion forum limited to those who reside in the community. For those who have submitted a Consent to Electronic Notification, a private Community Forum has been created. To access this forum, go to Sign In / Register to create your user account(s).

If approved in the Governing Documents, A form for online submission of projects to be reviewed by the ACC will be implemented. An example of this functionality has been created based on our current ACC requirements and will be modified once the new Documents are recorded.

This site is being developed at no cost to the community. There are more features to come however, we would very much appreciate the help of anyone in the community with graphic and/or web design skills.

• Fences, Walls and Shrubs Fences, walls or shrubs are permitted to delineate the lot lines of each lot, subject to (1) the approval of the ACC and (2) determination of whether such fences, walls, or shrubs would interfere with easements of record. All fences, must meet the standards set by the ACC and must be approved by the ACC prior to construction or installation.
• Refuse All Lots shall be kept free of debris. All refuse shall be kept in sanitary containers concealed from the view of other Lots.
• Storage and Permanent Parking Owners may not store goods or equipment or permanently park vehicles (e.g. boats, cars, trucks, trailers, campers, recreational vehicles) in open view on any Lot. When such vehicles, equipment or goods are parked or stored on Lots for a period over forty-eight hours, they shall be adequately screened from the view of adjacent roads and other Lots.
• Animals No animals other than domesticated household pets may be raised for commercial purposes nor may they become a nuisance. Commercial purposes shall not include the raising, keeping and breeding of household pets for hobby purposes. With the exception of cats, all animals shall be confined to the boundary of the Lot and shall not be permitted to roam freely throughout the Property.
• ACC The ACC or the Declarant or his or her designee shall review proposed plans and specifications for residences, accessory structures (e.g. garages, barns, garden sheds, toll sheds, doll houses, tree houses, gazebos and playground equipment), fences, walls, appurtenant recreational facilities (e.g. hot tubs, spas, basketball courts, basketball hoops, tennis courts, swimming pools, bath houses, animal pens or enclosures), or other exterior structures to be placed upon the Property. No structure may be built or exterior addition or structural alteration may be made until plans and specifications showing the nature, kind, shape, height, materials and location of the proposed structure or alteration have been submitted to and approved, in writing, by the ACC. The ACC also shall review proposals to change the exterior color of homes.
• Submission of Plans All plans and specifications required to be submitted to the ACC shall be submitted by mail to the address of the ACC in duplicate. The written submission shall contain the name and address of the Owner submitting the plans and specifications, identify the Lot involved.
