Pamplona National High School's creation was formally recognized through Republic Act (RA) 6878, which established the school as an independent national high school. The school was previously an annex of the Ramon B. Felipe Sr. National High School in Barangay Del Rosario, Pamplona, Camarines Sur. RA 6878 separated the annex and converted it into Del Rosario National High School.

Before RA 6878, it was the Ramon B. Felipe Sr. National High School – Del Rosario Annex.

The law separated it from the Ramon B. Felipe Sr. National High School and converted it into an independent national high school.

All personnel, assets, liabilities, and records of the annex were transferred to the newly established Del Rosario National High School, now known as Pamplona National High School.

The initial funding for the school's operationalization was taken from the current year's appropriations of the Ramon B. Felipe Sr. National High School – Del Rosario Annex.
