The “Death by Incarceration (DBI): State of Delaware Life Sentences” summit was held by and for previously incarcerated people, family/friends of currently incarcerated people, criminal justice system personnel, academics, policy makers, and members of the general public to:
Learn about death by incarceration (life/LWOP/virtual life sentences) in Delaware.
Discuss individual- and community-level harms of our current sentencing laws, and mechanisms for relief.
Humanize and put a face to people currently facing DBI and their communities.
Identify specific policies for reform and ways for people to bring about positive change.

Our Keynote Speaker: Dr. Sandra Joy
Dr. Joy is a Sociology Professor who has been on the faculty at Rowan since 2002, teaching courses such as Race & Crime, Race & Social Justice, and The Sociology of Death, Dying, & Bereavement. In 2002, she received her Ph.D. in Sociology from Temple University and in 1990 she received her M.S.W. from Norfolk State University. Dr. Joy is also a Licensed Clinical Social Worker with a dozen years of experience as a mental health and substance abuse therapist. For several decades, whether Dr. Joy was working in the mental health field or within academia, she has maintained her work as a community activist. She has been an abolitionist in the anti-death penalty movement throughout this time and served for many years on the Board of the Campaign to End the Death Penalty (CEDP). She is a member of the Philadelphia Coalition Against Death by Incarceration (CADBI). She serves as a member on the Board of the Kalief Browder Foundation and is an Advisory Board member for the Petey Greene Program.
Dr. Joy is the author of Coalition Building in the Anti-Death Penalty Movement: Privileged Morality, Race Realities (2010) and Grief, Loss, & Treatment for Death Row Families: Forgotten No More (2014). She recently co-authored the recent book (2022), titled Life Without Parole: Worse than Death?
She serves as the coordinator of the Rowan Youth Empowerment Program, a group that offers mentoring to Rowan students who have experienced the incarceration of one or more parents. She is also an active member of the Africana Studies Council and she is on the advisory board of the Rowan Office of Social Justice, Inclusion, and Conflict Resolution.
Khalil Abdar-Rashid is a Certified Peer Recovery Specialist (CPRS), Certified Supervisor of Peer Specialists (CSPS), Certified Alcohol & Drug Counselor (CADC). He has an MBA and BA in Psychology and over 20 years of experience in the field. Khalil founded Missed Opts Inc. and has published three books: ‘Black Boy Lost’ (2017), ‘Faith’s Journey’ (2019), and “Suffering in Silence” (2021).
Activist, author, radio host, singer/songwriter, and most importantly, Mother of a Son sentenced to Life + 527 Years for a non-life taking conviction.
Attorney Igwe began his career as an Assistant District Attorney (ADA) Philadelphia, prosecuting major felony cases (ex. rape, attempted murder, robbery, burglary, gun possession) and misdemeanor cases (ex. drug possession, DUI, theft). He then worked as an insurance defense attorney, never losing a jury trial and earning recognition in Verdict Search Magazine. Attorney Igwe is currently the managing partner of The Igwe Firm, a law firm dedicated to getting justice for those who have been injured or wrongfully accused, and a Lt. Colonel in the Delaware Army National Guard, where he serves as a Judge Advocate General (Military Lawyer).
With over 20 years of service to others and leadership in behavioral health, NaTascha is a Behavioral Health Consultant, faculty at Delaware Technical Community College, Transformational Life Coach, and international speaker.
Kevin O'Connell
Chief O’Connell is the Chief Defender of the Office of Defense Services. He has more than 30 years of experience representing indigent criminal clients, has been with the ODS since 2005, and was appointed to Chief Defender of ODS by Governor John Carney in May 2021. O’Connell was awarded the ACLU of Delaware’s Clarence Darrow Award in 2018 and is a Fellow of the American College of Trial Lawyers and a founding member of the Delaware Association of Criminal Defense Lawyers. He is a graduate of Vanderbilt University and Widener University Delaware Law School.
