Subject: Durham Committee on the Affairs of Black People Priority Items for ARPA Funds and Overall Principle for Budget Allocations in 2022
The Durham Committee on the Affairs of Black People (DCABP) seeks to appropriately represent the needs and desired initiatives of the Black community within Durham’s Legacy Black Neighborhoods, specifically the Braggtown, Walltown, Southside, Hayti/Fayetteville Corridor, Old Farm, East Durham, North East Durham and other legacy neighborhoods, impacted by the short-term and long-term policy and budgeting priorities of the Durham County Commission and the Durham City Council and any quasi-governmental decision-making bodies impacting legacy neighborhoods over the next 20 years. The DCABP and these legacy neighborhoods have made it clear that Durham was forged by a history of decisions that have led to inequitable outcomes along racial and economic lines. To the extent possible the DCABP intends to hold the public agencies accountable to make sure that we put an end to these inequities by demanding decision-makers review both short-term and long-term policy and budgeting priorities from a racial equity lens and priorities the needs of legacy Black neighborhoods.
Historically, these legacy communities often faced the effects of trickle-down. As a result, the DCABP will always put forward recommendations that fit our needs first! We must combat the practices of trickle-down economics. It is also the responsibility of the majority to protect the interest of the minority. Thus, Durham’s agencies should structure themselves to lift from the bottom!
The Durham Committee strongly supports the prioritization of ARPA funds to address the following:
1. Using funds to address closing the racial equity gap and using a racial equity lens for both short-term and long-term priorities.
2. Utilizing City and County ARPA funds to provide Rental Assistance for the 1,500 households on currently on the waiting list for Durham Rent Relief and other low-income families at risk of Eviction.
3. Utilizing ARPA funds to increase capital improvement needs of Homeless shelters and to increase the number of units available to meet the growing number of homeless families and households in our community.
4. Prioritizing both County and City ARPA funds to fund Homeowner Repair and Accessibility Grants to help long-time (10 years) residents in legacy Durham neighborhoods stay in their homes.
5. Utilizing both County and City ARPA funds to Build Permanent Affordable Housing w/in ½ mile of any investment in rail/trail.
We ask you to consider supporting the Durham Committee on the Affairs of Black People Priority Items for ARPA Funds and Budget Allocations in 2022.

"A committee of nine delegates representing the InterNeighborhood Council of Durham and their diverse neighborhoods has met 12 times over the past 4 weeks to do a deep-dive into the 85+ pages of privately initiated proposed text amendments to the UDO (Unified Development Ordinance) called “SCAD (Simplifying Codes for more Affordable Development)” by its applicant, the Raleigh-based developer James Anthony."

Dues are $25/year (January to December) but neighborhoods are encouraged to pay more than the minimum to support INC's work.
Please alert your neighborhood treasurer that INC dues for 2021 are due in January/February.
