Terminal Servers provide users access to the host OS, so they will always be accessing Windows 2003/2008, if they absolutely *must* be using Windows 7 then what you actually need is VDI where you virtualise the whole PC on the server.

Oh, and another (if not one the most important) things to look at is what the users will be doing as TS/VDI isnt always suitable for all situations, anything that is media heavy or requires a graphics card (such as CAD or even Photoshop to some extent), wont be a good candidate for TS/VDI. Good candidates are generally where PC's are just used for basic officework so just your basic web browsing, word/excel and Outlook.

Best OS: WIndows Server 2008 R2. There is no reason to even remotely entertain running a legacy OS. This is just a general rule for IT. Unless you have some incredibly tight requirement that forces you to install something old, always purchase current software. Intentionally purchasing outdated software is something that you only do when you really, really know why. It really shouldn't come up as a question in this type of scenario.

I would always go with the latest version that way you not only get all the new features (there are quite a few changes in 2008 R2 for TS/RDS), but you also ensure that you will have access to updates for the longest amount of time, there is no point buying 2003 now as support for it is already starting to end and unless you are stuck with ancient hardware that simply isnt compatible with Windows 2008 there is no reason not to use it.

I noticed that in Windows 11 when using the automatic tab function to shift and order windows on the screen, Microsoft Office products don't remember the last window size. I have to actually manually grab the corner of the window and resize it with my mouse so that it remembers it. Of course I have the J Friedman's add in running in the startup folder.
