Autonomous vehicles should only have to be moderately better than human drivers before being widely used in the United States, an approach that could save thousands of lives annually even before the technology is perfected, according to a new RAND Corporation report.

The allure of driverless cars is based partly on convenience and partly on the potential to eliminate costly human errors, such as driving when drunk, tired or distracted. More than 90 percent of crashes involve such driver-related errors, according to the National Highway Traffic Safety Administration.

Public safety: In 2021, an average of nearly 12 people died every day in California from vehicle collisions. In defense of self-driving cars, a representative from Mothers Against Drunk Driving, an orthopedic surgeon and bicycling enthusiasts argued that roads will be safer as human error-led accidents will decrease. Recalling incidents of harassment and discrimination, women and LGBTQ+ community members also pointed out the personal safety benefits of driverless cars.

Economy and inequality: At times, the hearing put the very soul of San Francisco on trial. Asking commissioners to reject fear and embrace innovation, SEIU Local 87 union members, software engineers, the San Francisco Chamber of Commerce and others argued that driverless cars would create more jobs and revitalize the struggling city.

Both Waymo and Cruise have their driverless cars avoid freeways, which tend to have fewer crashes per mile of driving. Both companies are active in San Francisco, which has more chaotic streets than most US cities.

The trolley problem is a series of thought experiments in ethics and psychology, involving stylized ethical dilemmas of whether to sacrifice one person to save a larger number. The series usually begins with a scenario in which a runaway tram or trolley is on course to collide with and kill a number of people (traditionally five) down the track, but a driver or bystander can intervene and divert the vehicle to kill just one person on a different track. Analysis of the data collected through Moral Machine showed broad differences in relative preferences among different countries.[43] Other approaches make use of virtual reality to assess human behavior in experimental settings.[44][45][46][47] However, some argue that the investigation of trolley-type cases is not necessary to address the ethical problem of driverless cars, because the trolley cases have a serious practical limitation. It would need to be top-down plan in order to fit the current approaches of addressing emergencies in artificial intelligence.[48]

Uber, the biggest ride-hailing service, had been hoping to have 75,000 self-driving cars on the road by 2019 and operating driverless taxi fleet in at least 13 cities in 2022, according to court documents filed in a high-profile case accusing the company of stealing trade secrets from Waymo.
