Dr. Tiffany Morse has spent more than 20 years in public education and still believes it can change everything.
She started as a classroom teacher, moved into state-level work, built career pathways across an entire county as a workforce development leader, served as a district Superintendent, and now leads human resources and labor relations for a Southern California school district. Along the way, she co-authored more than $28 million in competitive grants.
She also serves as Executive Director of NewCo Foundation, where the work is focused on giving students real-world work experience in high school, because our kids are not going to be able to get jobs without a complete redesign of business as usual.
Her particular obsessions include Career Technical Education, AI in schools, HR systems that actually treat people like people, and supporting doctoral candidates through the dissertation process..
She has taught at UMass Global Campus and California Lutheran University and holds a PhD in curriculum and instruction. When she's not working, you can find her camping or backpacking somewhere without good cell service, on purpose.

Tiffany works with school districts, county offices, nonprofits, and education organizations on a consulting basis, offering support in HR systems design, program development, grant writing and strategy, CTE services, and leadership coaching. She brings a practitioner's fluency to every engagement, having led the work herself at every level of the system.

Tiffany has served as a senior HR leader in California public education, with hands-on experience in employee relations, contract negotiation, personnel policy, workforce development, and compliance. She has built HR systems from the ground up and guided organizations through complex labor and personnel challenges with care and precision.
As Executive Director of NewCo Foundation, Tiffany leads programming designed to build entrepreneurial mindsets and economic agency in young people. Her work through NewCo connects directly to her belief that education should open doors, and that students from every background deserve access to the networks, skills, and opportunities that make that possible.
