Tunisia's Digital Strategy 2021-2025

The Tunisian Digital Strategy 2025, along with its comprehensive action plan, was elaborated through a collaborative and inclusive process. It was publicly discussed with key ICT ecosystem stakeholders during a dedicated workshop held on May 27, 2022, at Elgazala Technopark. This workshop brought together experts, industry leaders, and government representatives to ensure that the strategy aligned with the national requirements and expected goals. Following these consultations, the document of the strategy was presented and subsequently approved during a ministerial meeting chaired by Prime Minister Najla Bouden on June 21, 2022

The main objective of the Tunisia's Digital Strategy 2025 was to put the digitalization at the heart of the economic and social development of the country through eight (8) axes of development:
1. Legal and Institutional IT frameworks: Review of the legal and the institutional frameworks to modernize the governance model and to well regulate the new initiatives and forms of technological developments.
2. Social Inclusion (Digital and Financial): Develop the social inclusion either digital or financial to reduce the digital gap by mainly providing the citizens with the needed technological devices, the high-speed Internet access and the electronic means of payment.
3. Development of the network infrastructure and the hosting capability at national level: Develop the telecom and the IT infrastructure by providing a variety of offers to better serve citizens and businesses, to privately connect the government entities, and to enhance the hosting capacities at both sectorial and national levels.
4. Digital transformation of the public services: Accelerate the digitisation of the public services (G2G, G2E, G2B and G2C) by setting in place the main building blocks for e-Gov as digital identification, digital proofs, interoperability system, official citizen messaging box and so on.
5. Protection of the cyberspace and ensuring digital sovereignty: Secure the cyberspace, build the digital trust, protect against cybercriminality and ensure the IT sovereignty.
6. Data driven governance and development of AI solutions: Set up a data driven government through the smart use of data to have the needed dashboards for problem anticipation, decision making and strategic planning.
7. IT capacity building and improving digital literacy: Spread the digital culture and focus more on IT capacity building either reskilling or upskilling to have the qualified IT workforce at all levels.
8. Development of the digital entrepreneurship ecosystem: Develop the digital entrepreneurship ecosystem through developing the techno parks and the cyberparks and promote Tunisia as the most suitable destination for IT investment.
To support these strategic axes, an effective communication and change management plan was added together with a comprehensive cooperation strategy either bilateral and multilateral to follow the universal standards, the international recommendations as well as the best practices in the field.
