During a briefing on the novel coronavirus, Governor Andrew M. Cuomo today declared a state of emergency to help New York more quickly and effectively contain the spread of the virus. The Governor also confirmed 32 additional cases, bringing the statewide total to 76.

"As we continue to provide essential updates and encourage people to act upon the facts on coronavirus instead of the hype, I have officially done a declaration of emergency which gives us certain powers to help local health departments that are very stressed," Governor Cuomo said. "As the local health departments continue to monitor and quarantine people, we have a more expedited purchasing protocol to get them all the tools they need to contain the virus spread. In the meantime we are cracking down on price gouging which continues to be a problem, and I want businesses to be aware that you could lose your license because we are very serious about this."

The Governor of each state has designated a State Emergency Response Commission that is responsible for implementing the Emergency Planning and Community Right-to-Know Act provisions within its state.

The Governor of each state or leader of each tribe has designated a State Emergency Response Commission (SERC) that is responsible for implementing the Emergency Planning and Community Right-to-Know Act (EPCRA) provisions within its state or tribe.

For facilities located in on tribal land, the chief executive officer of the tribe is responsible for appointment of a Tribal Emergency Response Commission (TERC). A TERC has similar responsibilities as a SERC. Tribes may enter into a cooperative agreements with other tribes, or with the state(s) within which its lands are located to achieve a workable EPCRA program. Tribes that have entered into cooperative agreements should submit a copy of the signed agreement to the EPA Regional office for their location. [55 Federal Register (FR) 30641; July 26, 1990]

He issued a proclamation that directs state agencies and departments to utilize state resources and do everything reasonably possible to assist affected communities responding to and recovering from COVID-19 cases. It also allows the use of the Washington National Guard, if necessary. In January, the Washington Military Department activated the State Emergency Operations Center at a Level 1, the highest level, to help coordinate a statewide response.

There are now fifteen cases in Cobb, eleven cases in Fulton, eight cases in DeKalb, seven cases in Bartow, five cases in Cherokee, four cases in Fayette, three cases in Floyd, two cases in Coweta, two cases in Gordon, two cases in Gwinnett, and one case each for Lee, Henry, Lowndes, Polk, and Charlton counties. In Bartow, Cobb, and DeKalb counties, the number of cases doubled overnight. We have to remain vigilant, especially for our most vulnerable populations. For weeks now, my team has been working around the clock to make sure that we are ready for any scenario. We have increased capacity at our state lab to allow for coronavirus testing of specimens. Right now, we are processing 100 specimens per day, and by the end of next week, we will double it to 200 per day with the addition of new equipment and staff.

Based on President Trump's emergency declaration, today I will declare a public health emergency for the State of Georgia. This declaration will greatly assist health and emergency management officials across Georgia by deploying all available resources for the mitigation and treatment of COVID-19. If necessary, unlike other states of emergency, this declaration will allow the Department of Public Health to direct specific healthcare action in extraordinary circumstances. It suspends restrictions on hours of commercial vehicle operation and vehicle height, weight, and length thresholds to assist in preparation and response efforts. It authorizes the Georgia Composite Medical Board and Georgia Board of Nursing to grant temporary licenses to applicants who are in good standing in other states to assist in addressing healthcare needs.

In accordance with state law, I will call for a special session of the General Assembly to convene at the State Capitol at 8 AM on Monday, March 16, 2020 to ratify this action through a joint resolution. Lieutenant Governor Geoff Duncan and Speaker David Ralston have expressed their full support, and I look forward to continuing to work with them on this important effort in the weeks ahead. I have also spoken to leaders of both parties in the General Assembly to explain the situation that we are facing and ask for their support.

Please pray for the patients, their loved ones, medical providers, and all of the people working to address this health emergency. We are in this fight together, and because of that, we will be stronger than ever before. Thank you, and may God continue to bless the State of Georgia."

The Planning Branch is responsible for developing and maintaining emergency plans and procedures, as well as coordinating the development of plans across different agencies and organizations. The Planning Branch also conducts risk assessments and identifies potential hazards and vulnerabilities, as well as providing recommendations for mitigation measures.

During an emergency, the Planning Branch is responsible for maintaining situational awareness and providing strategic guidance to ensure the effective and efficient use of resources. This includes tracking the progress of response operations, identifying emerging issues and concerns, and providing support to the Incident Commander and other operational personnel.

The Arizona State Emergency Response and Recovery Plan (SERRP) is an all-hazards plan that identifies state agency roles and responsibilities during an emergency or disaster. The SERRP establishes the concept of operations for response and recovery as it applies to state agencies and partnering entities. This plan is implemented when any emergency or disaster reaches a level that overwhelms local, county, or tribal resources, or is determined by the Governor to constitute a state of emergency.

Under Governor's Executive Order 2013-06, DEMA is responsible for developing a continuity program to help guide and assist state agencies in their continuity planning efforts, and each state agency is required to have a continuity of operations (COOP) plan. The program document outlines continuity planning guidance. The Planning Branch also provides continuity of government planning assistance to local, county, and tribal governments.

North Carolina Emergency Management works to enhance the state's resiliency by actively collaborating, communicating and coordinating to prevent, mitigate, respond and recover from disasters. The agency deploys state resources when needed, and coordinates with neighboring states and the federal government to augment staffing and resources. NCEM also administers state and federal grants, manages multi-agency response to disasters, oversees all hazards and threat risk management, coordinates regional hazard mitigation plans, facilitates trainings and exercises, and manages assets such as the regional hazmat response and search-and-rescue teams. In addition, the agency develops and maintains flood maps for each county in North Carolina and maintains the official survey database for the state. NCEM also manages the state's Homeland Security program.

The Planning Section provides technical planning assistance to State and local agencies and organizations in the development and maintenance of a wide variety of disaster preparedness and emergency response plans.

The mission of the Training and Exercise Program is to facilitate, coordinate, and provide training and exercise support with quality educational programs to emergency management professionals.

On August 14, 2023, Gov. John Bel Edwards declared a state of emergency due to the multiple impacts of extreme heat affecting the state. The Louisiana State Fire Marshal and the Louisiana Department of Agriculture (LDAF) also recently issued a statewide cease and desist order for all private burning. There have been over 440 wildfires in August alone.

To enhance preparedness and expedite response, Governor Phil Scott has declared a State of Emergency ahead of the storm. Among other tools, the emergency declaration allows state responders to request additional resources from other states, should they be needed.

The State Emergency Operations Center has been activated and Department of Public Safety, Agency of Transportation, and other state agencies and departments will be working overnight and throughout Monday and beyond to assist cities and towns in their response.

Swiftwater rescue teams have been staged in strategic locations throughout the state, should they be necessary to help with evacuations and rescues from floodwaters. Additional crews from out of state may be added in the coming days to assist with further operations.
